Arizona Related Incidents

Driver Shot and Killed After He Attempted to Run Over Officers
Seven Tucson Police Officers reportedly fired 53 shots at the driver of a car who tried to run over one of the officers in an
apartment complex. Nicholas Johnson, 22, was killed in the shooting after he tried to run over an officer who approached
a vehicle he was in with three other suspects. The suspects were wanted in connection to a carjacking and armed robbery.
The officer was reportedly dragged a short distance before he fell to the ground. The officer reportedly then ended up in
front of the fleeing vehicle as the driver attempted to run him over prompting the other officers to open fire on the vehicle.
The officer who was struck by the vehicle suffered minor injuries.

Public Heath
Radiation Detectors Triggered In Arizona, Experts: Levels Pose No Threat
On March 22, sensitive monitoring equipment west of Phoenix detected trace amounts of radioactive material associated
with releases from the Fukushima Daiichi Power Plant in Japan. The Arizona Radiation Regulatory Agency (ARRA) said
the measurement of iodine-131 is far less than typical exposure to everyday background radiation, such as that from
building materials, cosmic rays of the sun and even organic fruits and vegetables. “Such low concentrations of iodine-131
do not pose a public health threat to Arizonans,” according to ARRA. The Arizona Department of Health Services
(ADHS) said it is unnecessary for residents to take potassium iodide (KI). Arizonans who do take KI could place
themselves in danger of negative side effects, including severe allergic reactions, abnormal heart rhythms and nausea.
ARRA will continue to monitor radiation levels with its instruments at several locations around the Palo Verde Nuclear

Douglas, Arizona
U.S. Border Patrol Involved Shooting Near Douglas Port of Entry
On Monday, March 21, at approximately 1243 hours the Cochise County Sheriff’s Office was advised of an Officer
involved shooting near the International boundary east of the Douglas Port of Entry. Sheriff’s Deputies and Investigators
arrived on scene and were advised that Douglas Police Department observed a Chevy Avalanche traveling in the Douglas
area that appeared to be suspicious. When the driver of the vehicle observed the Douglas Police Department unit, the
vehicle fled at a high rate of speed southbound towards the International boundary. U.S. Border Patrol Agents were in the
area when the vehicle made it to the border. At that time, rocks were thrown at a Border Patrol agent, who then fired his
duty weapon striking the driver three times. The Federal Bureau of Investigation responded and will be conducting a joint
investigation with the Cochise County Sheriff’s Office in this incident. The Sheriff’s Office will investigate the shooting,
while the FBI will handles the assault on a federal officer.

Flagstaff / Ciudad Juarez

Northern Arizona University Professor Safe After Being Kidnapping
Northern Arizona University professor Veronica Perez Rodriguez was reportedly safe with family members after a brief
kidnapping in Mexico. Details of the kidnapping were not released but the Bureau of Consular Affairs reported it as an
“express kidnapping.” Described as a way to get quick cash in exchange for the release of the individual these types of
kidnappings have been reported in Mexico’s large cities. The kidnappings target non-Mexicans who appear to be wealthy

Border Agents Arrest 13 illegal Immigrants All Wearing Marine Uniforms
Border Patrol agents arrested 13 illegal immigrants wearing U.S. Marine
uniforms at a checkpoint near San Diego. The 13 immigrants and two U.S.
citizens were in a van that was stopped along Interstate 8 on March 14. The van
had a U.S. government license plate with an altered number. At this time it is not
known where the group obtained the military uniforms. There are reports that
each of the 13 uniforms was embroidered with the same surname. Two U.S.
citizens in the van were arrested on suspicion of alien smuggling. Officials
believe the van entered the U.S. at Calexico. The vehicle is registered in Yucca
Valley, California. The license plate had an altered number belonging to a van
registered to the U.S. Marine Corps.

Washington / Arizona
National Guard Troops to Leave Border in June
Maj. Gen. Hugo Salazar, commander of the Arizona Guard, told a House panel in
Washington D.C. that National Guard troops along the southwestern border will
leave as planned in the second week of June. During its work the National Guard
has reportedly helped seize over 14,000 pounds of drugs and apprehend 7,000
illegal immigrants. Arizona Governor Jan Brewer stated that she was disappointed that the deployment was ending and
would like President Obama “to consider using them as a long-term tool to augment the nation’s border-security strategy.”

Analytical Comment
Although no items have been reported to ACTIC this week, the article included in the Border section of this
publication – reference the 13 illegal immigrants wearing U.S. Marine Corps uniforms - serves as a reminder to
Arizona law enforcement, public safety and military personnel to secure government issued uniforms, credentials and
equipment to prevent theft and nefarious use of these items. Please report suspicious activity and theft of public safety
or government equipment to the ACTIC at for compilation and analysis.

Recent Officer Involved Shootings
On Tuesday, March 22, 2011 an Athens-Clarke County (Georgia) police officer was shot and killed while responding to
an incident where another officer had been shot and injured. Multiple officers were investigating a carjacking and
kidnapping incident when the shootings occurred.
On Sunday, March 13, 2011 Buchanan County (Virginia) two Sheriff Deputies where shot and killed while searching for
a suspect who had fired on other deputies investigating a larceny in progress call. The gunman used a high-powered rifle
to shoot the Deputies as they set up a perimeter to contain and search for the gunman, who was then later killed by police.
Analytical Comment
These shootings continue to highlight the recent span of officer deaths during warrant service or sniper style attacks

Health Inspector Scams

Over the past several months agencies across the U.S. have reported a scam involving restaurant owners receiving phone
calls from individuals claiming to be health inspectors. The inspectors require the personal information from the owner
under the pretext it will be used in a future inspection. Items being asked for include employee phone numbers and other

data. The caller provides the owner with an identification number and date / time for the future inspection, which does not
occur. Recently, this scam was perpetrated in the Los Angles area and officials have not determined if any of the
information that was obtained has been used for illegal purposes. Sources:,,,
Analytical Comment
Since summer 2010, the ACTIC has seen numerous reports from fusion centers and law enforcement agencies
identifying this trend in cities throughout the nation. ACTIC has received reports of this scam occurring in Arizona as
well, including the cities: Phoenix, Douglas and Wilcox. A criminal nexus has been identified and reported in the
media. It appears scammers are contacting the restaurant owners for personal information – social security numbers,
bank account numbers, and personal phone numbers – in order to set up online auction accounts to sell fraudulent
goods and services. In many incidents the scammers prepare restaurant owners for a second call (from the online
auction company) in which a recorded message will give them a 3 digit code. Then the scammer calls the restaurant
owner back asking for the code, telling them it is a confirmation code for a health inspection appointment or a secret
code they must give the health inspector. Reportedly, the code is a pin/security number to the new online auction
account that has been set up in the business or owner’s name to conduct future fraudulent activity. Although various
restaurant and convenience store owners have been victims of this scam, it appears scammers tend to target Asian
restaurants and Asian business owners. If local agencies are aware of similar incidents occurring in your jurisdiction,
please report them to the ACTIC Watch Center so they may be tracked in the National Suspicious Activity Report
database for trend analysis and reporting purposes.
Suggestions for Outreach to Private Sector: When dealing with business owners or victims of this scam, remind them
the State Health Department does not call ahead to announce a routine inspection. Further, if a caller is suspicious or
unknown to the business owner, they should never give out any private business or personal information without
verification of the identity of the caller. Business owners are encouraged to call the State Health Department anytime
they are unsure or suspicious of an “official” call or inspection.

Food and Agriculture / Public Health

FDA Stopping Japan Food Imports
The Food and Drug Administration issued an ALERT that will halt imports of produce and dairy products at entry to the
U.S. from certain areas of Japan, where leaking radiation has contaminated food and water. The Alert provides “Detention
Without Physical Examination of Products from Japan Due to Radionuclide Contamination.” The U. S. Customs and
Border Patrol will also be involved in the effort.

ACTIC Analyst Comment
On March 11, 2011 Japan was struck by a 9.0 magnitude earthquake that resulted in mass casualties, communities in
ruin, nuclear reactors damaged, and other grave situations that will take a long time, if ever, to recover from. Over the
past several days the ACTIC has received numerous updates on the situation in Japan from multiple sources. In order
to avoid inundating our law enforcement partners across the state with these situational awareness reports, that in
many cases have no direct impact on Arizona at this time, the ACTIC Analytical Unit has not been forwarding these
items on unless there is a direct Arizona or regional nexus. In the future, if the need arises, ACTIC will provide
updates as they are received. ACTIC encourage agencies to take the time to review their own emergency response plans
to mass casualties in order to prepare themselves for, or if, they ever need to respond to a similar situation here in

Arizona or our neighboring states. The ACTIC personnel extend our thoughts and prayers to our law enforcement and
first responder colleagues in Japan as they deal with this national tragedy.

India Named World’s Largest Arms Importer
accounts for 9 percent of all international arms imports between 2006 and 2010. The push has moved India ahead of
China at 6 percent. It is believed that India’s push to modernize its military and attempts to be a regional power has led the
change. The U.S. was the largest arms exporter according to the report, followed by Russia and Germany. India’s defense
budget for this year is $32.5 billion with 82 percent of India’s weapon imports coming from Russia.

Group Profile Section

In this section of the weekly Situational Awareness Bulletin, ACTIC will highlight groups of interest operating on a local, state, national, or
international basis. The group highlighted will be a terrorist organization operating internationally or domestically. ACTIC hopes that by
providing group profiles they will help law enforcement officials, and other emergency responders, identify potential threats at
incidents they respond to or the potential for future acts of violence that they may be able to prevent.

Kahane Chai (KACH)

“The Kahane Movement consists of several extremist Jewish groups who follow the Jewish nationalist ideology of the late Rabbi
Meir Kahane. In Israel, they include: the Kach Party, Kahane Chai, the National Jewish Front and G'dud Haivri (The Jewish Legion); in
the United States: the Jewish Defense League, and the Jewish Defense Organization. These organizations advocate militant Jewish
nationalism as a means to protect the Jewish people. In its 35 year history, Kahane's supporters have demonstrated a pattern of
xenophobia, anti-Arab bigotry and violence in the U.S. and Israel.”(1)
Kach was declared a terrorist organization in 1994 by the Israeli Cabinet under Israel’s Terrorism Law.(2) Operations and attacks have
occurred in Israel and the West Bank settlements, including the assassination of Israeli Prime Minister Yitzhak Rabin on November 4,
1995. In February 2001 the F.B.I. raided a base of operations for the group in Brooklyn, NY. In 2005, Earl Krugel was sentenced to 20
years in prison for a plot to blow up the several locations in California. A co-conspirator committed suicide while pending trial.

April 23 - National Day of Protest at the Arizona State Capitol. This date marks one year since the signing of Senate Bill 1070
regarding illegal immigration.

ACTIC Analytical Commentary: There is no credible intelligence to imply any extremist group is planning
to carryout an attack in the month of March. However, ACTIC encourages all Public Safety Officials to
