A
recent article in The Wall Street Journal claims that the housing crisis is over and the market is bottoming right now.
What great news and what a wonderful way to start the summer of 2008. In my travels as President of the Sierra
Nevada Association of Realtors® I am hearing the same message from many Realtors® here in Northern Nevada. It is doubt-
ful that we are returning to the market of 2005 anytime soon, however, the trend of few sales and declining prices appears to
be slowing signif cantly and in some areas has actually turned around. The ravages oI the sub-prime lending debacle will soon
pass and our market will become even stronger. Buyers are starting to look around and discovering there are some incredible
bargains here in the Carson Valley, Carson City and in all of Northern Nevada. The perfect time to purchase is just as sales bot-
tom out. Smart buyers know that when the sales volume bottoms out, informed purchasers will have already “picked off” the
best buys. Don’t let this happen to you. Don’t be one of those persons who next year will be saying “I only wish I would have
purchased in the summer of 2008.” I feel that the summer of 2008 will be long remembered as a time to buy, just as the sum-
mer of 2005 is remembered as a time to sell. Interest rates are still low. That, combined with current market conditions will
allow many buyers to purchase homes they could not previously afford.
If you are planning on purchasing a home I offer these recommendations; First, select a Realtor® you know, like and trust.
Develop a good rapport, and use that Realtor® exclusively. Bouncing from Realtor® to Realtor® shows lack of commitment
on your part. Additionally, it is of utmost importance that you meet with a reputable lender and carefully determine how much
you are qualif ed to borrow, but, more importantly, what monthly payment your budget is comIortable with. Your Realtor®,
your Lender and the title company will work together as a team to make certain that your real estate transaction is conducted
competently, responsibly, conf dentially and only in your best interest.
If you are considering exploring the world of foreclosures, short sales and homes in default, please be careful. These
transactions bring with them special risks. Typically they take a longer time to close and the transaction process is substantially
different than a normal sale. Without question, you need to use a Realtor® experienced in these types of sales if you anticipate
purchasing a home of this type.
Finally, have a wonderful summer. If you plan to do real estate contact a Realtor®, let him or her do the work and you
enjoy the experience.

No Cost Tips
These simple steps don’t cost a thing, but can
potentially save you 10-25% on your monthly
energy bill.
• Turn off lights and appliances when not in
use. Don't forget your computer - it can use as
much energy as a refrigerator. Most new com-
puters have "sleep" settings.
• In the cold months, set the thermostat to
68 degrees when home, and then back to 58
degrees when sleeping or when you're not home
more than four hours.
• In the winter, open window coverings on the
sunny side of your home to take advantage of
"free heat from the sun." Close the coverings on
cloudy days or right after the sun sets.
• In warm months, set the thermostat to 78-80
degrees when home and 5 to 10 degrees warmer
at night or when you're not home.
• In the cooling season, close blinds and
drapes during the day to keep heat out.
• Also, use your dishwasher, clothes washer
and dryer, and cook as late in the evening as
possible.
• Barbecue outside if practical, keeping in
mind the heat and effect of sun on your body.
By reducing the heat coming into your home
from any source, will reduce the load on your
air conditioning.
• Use pool trippers to reduce the time your
swimming pool pump runs on--eight to twelve
hours a day is plenty.
• Set your water heater to 120 degrees.
• Vacuum your refrigerator coils (underneath
and in the back) and don't obstruct the coils.
They need air space to work.
• Keep the seals (gaskets) on refrigerators and
freezers clean.
• Keep your freezer as full as possible. You
can place containers or plastic bottles flled with
water in the empty spaces.
• Make sure food is cool and covered before it
goes into the refrigerator.
• Run full loads in your washer and dryer, and
use "solar drying" (clotheslines).
• Use energy saver option on your dishwash-
er, allowing dishes to air dry.
• If you A/C unit is on the ground, keep the
area around it clean and free of obstructions to
maintain air fow.
• Unplug your televisions/VCR when you're
on vacation. Most new sets draw power even
when they're turned off.
· Keep lights and lighting fxtures clean, es-
pecially if you're reducing the number of lights
you use. Dirt absorbs light. Let lights cool
before cleaning them and never touch halogen
bulbs with your bare hands. The oil from your
skin can greatly damage the bulbs. Use a small
piece of paper to hold the bulb.
· II your dishwasher has a flter, clean it.
· Clean the refectors underneath the burners
on stovetops.
Low Cost Tips
There are plenty of low cost, easy to do projects
or steps you can do to save another 10-25% on
your energy bill.
· Use compact fuorescent bulbs instead oI in-
candescent ones. This will typically save $1 per
bulb changed out (for bulbs running 4-6 hours
per day) and reduce heat in your home. Regular
bulbs use most of the electricity to generate
heat so use care when changing bulbs.
• Clean furnace system and check ducts for
leaks.
• Caulk windows and caulk and weather-strip
doors. Keep the outside air out and the inside
air in.
• Install a hot water heater blanket but be
careful not to cover vents or temperature set-
tings.
• Install hot water pipe insulation. Do keep
the insulation at least six inches away Irom the
fue (exhaust pipe) oI gas water heaters.
• Install electrical outlet and switch plate
insulation
• Plant trees and shrubs on the south and west
side of your residence. The vegetation acts as
insulation and provides shading, reducing ther-
mal gain in a building.
· Fix leaky Iaucets Install low-fow shower-
heads.
• Use room fans to keep the air moving and
reduce the feeling of heat in your home.
· Replace Iurnace and air conditioner flters.
Spray the flters with a light coating oI lemon
furniture polish or vegetable oil cooking spray
to help trap dirt in the flter.
• Check the seals on your refrigerator and
freezer.
• Replace normal thermostats with program-
mable thermostats.
• Consider buying a cover for your pool to
retain heat in the water.
Added Cost Tips
With the help of a contractor, these steps could
potentially save you another 25% on your
monthly bill. Remember to do your research be-
fore you sign a contract or put down a deposit.
· Install foor and ceiling insulation: It is
recommended to have a minimum of an R-30
- R-38 insulation in the attic and R19 insulation
in the sub-foor.
· Replace ineIfcient and single pane windows
with energy eIfcient multi-pane, thermally-bro-
ken, vinyl-framed windows.
· Energy eIfcient appliance replacement. All
appliances have an Energy Guide Label that
tells you how eIfcient it is and how much it
will cost you to run. Often times, an appliance
more than 10 years old is not likely to be energy
eIfcient.
• Servicing your heating and air conditioning
systems once a year, replacing them if neces-
sary.
• Testing and sealing the ductwork. Not only
does this improve the eIfciency oI your heating
and cooling system, it makes the house more
comfortable.
• Have ceiling fans installed in all bedrooms
and your family room. They can make you
more comfortable while allowing you to save
money by adjusting your thermostat respec-
tively.
· Add window screens or window flms to re-
duce the solar energy from entering your home.
• Adding a solar heater for the water in your
swimming pool.

oIfcer is the person who will guide you through
each step oI the loan, Irom application to clos-
ing. An experienced and competent loan oIfcer
will know how to trouble shoot all oI the many
issues that may arise during the loan process.

Five steps home buyers should take
The home-buying process doesn’t need to be
scary. Our step-by-step guide will walk you through
the process and answer your questions on what you
should expect from your REALTOR®, where to
look for loans, and what to watch out for when clos-
ing the deal.
Step 1. Are you ready to buy a home?
Knowledge and experience are the keys to suc-
cessful real estate transactions. REALTOR.com®
contains an enormous amount of valuable informa-
tion, and such data -- combined with the expertise,
experience and training of local REALTORS -- can
be the essential keys to your success.
One of the keys to making the homebuying pro-
cess easier and more understandable is planning. In
doing so, you’ll be able to anticipate requests from
lenders, lawyers and a host of other professionals.
Furthermore, planning will help you discover valu-
able shortcuts in the homebuying process.
Do You Know What You Want?
Whether you are a frst-time homebuyer or
entering the marketplace as a repeat buyer, you need
to ask why you want to buy. Are you planning to
move to a new community due to a lifestyle change
or is buying an option and not a requirement? What
would you like in terms of real estate that you do not
now have? Do you have a purchasing timeframe?
Do You Have The Money?
Homes and fnancing are closely intertwined.
(Financing is the difference between the purchase
price and the downpayment, commonly referred to
as debt or the mortgage.) The good news is that over
the years new and innovative loan programs have
evolved which require a 5 percent downpayment
or less. In fact, a number of programs now allow
purchasers to buy real estate with nothing down.
In addition to a down payment, purchasers also
need cash Ior closing costs (the fnal costs associated
with closing the loan). Several newly emerging loan
programs not only allow the purchase of a home
with no money down, but also underwrite closing
costs.
Not everyone, however, elects to purchase with
little or no money down. Less money down means
higher monthly mortgage payments, so most home-
buyers choose to buy with some cash up front.
Step 2. Choose a Realtor
More than 2 million people in the United States
have earned real estate licenses. However, real estate
is a tough business with a steep dropout rate, and the
result is that only a small percentage of those with
licenses actively help buyers and sellers.
The National Association of REALTORS
(NAR) includes 1 million brokers and salespeople,
individuals bound together with a strong Code of
Ethics, extensive training opportunities and a wealth
of community information. NAR members are rou-
tinely active in PTAs, local government committees
and a variety of neighborhood organizations. Being
actively involved in community affairs provides
REALTORS with a better understanding of the area
in which they are selling.
Why?
Buying and selling real estate is a complex
matter. At frst it might seem that by checking local
picture books or online sites you could quickly fnd
the right home at the right price.
Step 3: Get Loan Preapproval
Few people can buy a home for cash. Accord-
ing to the National Association of REALTORS
(NAR), nearly nine out of 10 buyers in 1999
fnanced their purchase, which means that virtu-
ally all buyers -- especially frst-time purchasers
-- required a loan.
The real issue with real estate fnancing is not
getting a loan (virtually anyone willing to pay lofty
interest rates can fnd a mortgage). Instead, the idea
is to get the loan that’s right for you -- the mort-
gage with the lowest cost and best terms.
REALTORS routinely suggest that consumers
start the mortgage process well before bidding on
a home. By meeting with loan oIfcers in advance
and identifying mortgage programs, it won’t be
necessary to quickly fnd a lender, check credit,
and rush into a fnancing decision that may not be
the best option.
Although not a fnal loan commitment, the
preapproval letter can be shown to listing brokers
when bidding on a home. It demonstrates your
fnancial strength and shows that you have the abil-
ity to go through with a purchase. This information
is important to owners since they do not want to
accept an oIIer that is likely to Iail because fnanc-
ing cannot be obtained.
Step 4: Look at some homes
Some 6 million new and existing homes are
sold each year. There’s no shortage of housing
options, but with so many choices the challenge
becomes fnding the property which best meets
your needs. It is important to list the features and
benefts you want in a home. Consider such things
as pricing, location, size, and amenities.
Step 5: Get your funding
OIten the cost oI real estate fnancing is rou-
tinely greater than the original purchase price of a
home (after including interest and closing costs).
Because fnancing is so important, buyers should
have as much information as possible regarding
mortgage options and costs.
A number of websites provide consumers with
extensive mortgage information as well as a variety
of loan calculators. Local REALTORS can provide
mortgage inIormation, discuss fnancing options and
recommend loan sources. In addition, some REAL-
TORS also originate loans.

Welcome to the new
world of mortgages

Welcome to the new world of home mort-
gages. As a mortgage originator my biggest
concern used to be down payment and if the
borrower could qualify. In the current environ-
ment where credit score requirements have been
increased, ratios for debt to income have been
lowered and most loans are fully documented
(2 years W-2’s, 2 months
of bank statements with
all pages, 30 days of
paystubs with year to
date income or if self
employed - 2 years of tax
returns with all schedules
for all entities). Whether
the borrower qualifes or
not is more clearly de-
fned. The bigger issue
is the APPRAISAL.
An appraisal is an
opinion of value estab-
lished by comparable
properties that have
sold within the last six
months, usually within a
mile of the subject prop-
erty. Property values
have declined over the past three years. Our tri
county area (Carson City, Lyon and Douglas)
is usually considered suburban or rural and we
don’t have large subdivisions like Reno or Las
Vegas. Appraisals have always been a little dif-
fcult here, today with Iewer sales it has become
more of an issue.
Have you ever heard the term 80/10/10 or
80/20? These were loans where the borrower
would do a combination 1
st
and 2
nd
mortgage
to eliminate the need for private mortgage
insurance (PMI). PMI is insurance that insures
the lender in case of default and is required on
loans above 80% loan to value. PMI pricing
has also changed as it is credit score driven and
the private mortgage insurance companies often
have more stringent guidelines than Fannie Mae
and Freddie Mac (Fannie Mae and Freddie Mac
are the Government Sponsored Entities that
purchase the loans from the banks and mortgage
bankers). Borrowers do one loan with the PMI
now because lenders will not allow the higher
loan to value with a 1
st
and 2
nd
. New Fannie
Mae guidelines as of June 1, 2008 increased
the maximum loan to value on conventional
loans to 95% from 90% in distressed or soft
markets (most oI Nevada). There are a couple
oI exceptions Ior frst time home buyer products
with down payment assistance where the loan to
value can go as high as 105%.
100% purchase loans are now limited usually
to VA or Guaranteed Rural
Housing (GRH not avail-
able in Carson City). FHA
will still go to 97.15% on a
purchase and up to 95%* on a
cashout ref: but the cost oI the
mortgage insurance issued by
the government for FHA loans

AB 440 was passed. This bill
required that mortgage bro-
kers and mortgage bankers use
any “commercially reason-
able means or mechanism” to
verify that a borrower had the
ability to repay a home loan.
AB 440 is the reason most
“Stated or Low doc” loans have been limited.
All of the news makes it sound like the sky
is falling. Home loans are still available, we
have iust gone back to basics. Verifcations oI
employment, rental history, assets and strong
appraisal requirements used to be standard
operating procedures. Remember, your loan
oIfcer is not trying to make your liIe diIfcult
and he/she is not questioning your value as a
borrower. The investors got lax with new loan
programs that required less documentation and
gave more validity to credit scores and acceler-
ated home values. The mortgage industry is
back to taking a look at each borrower as an
individual and providing pricing based on their
good credit.
