TUNNELS

1. ROHTANG TUNNEL UNDER (P) DEEPAK

1.1 Cabinet Committee on Security (CCS), in Aug 2005, had approved the
“Construction Rohtang Tunnel and alternative route to provide all weather road
access to Leh (Ladakh)” at an indicative cost of RS. 1355.82 crore (at 2004-05 price level)
.
(a) Construction of 8.80 Km long Tunnel

(i) Execution of civil works - Rs. 808.29 Cr


(ii) Ventilation (electrical & mechanical) works - Rs. 135.03 Cr

1.2 Tenders for Lot-1 i.e. execution of Civil works were issued on 15-Oct-2007 and 05
tenders have been received back on 25 Feb 2008. Technical bid was opened for
evaluation by a BOO. Technical evaluation was completed. Alternative bid was
opened on 04 Jun 08. Financial bid has also been opened on 06 Jun 2008. M/s
STRABAG-AFCONS JV has emerged as lowest bidder at a cost of Rs. 1458.06
crores. The draft CCS not for obtaining approval of revised cost was sent to Sectt.
BRDB on 09 Jun 2008.

1.3 The requirement of cash flow is projected as Rs. 1495.00 crore (i’e. L1 bid price of
Rs. 1458.06 crore + Rs 36.94 crore for supervision, proof check consultancy,
establishment charges etc.), i.e the cost of works as on Feb 2008 with a 5 % cap.
Revised approval of CCS will be required if the cost of completion of the civil works
will increase more than 5 %. Validity period of L1 bid is extended up to 31 Aug 2009.

1.4 It is expected that the approval of CCS for revised cost will be received soon and CA
will be finalized. Mobilization of resources will start within a month of award of
contract. After mobilization, the contractor will be able to start the work. A
construction period of 5 years & 3 months has been proposed in the contract. PDC
for the project is 2014 (including ventilation and electrical works).

2. SHINKUNLA PASS UNDER (P) DEEPAK

2.1 After the works on construction of alternative route Darcha – Padam-Nimu-Leh


started, it was found that Shinkunla Pass situated at Km 39.60 from Darcha is
impossible to negotiate during winter due to very heavy snow fall. This led to the
thought of construction of a 4.000 Km long tunnel. As per directives of PMO, the
feasibility study for the above tunnel has to be done at the earliest. The tunnel, if
found feasible, will form part of Rohtang Project.

2.2 The requirement of carrying out feasibility study for construction of this tunnel was
operationally endorsed and communicated by MoD (MO4 Dte) on 22 Jan 2007.

2.3 Approval in Principle (AIP) has been received from BRDB on 23 Sep 2008. NIT for
PQ issued on 06 Nov 08 PQ docs issued on 23 Dec 08. Four firms submitted PQ
documents and issued tender documents. Bids were opened on 16 Apr 09. M/s
Geodata Geo Engineering Consultant, Italy found L1 (Rs. 14.864 Crore). Contract
is under finalization with Govt. (BRDB). The validity of L1 bid is up to 14 Jan 2009.

3. KHADRADANG AND PAGAL NALLAH UNDER (P) DEEPAK

3.1 Proposal for construction of two tunnels at Khadradang (length 3.2 Kms) and Pagal
Nallah (length 0.8 Kms) were approved in principle by BRDB vide there ID No.
04/623/2005/W&B dated 20 Oct 2005. Accordingly tender action was initiated for
detailed feasibility study and framing up of phase-wise proposals (Detailed Project
Report) for construction of above two tunnels. Tenders for the subject work were
called three times and could not be accepted due to administrative reasons / higher
cost.

3.2 NIT (4th call) for consultancy services for feasibility study and preparation of DPR
issued and bids opened on 05 May 09. M/s Vyam Technologies Ltd. found L1 (Rs.
5.297Crore). Case for acceptance of contract sent to BRDB on 03 Jun 09 for
finalisation. A PNC is constituted by BRDB on 28 Jul 09 to bring down the cost of
work.

4. ZOJILA & Z-MORH TUNNEL UNDER (P) BEACON

4.1 Two tunnels of length 12.00 Km and 3.1 Km respectively over Zojila Pass (between
Km 100 to 117) and Z-Morh (between Km 77.50 to 81.20) on Srinagar – Leh road
have been proposed to be constructed.

4.2 Approval was received from Govt. for carrying out feasibility study and framing up of
phase wise proposal through an expert agency.

4.3 Tender action for global tendering was taken up and NIT for pre-qualification of firms
was issued. PQ applications have been received on 29th Feb 2008. Tender
documents issued to 5 firms.

4.4 The tenders were opened on 15 Jul 2008. M/s iBilt Technologies has emerged as
lowest tenderer with a cost of Rs. 30.07/- crores approximately. An AE for Rs. 30.60
crore (incl 2 % supvn charges) was sanctioned and funds allotted out of GS Head.

4.5 Contract awarded to M/s iBilt Technologies on 29 Apr 09 at a cost of Rs. 29.985
crore (arithmetically corrected amount). A period of one and half year has been
allowed in bid for feasibility study and submission of feasibility report. Work has been
started.

5. PROPOSAL OF OTHER TUNNELS IN J&K UNDER (P) BEACON

5.1 In view of the Directorate General of Military Operation (MO4) letter No. A/40076/
MO4 dated 18 Jun 2008, in which it was asked from Dte. GBR (on the directives of
PMO) to explore construction of tunnels at various passes on NH-1B as a long term
measure, to have an weather connectivity, the proposals were operationally
endorsed for feasibility study for construction of tunnels at Sintham, Razdan,
Sadhana, Khardungla, Z. Gali and Pharkiyan Gali passes vide MO4 letter No.
A/40087/MO4 dated 24 Oct 2008.

5.2 AIP’s for Razdan, Sadhana and Khardungla passes are received on 16 Feb 2009.
NIT’s are issued in Jul 09. The tenders are expected to be opened in 2 nd / 3rd week of
Aug 09.

5.3 SOC for feasibility study of Sintham pass tunnel was sent to MoSRT&H on 05 Nov
2008 and SOC for feasibility study of Z. Gali and Pharkiyan Gali were sent to BRDB
on 01 Apr 09.

5.4 A combine SOC for provisioning of funds for the feasibility study and construction of
the above six tunnels out MoD (defence service) fund was sent to BRDB on 22 Apr
09.

6. RUDRAPRAYAG BYE PASS TUNNEL ON RISHIKESH – JOSHIMATH – MANA


(NH-58) Road

6.1 The case for AIP for feasibility study and preparation of DPR is sent to MoSR&TH on
02 Feb 09 with a copy to BRDB. Same received back for DG's recommendations and
IFA (BR) concurrence. The SOC again sent to BRDB duly recommended by DG on
05 Mar 2009. MoSRT&H is being approached for processing the case.

7. TUNNELS ON BHALUPONG-CHARDUAR-TAWANG (BCT) ROAD IN PROJECT


VARTAK

7.1 The SOC for feasibility study for construction of tunnels at Niechiphu Pass, Bomdila
Pass and Sela Pass on BCT road in Arunanchal Pradesh in (P) Vartak were
received. The same were sent to BRDB for obtaining AIP on 12 Nov 2008.

7.2 BRDB taken up case with MoD for funding on 29 May 09. MoD intimated that since
the road is forming part of Trans-Arunanchal Highway, the funding should be done by
MoSTR&H. Accordingly BRDB forwarde SOC to ADG-II DoRT&H (of MoSRT&H) on
10 Jun 09.
