Commission of human rights

SECTION 17. (1) There is hereby created an independent office called the
Commission on Human Rights.

(2) The Commission shall be composed of a Chairman and four Members


who must be natural-born citizens of the Philippines and a majority of
whom shall be members of the Bar. The term of office and other
qualifications and disabilities of the Members of the Commission shall be
provided by law.

SECTION 3. Civilian authority is, at all times, supreme over the military.
The Armed Forces of the Philippines is the protector of the people and the
State. Its goal is to secure the sovereignty of the State and the integrity of
the national territory.

SECTION 4. The prime duty of the Government is to serve and protect the
people.

Reasons to Abolish CHR

1. Redundancy of it purpose.
2. Hindrance of enforcement of police power.
3. CHR is now controlled by a party-list.
4. The people of the Philippines proposes it abolishment.
