A RESOLUTION APPROVING THE BUDGET FOR PRIORITY EDUCATION

PROJECTS IN THE MUNICIPAL SCHOOL BOARD
Be it resolved by the Local School Board of Siaton in Council assembled:
Section 1. Source of Funds. The following income as indicated herein are hereby declared as
source of funds, particularly the additional one percent (1%) Tax on Real Property which are
realistic and probable to be collected and remitted to the Local Treasury, necessary to finance the
implementation of priority education projects of the Municipality of Siaton from January 1to
December 31, 2013, except otherwise specifically provided herein:
Gross Income P 690,000.00
Section 2. Allocation of Funds. The following sums are hereby allocated out of the additional
one percent (1%) Tax on Real Property and any unexpected balances thereof in the Local
Treasury of the Municipality of Siaton for the implementation of priority education projects in
the municipality from January 1 to December 31, 2013:

WHEREAS, a person named Vivencio R. Kabristante, donated a 1 hectare lot for the
Construction of a Two-Classroom Building intended for Primary pupils who is willing to waive
his right over the property which is forestal in nature;
WHEREAS, the aforementioned lot was already inspected by the Municipal Engineer
and is safety for the said construction;
NOW THEREFORE on motion of Mrs. Ester A. Futalan and Seconded by Mrs.

Constance Joy E. Sarne;

recognition of the generosity of the Cabrera Family, the name remains a lifetime

MINUTES OF MEETING
June 6, 2011 @ 10:00 a.m.
The meeting was called to order at 10:00 a.m. with an opening prayer led by Mrs. Ester
A. Futalan. The School Board Secretary informed the body of the existing of a quorum. And the
Municipal Mayor was the presiding officer.
Composition of School Board was the first agenda of the meeting which was cited by Mr.
Dennies Quiñones, MLGOO that it must be equally represented by every sector from
Legislative, SK Federation, Education, Treasurer, Teaching, Non-Teaching and PTCA
Federation. The purpose of which is to dissipate the voting right. An Executive Order No. 5,
dated December 1, 2010 was issued for this.
Mrs. Ester A. Futalan was appointed as the Co-chairman of the School Board. It was
agreed by the body that a designation must be requested from the District Supervisor to clarify
the issue as to who will be the co-chairman in the absence of the chairman, since there are two
district supervisors in siaton district. Furthermore, it was agreed that the High School Principal
may be invited when her presence is necessary.
Mr. Quinones added that per DILG Memorandum, SEF Disbursements must be published
in conspicuous place monthly.
The second agenda was the Teacher Aide hired from January to April 2011. As of the
moment, there were ten (10) Teacher Aides. Since, there is a need to appropriate funds for
Honorarium of Teacher Aides, Mrs. Evelyn A. Acas, our municipal treasurer certified an
additional income of One Hundred Thousand Pesos (P 100,000.00) Only. And body unanimously
approved Supplemental Budget No.1 CY 2011 for the said honorarium.
The third important matter discussed during the meeting was the School Opening at Sitio
Kabankalan, Tayak, Siaton Negros Oriental which was a Primary School. The lot was donated
by Mr. Vivencio Kabristante having waived the right of forestal and duly inspected by the
Municipal Engineer for safety measure. All documents required for its opening are handled by
Mrs. Ester A. Futalan, Siaton East District Supervisor.
The meeting adjourned at 11:00 am after all the necessary matters have been addressed.

November 23, 2010 @ 2:53 p.m.
The meeting started at 2:53 in the afternoon with an opening prayer led by Mrs.
Constance Joy E. Sarne, West District Supervisor.
The meeting called to order by reading the previous minutes of the Municipal School
Board and its approval by Mrs. Genevieve R. Kirit, Administrative Officer IV, this municipality
and immediately followed by a discussion which reveals the following:
That P 40, 666.00 remaining balance as of this date for Repair and Maintenance of the
Different School Buildings and other Facilities of the School allocated for WEST District as
follows:
P 25, 000.00 was reverted for air condition
Furthermore, the P 2,500.00 remaining balance for communication of the WEST District
was decided to be used in purchasing cell cards for the months of November and December.
Other concerns were mentioned which definitely for the benefit of the educational aspects
of the municipality.
The meeting adjourned at around 4:30 in the afternoon with a closing prayer led by Mrs.
Constance Joy E. Sarne.

The meeting was called to order at 2:53 p.m. The Local School Board Secretary
informed the body of the existing of a quorum. The Municipal Mayor presiding.
WHEREAS, the body agreed to revert the amount of twenty-five thousand pesos only
from the Repair and Maintenance School Buildings and other Facilities of the School for the
purchase of air conditioned unit for West District;
WHEREAS, the body agreed to allow the amount of two thousand five hundred pesos
allocated for communication of the West District to purchase cell cards for the months of
November and December, 2010;

MINUTES OF MEETING
August 10, 2010 @ 9:00 a.m.
The meeting started at 9:26 in the morning with an opening prayer led by Mrs. Ester
Alama Futalan.
The meeting called to order by reading the Annual Budget of CY 2010 of Siaton
Municipal School Board by Mrs. Genevieve R. Kirit, Administrative Officer IV, this
municipality and immediately followed by a discussion which reveals the following:
Honorarium of 13 Teacher Aides with a current balance of 1, 772.74, supplies of 10, 000
which was agreed to be divided between the East and the West District, Scouting with a total
amount of 70,000 where 27, 500 will be allocated for the East , 27, 500 for the West District and
15, 000 for High School. For the Illumination, an amount of 35,559 was agreed to be commonly
used among all the schools. Furthermore, Traveling Expenses of 2,000 will be shared by both
Districts with 1,000 each, Repair & Maintenance worth 95, 000 will be equally shared by East
and West District. For Communication Expenses, 2,800 will be allocated for the East and 5,000
will be allocated for the West.
Mrs. Heidi Petras, Principal of Siaton National High School though not a regular member
of the Municipal School Board, ask for possible assistance from the Repair and Maintenance of
Different School Buildings Budget specifically to be used for the National High School.
However, both districts did not agree to such request.
She further emphasized that the National High School is in dire need for the repair of
their comfort rooms.
Mrs. Evelyn A. Acas, Municipal Treasurer certified the surplus of the Municipal School
Board for CY 2009, P120,000, which will be allocated as follows:
P100,000.00 - for 13 Teacher Aides

7,500.00 - Travel for East District
7,500.00 - Travel for West District
5,000.00 - Other Supplies
Dep. Ed. East Supervisor, Mrs. Ester A. Futalan, requested the recipients of the Repairs &
Maintenance of Different School Buildings.
The body requested for a regular meeting once a month to monitor all the operations and
addressing potential problems at once.

WHEREAS, the body agreed to share available fund balances from original allocation for
both east and west districts and high school as well;
WHEREAS, the Municipal Treasurer with the knowledge of the Municipal Mayor
certified the surplus of the Municipal School Board of CY 2009 the amount of P120,000.00
which will be allocated for the following expenditures:
Honorarium for 8 Teacher Aides P 100,000.00

Travel Expenses for East District 7,500.00
Travel Expenses for West District 7,500.00
Other Services 5,000.00
TOTAL EXPENDITURES 120,000.00

MINUTES OF MEETING
September 13, 2010 @ 9:30 a.m.
The meeting started at 9:30 in the morning presided by Hon. Alberto G. Ator, Municipal
Mayor, this municipality, after which, the Municipal School Board Secreatry declared a quorum,
and an opening prayer led by Mr. Wilfredo K. Tacalan, non-academic Dep-Ed In-Charge.
Mrs. Genevieve R. Kirit, the Municipal School Board Secretary read the minutes of the
previous meeting which has been moved by Mrs. Ester A. Futalan and seconded by Mrs.
Constance Joy Sarne.
The meeting’s major agenda was the Provincial Meet officially scheduled on October 4 -
7, 2010 for the Elementary and Secondary Level at Dumaguete City.
Discussion followed primarily on the expenditures for the forthcoming event specifically
on the uniform of the athletes, food and transportation expenses which revealed that uniform for
both Elementary and High School Levels were estimated to be P50, 000 each level,
transportation expenditure was estimated to be P11, 000.00 for two (2) PUJs round trip and food
expenses was then estimated at P60,000.00 for Elementary Level and P40,000.00 for High
School Level.
There were 125 persons composed of the athletes, coaches, officiating referees, school
heads and honorary members in the Elementary Level.
Mrs. Evelyn A. Acas, the Municipal Treasurer, this municipality certified the
appropriation of P200,000.00 for the Provincial Meet expenses. Furthermore, she suggested that
the canvass for food will be done in Dumaguete City not in the Municipality of Siaton to avoid
delay.
Since some of the events will be held in Sibulan, Negros Oriental, Mrs. Ester Alama
Futalan requested for 2 Easy Rides to be borrowed from the Barangays of Siaton with Easy
Rides. The provincial government will provide fuel for the said borrowed vehicles in the amount
of P10,000.
Likewise, 2 ELF Vehicles were requested for October 3, 2010 to transport utensils and
other equipments from Siaton to venue of the Provincial Meet for the athletes and coaches.
The meeting was adjourned at 10:30 in the morning with a closing prayer.

WHEREAS, during the meeting it was requested by Mr. Victor P. Gaitera to realign
Repair and Maintenance of the Different School Buildings and Other Facilities of the School-
West (2,000.00), Supplies-West (2,500.00) and Travelling Expenses-West (2,700.00) for a total
of Seven Thousand Two Hundred Pesos Only for Consultative Meeting of Provincial Federated
PTA;
WHEREAS, Mrs. Evelyn A. Acas certified as to the availability of funds of the said
