Announce Major Overhaul of Wetlands Rules
Concord, NH – Today,
Governor Chris Sununu and
the New Hampshire
Department of
Environmental Services
Commissioner Bob Scott
announced the release of a
draft revision of the New
Hampshire Wetlands rules,
the first complete rewrite of
the rules since 1991. To over-
haul the rules, NHDES
worked closely with partner
organizations, stakeholders,
and concerned citizens to
obtain significant public
feedback on the development
of wetland rule concepts,
strategies, and process.
Since 2014, NHDES hosted
over 100 listening sessions,
stakeholder workgroup ses-
sions, partner meetings and
presentations. NHDES heard
from landowners, road
agents, utility providers, log-
gers, foresters, engineers,
conservation commissioners,
industry and business, septic
designers, general contrac-
tors, wetland scientists, con-
servation organizations,
farmers, regional planning
commissions, marine con-
tractors, legislators, teachers,
local, state, and federal offi-
cials and received hundreds
of public comments.
“Streamlining New
Hampshire’s regulatory
framework is a key priority
of my administration,” said
Governor Chris Sununu.
“These efforts are the most
comprehensive overhaul of
wetlands rules in over 25
years, and represent a major
step toward a more citizen-
centered State Government.”
The NHDES wetlands rules
regulate the following type
of resources: wetlands, sur-
face waters (lakes, ponds),
watercourses (streams,
rivers), shorelines, vernal
pools, prime wetlands,
coastal lands, and tidal
waters. Example projects
impacted by these rules
include: beaches, docks,
boathouses, wall construc-
tion, riprap, bank stabiliza-
tion, forestry, utility, agricul-
ture, trails, dredging, filling,
residential and commercial
development, and roadway
construction.

Harvesting Health
This morning I woke up with
the feeling that a few hectic,
long days had caught up with
me: not sick, no, but run-
down. I felt like I was “capa-
ble” of getting sick. Tired,
weakened, worn-out: the per-
fect time to take some pre-
ventative care, the very thing
this home-grown life can
best provide.
There are times when
Ryan and I both comment on
what a “divided” life we live.
On one hand, we are home-
steading a land-locked nook
in the woods, living in a one-
room, hand-hewn log cabin,
no power nor appliances nor

ly splitting wood. On the
other hand, multiple days
each week we head to town,
sift through emails, partici-
pate in community boards
and organizations, and work
to financially support our-
selves (albeit via self-
employed, irregularly sched-
uled, less-than-full-time type
of work. The split lifestyle is
part material and spiritual
necessity, part energizing,
part demanding. Keeping
the balance requires attention
and effort.
Knowing my own habits
of healthfulness and health-
lessness, I try to maintain
some spaciousness to my
homestead for long hours,
late nights, or missed meals,
I can compensate with more
time just for home - time
dedicated specifically to
recalibrate. Or, in this case,
restore my health.
Feeling a bit under the
weather like I was this partic-
ular morning, I first turned to
our shelf of dried herbs.
Once the woodstove was
cranking and the tea kettle
boiling, I made myself some
sage tea. I dry an assortment
of herbs from our gardens
each fall, suited to different
winter ills: echinacea, mint,
lemon balm, oregano, cat-
mint, mullein, comfrey, and
sage comprise my basic
apothecary. Sage, often used
as a remedy for sore throats,
is my personal preference for
those run-down moments. It
pulls out the weariness and
fortifies my body.

are, with January giving way
to February and our cabbage
heads continue to be crisp,
juicy, with an earthy spicy-

(not to mention some tasty
pickled goods), plus the gar-
lic, squash, and dry beans we
store in the warmer tempera-
tures of the cabin. I chopped
and diced my way to a stir-
fried prescription for health,
born of our very own soil.
In the winter season
especially, when flu scares
are increasingly on people’s
minds and colds seem to
spread too quickly, Ryan and
I remind ourselves that
health is not about the aches
health is defined by the
habits and choices which
build our lives and our
selves. We’re grateful to
have created the life we
have, in which we can grow
foods and herbs that support
out well-being, pursue labor
that keeps our bodies active
and supple, and structure our
days to take care of our-
selves when we need to.
Health, for us, is not about
reacting as victims to a dis-
comfort, but rather to
choose, actively, the details
that best help our bodies,
minds, and spirits to flour-
ish. Mis-steps and ailments
can, have, and may again
befall us, but in home-
steading our own well-being
with the same stewardship
that we give to our land and
home, we can enrich and
sustain the health we are
gratified to have.

head and back country stew-
ard training session at the
White Mountain National
Forest Headquarters on
April 7th. 8 - 8:30 a.m. will
be our registration period
where we will handle check-
in, paperwork and uniform
needs. The morning session
will present training for both
trailhead and back country
steward. The afternoon ses-

Letter to the Editor
Why You Should Elect Rudy
A. Gelsi for Littleton
Selectman
I don’t usually get involved
the local politics but this
year’s Littleton Selectman
race is too important for me
to remain silent. I have
known Rudy A. Gelsi for a
number of years through our
church and have always been
impressed by his strength and
dedication to whatever proj-
ect he is involved with.
Whether he’s helping with a
food drive or teaching
Sunday school (you should
see the adoring faces on the
little ones when Rudy recites
familiar prayers in Italian),
he is never just “phoning it
in”. Rudy A. is probably rec-
ognized on sight by most
Littleton residents. Most
know him as the dark haired,
Italian who is frequently seen
hugging and loudly greeting
all of his friends and neigh-
bors. He is frequently seen at
local events, fund raisers and
every open Town meeting.
In fact, even though he is not
an elected official, Rudy has
faithfully attended almost
every open Town meeting for
the past couple of years. He
probably has a better atten-
dance record than some of
the elected officials. Rudy is
so aware of every public dis-
cussion made by the current
Board of Selectmen and
Town Manager that I’d chal-
lenge any other of the select-
board candidates to show that
they have similar knowledge
of the workings Town of
Littleton.
Rudy is a well-known pres-
ence in Littleton and as such,
he knows what the people are
thinking and what is going on
in the town, both on a public
level and on the more person-
al, taxpayer level. Rudy is
not one of “good, old boys”.
Rudy does not play games
when it comes to the citizens
of Littleton and their hard-
earned tax money. Rudy has
promised that if he is elected
Selectman, he will fight any
new taxes. He personally
knows how hard it is to live
in Littleton, when every time
you turn around your taxes
are going up just to fund
some “special interest” item.
Rudy will try to balance
Littleton’s budget and take
more control of local spend-
ing to protect the taxpayer.
There will be no more “spe-
cial favors” just because you
are friends with the “good
old boys” in town. Rudy is
especially interested in help-
ing to protect the disadvan-
taged citizens of Littleton,
who are frequently over-
looked or more frankly, just
stepped on by the current
administration.
I urge everyone who is able
to go out and vote for Rudy
A. Gelsi for Littleton
Selectman on March 13,
2018 at the Town Highway
Garage, because he will be
an advocate for the taxpayer!
He is dedicated to rid the
Town of Littleton of it’s cur-
rent Tax and Spend ideology
and he will encourage poli-
cies that push for local job
creation and much needed
improvement of local infra-
structure, not giving tax
breaks that cause municipal
issues just so that a few
select millionaires in town
can benefit by building their
new, shiny, frivolous build-
ings. Rudy A. Gelsi will be
the best Selectman Littleton
could have to protect and
serve the Taxpayer of
Littleton.

Thoughts were racing
through my mind and even
though I did not know how
to help my horse, I knew I
had to help him somehow
and I had to do it fast. I
knew in my heart there was
no time to waste. Every time
I went to the barn to check
on Sebastian he seemed to
have more and more trouble
breathing. I have had horses
for over 18 years and this
was the first time I did not
know what to do. I knew
when my horses needed
their yearly vaccines; I
could always order them
online from a professional
veterinarian. I was told in
the past that antibiotics
vet. I did not even know if I
could buy or be prescribed
antibiotics from an online
establishment. All I knew
was that my horse needed
help and he needed help fast.
Instinctually I knew he had a
viral or bacterial pneumonia
and his struggle to breathe
and his cough confirmed that
I was right.
I myself had a bad case of
pneumonia when I was a lit-
tle girl. I can still remember
how the cough made my ribs
hurt and how painful it was
to breathe. Back then the
doctors made house calls
and came to my family farm.

side. It took a whole month
to feel well again.
As I sat quickly observing
and praying for my horse to
get well again, I knew I
needed to take action. I
realized that if I could not
find a vet to come out to my
farm then I needed to help
my horse myself. I know I
had to convince the online
vet to help me select the
appropriate penicillin treat-
ment. I felt that if I contin-
ued to wait to get the help
Sebastian needed, it might
be too late and he could
become sicker and die.
I called the online vet and
was able to speak to a
knowledgeable veterinari-
an. He carefully listened to
what I had to say and asked
me to explain Sebastian’s
symptoms. He told me it
would be better to have a
local vet come out to see the
horse but since this was not
possible and given the cur-
cumstances he recommend-
ed a wide spectrum
injectable antibiotic that
would cover many bacterial
infections including ship-
ping fever, bacterial pneu-
monia, strangles, and more.
I thanked the vet and he told
me he would ship the vac-
cine overnight. He asked me
many more questions and
gave me lot of good advice
on how to inject the vac-
cine. He told me that some
antibiotics could have side-
effects and even cause
severe reactions. He
advised me to have an
EpiPen on hand in case my
horse would experience a
severe reaction to the medi-
cine. An EpiPen reverses
the side-effects of severe
reaction caused by medicine
and bee stings.
That night when I lay in bed

that the medicine would
help Sebastian to be well
again. Sebastian was the
love of my life and my life
would never be the same
without him in it. Many
thoughts kept racing through
my mind before I finally
drifted off to sleep. My last
thought before falling asleep
was in case of a severe side-
effect from the medicine I
still had no choice but to
give the medicine to my
horse. I knew without the
needed treatment he would
never be able to recover and
die a slow death.
The antibiotics arrived the
next morning. I took the
time to carefully read all the
labels on the back of the bot-
tle. I then carefully prepared
the injection for Sebastian.
Before I gave him the injec-
tion, I told him that I had
talked to an online vet who
had prescribed the best med-
icine for his condition.
Sebastian stood very still as
I took a good look at his
neck to be sure I gave the
medicine exactly in the rec-
ommended spot. After I
injected the medicine I wait-
ed more than twenty min-
utes and observed my horse
for possible reactions. To
my relief Sebastian tolerated
the antibiotics very well. It
took five injections before I
finally saw major results and
one month for him to fully
recover. I have learned that I
will always keep antibiotics
in my refrigerator and a
close working relationship
with my online vet. I really
hope that in the future there
may be more veterinarian
clinics to who are willing to
make farm calls. I know that
the health of our future farm
animals depends on it!

Climate Change

While driving down from
Isle La Motte in early
December, my son and I
noticed a fine skim of ice
floating down the Alburg
Passage. As it collided with
the Route 2 bridge supports,
it broke into rectangular
fragments. I wondered if
what I was seeing was typi-

Across the short interval of
twenty years, there’s a clear
trend; the cinderblock sinks
about 6 days earlier than it
did two decades ago.
Betts has also reviewed 40
years of ice-out data from the
Fairbanks Museum and
found the same pattern: the
ice on Stiles Pond goes out
about three days earlier per
decade. Every decade, on
average, the pond has frozen
four days later, and the total
frozen period has been
shrinking by seven days per
decade since 1970.
“Ice out” patterns are consis-

all, a region which prides
itself on the notion that, “if
you don’t like the weather,
wait a few minutes.”
That said, while we can’t
with certainty predict what
maple trees, or ponds, or
ornamental plants will do in
future years, it’s very clear

rapid temperature change,
and based on what we know
of atmospheric science and
human-caused emissions,
there’s no reason to expect
that change to stop any time
soon.
As Betts recently told me,
“climate change is on a roll
and all we can do is slow it
down, and give our societies
and all of life on Earth more
time to adapt.” In the mean-
time, I plan on placing my
first ever bet on Joe’s Pond
this year. What day I will bet
on? That’s my secret; but it
will certainly be earlier than I

To understand long-term pat-
terns requires long-term data.
So I reviewed ice formation
data on Lake Champlain. I
learned that between 1816
and 1916, the lake was
“closed” to navigation in 96
of 100 winters. In the last 30
winters, the lake has closed
13 times, and just three times
this past decade. At first
blush, this might seem like
overwhelming evidence for
less ice, but again, this is not
the whole story.
The 200-year data set was
gathered by three different
governmental agencies, a
Burlington public official
and historian, and a “cooper-
ative weather observer.”
Consistency might be a bit
much to expect and “closed
to navigation” could range
from an ice passage from
Burlington to Plattsburgh, or
simply frozen harbors.
For a more consistently
measured data set, Dr. Alan
Betts, a Vermont climatolo-
gist, looked to the Joe’s Pond
did in the 1960s, and flowers
open more than a week earli-
er.
With the greatest respect to
ice and lilac, I suspect that
some Vermonters might be
more interested in changes in
maple sugaring; this thought
has not been wasted on
Vermont scientists. Justin
Guilbert and Vermont
EPSCoR collaborators
examined climate trends and
predicted 11 fewer maple
sugaring days by mid-centu-
ry. They also predicted a shift
in the sugaring season
towards the midwinter
months of December and
January.
If at this point, you’re think-
ing that these trends are
awfully short-term, and that
anyone trying to predict the
future of sugaring is walking
on thin ice, you have a valid
point; one of the difficulties
of predicting climate change
and its effects is the com-

Configure your diet to be
heart-healthy: It’s often
noted that 70% of heart dis-

through proper nutrition.

rich in antioxidants, fiber (to
aid in removing choles-
terol), monosaturated fats,
and omega-3 fatty acids.

lights in the past, you may
have suffered sticker shock.
Fortunately, the prices have
dropped. And if you consider
LED plant lights typically
use half the energy of fluo-
rescent tubes, provide con-
sistent light quality and last
up to five times longer, the
long-term savings outweighs
the initial investment. Plus,
they’re mercury-free and
won’t add contaminates to
landfills.
When replacing fluorescent
tubes with LED grow lights,
look for compatibility. Some
of the newer LED grow
lights are compatible with
existing T-5 light setups. You
just replace the bulb, not
your whole lighting system.
You will get the most out of
your investment and grow
better transplants with proper
use. Move seedlings under
lights as soon as they start
breaking through the soil
surface. Keep the lights
about six inches above the
top of seedlings. This means
you’ll need to raise the lights
or lower the plants as the
seedlings grow. Make your
own light stand using
adjustable supports to raise
and lower lights as needed.
Use a reflector above grow
light tubes to direct the light
downward toward the plants.
