1. INTRODUCTION

1.1 Scope of this Manual

This manual contains details of all the current waste generated by ADGAS
on Das Island. It is designed to provide sufficient guidance to Departments
on how to proceed with the environmentally safe disposal of waste.
Through out the manual it is stressed that disposal of waste is the final
option and departments should always consider in the following order,

1. Eliminate waste producing,


2. Reduce waste producing,
3. Recover and recycle the waste.

The Central Environmental Protection Facilities Project (BeAAT) has been


implemented at Ruwais to properly manage hazardous wastes generated by
the Abu Dhabi National Oil Company (ADNOC), its Group of Companies
and Independent Oil and Gas Operators. BeAAT will provide facilities to
receive, handle, treat and dispose of the generated hazardous waste.
Takreer BeAAT Section of Ruwais Refinery Division (RRD) is the operation
company for BeAAT project. However, for simplicity thereafter in this
manual the operation company is referred to as “BeAAT’
When in doubt about the disposal method or hazards, professional advice
must be sought from HSED.

1.2 References

This manual must be read and used in conjunction with ADNOC Code of
Practices no. ADNOC-COPV2-05 available at ADGAS intranet and Waste
Transfer Protocol” by BeAAT (Central Environmental Projection Facilities.
12-10-2005 for additional reference.

1.3 Waste Inventory

HSED keeps records on the amount of waste produced, also analysis of


some specific wastes are available.

1.4 Review of this Manual

New BeAAT Waste Transfer Protocol represents a major change in terms of


procedures, forms and custodian of the waste. Additional specific
procedures and a revised list of ADGAS wastes are expected to be ready
after some experience in the new protocol is gained in approximately 2
years time. However if the situation demands in terms of change of local
laws and new technologies, then it will be incorporated to suit waste
disposal methods.
It is important to check that the most up to date version is being used, and
also the latest ADNOC guide periodically.

2. PROCEDURES

2.1 Identification Codes

Previously, each type of waste was given a unique code as per ADNOC
DICM guideline which identifies its source and name. All ADGAS wastes
had BDW (P, M or D) xxx

Where B = ADGAS
D = Das
W = Waste
The P, M or D code letters define the producers
P = Process
M = Maintenance
D = Domestic or offices
Xxx = A Three Digit Number

Each waste must have a unique code which identifies its source and name.
All ADGAS wastes have BDW (P, M or D) xxx.

BeAAT Waste Transfer Protocol specifies a new set of ID codes. These are
indicated in the document “Front End Engineering Design (FEED) and
Project Management Consultancy (PMC) Services. Project No. 3430. Waste
Transfer Protocol” by BeAAT (Central Environmental Projection Facilities.
12-10-2005 (page 7 of 20), and shown in Table 1.

To easy the transition between old procedures and new protocol the list of
ADGAS waste in this manual (see Appendix 1) has kept the original ADGAS
identification codes and at the same time the new BeAAT ID Number. All
documentation concerning waste should use the BeAAT ID Number.

2.2 Classification

Each waste has been given a classification:-

Non Hazardous Solid.


Non Hazardous Liquid.
Hazardous Solid.
Hazardous Liquid.
Or a combination in certain cases.

For defining hazardous waste characteristic the lector is referred to the


Code of Practice on Waste Management ADNOC-COPV2-05 CoP and
ADNOC Group Health Safety and Environment Committee Manual on
Discharge Inventory Compilation Methods Pages 58 to 68 (see Appendix x)

It should be noted that the above classification refers particularly to the


effect on the environment. For any specific clarification, HSED should be
called on.

2.3 Waste Generator

Department having procurement authority of the respective raw materials,


packaging material, ancillary equipment and substances required for the
operation is the designated waste generator for those materials after their
useful life is exhausted and having no economic value.

2.4. Disposal

2.4.1 Non Hazardous Wastes

Schematic procedures for disposal of Non hazardous wastes are indicated


in Appendix 2.

It is an ADGAS requirement that all its contractors transfer their non


hazardous wastes to main land and dispose as per applicable UAE
regulation.

o Non Hazardous Wastes generated during normal operation

These are normally co-ordinated by ADGAS Material Operations


department. Civil Department ensures proper packaging, labelling and
transit storage. The storage location for the bulk waste shall be identified
by the waste generator in consultation with HSED.

The movement of the bulk wastes from the generation point or temporary
storage point to transit location shall be initiated through ADGAS General
Services department (Civil) who will review documents, packaging and
labelling etc. The final dispatch from Das Island shall be the responsibility
of ADGAS Material Operations having completed necessary
documentation. ADGAS Material Operations may engage Services of
waste handling companies at Das Island or Abu Dhabi to dispose the non
hazardous wastes as per applicable UAE regulation

o Non Hazardous Wastes generated by Over Haul activities

The movement of the bulk wastes from the generation point or temporary
storage point to main land is responsibility of Over Haul contractors.

Over Haul may engage Services of waste handling companies at Das Island
or Abu Dhabi to dispose the non hazardous wastes as per applicable UAE
regulation

o Non Hazardous Wastes generated by Project/Engineering

The movement of the bulk wastes from the generation point or temporary
storage point to main land is responsibility of project contractors.
Project Management/Contractor may engage Services of waste handling
companies at Das Island or Abu Dhabi to dispose the non hazardous
wastes as per applicable UAE regulation

o Non Hazardous Wastes generated by GTSD-Contractors

The non hazardous wastes generated by GTSD contractors during one time
job/term contract will be subject to the same procedure as those generated
by Project/Engineering jobs

2.4.2 Hazardous Wastes

Schematic procedures for disposal of hazardous wastes are indicated in


Appendix 2.

Recyclable hazardous wastes are primarily the lubricating oil, printer


cartridge, chemical samples etc. The waste generator shall collect liquid
hazardous waste in steel drum with bungs only .DO NOT USE
DEFORMED OR LEAKING DRUM. Ensure no leakage occurs. Printer
cartridges shall be collected in double polythene bags. Label the
description of the waste on the receptacles.

Disposal of the waste shall be initiated through waste disposal form and
sent to HSED for approval and documentation. After receiving the
feedback from HSED, the generator will arrange for its disposal as per the
procedure outlined in the manual.

Non recyclables hazardous wastes are those other than the above.
Appendix 1 shows a list of ADGAS hazardous wastes. These will generally
require be properly segregating, labelling, packing and transporting to
BeAAT facilities at Ruwais as per BeAAT Waste Transfer Protocol.

For proper planning and operation of its plant BeAAT requires data and
information on the waste types and quantities ADGAS will deliver in the
following year (“Long term notification”) and a monthly plan (“Short term
notification).

For detailed information on these notifications and on waste transfer


protocol the lector is referred to “Front End Engineering Design (FEED)
and Project Management Consultancy (PMC) Services. Project No. 3430.
Waste Transfer Protocol” by BeAAT (Central Environmental Projection
Facilities. 12-10-2005.

The waste generators are requested to submit the necessary information


for each type of waste in the following forms for long term notification:
o Waste types and expected quantities. As per Annex 3-1
o Source of waste. As per Annex 3-2
o Expected delivery times of waste. As per Annex 3-4
o Analysis of the waste (typical). As per Annex 3-6

Annex 3-1 to 3-6 can be found in “Front End Engineering Design (FEED)
and Project Management Consultancy (PMC) Services. Project No. 3430.
Waste Transfer Protocol” by BeAAT (Central Environmental Projection
Facilities. 12-10-2005. ADGAS versions for Annex 3-1 to 3-6 are shown in
Appendix 3.

All the above four forms have to be submitted by ADGAS for each type of
waste at least six months before the start of the new operational year.

Four weeks before the scheduled delivery time, ADGAS gives short term
notification to BeAAT of the waste delivery. The following forms have to be
provided by ADGAS:

o Waste batch delivery request. As per Annex 3-5


o Analysis of waste batch. As per Annex 3-6
o Waste types and expected quantities. As per Annex 3-1

For short term notification the typical analysis (Annex 3-6) according to the
long term notification is accepted, if deviations of contaminants are not
expected to be higher than 10% in the waste batch.

Schematic procedures for disposal of Hazardous wastes are indicated in


Appendix 2.

Material Operations shall be responsible for the upkeep of the Hazardous


Waste Marshalling Yard (502 areas)

o Hazardous Wastes generated during normal operation

ADGAS Waste Generator:

Waste Generator provides Annex 3.1 and Annex 3.4 for long term
notification to HSED seven months before the start of the new operational
year and coordinates with HSED and Material Stores for sending the “Long
Term Notification to BeAAT”. Also Waste Generator provides Annex 3.1 and
3-5, 5 weeks before the scheduled delivery, to HSED and retains its copy.

HSED reviews the Waste Disposal Form (Annex 3-5), if necessary visits site
and feedback comment to waste generator and Material Stores. If required
waste generator collects waste samples for analysis, labelling by identifying
the source and send the samples to HSED.

Waste Generator shall be responsible for segregation, collection,


packaging and labelling All wastes that are to be sent to Ruwais must be
properly packaged preferably in the original containers and clearly marked
with the name(s) of the material and hazards to enable safe disposal.
Acceptable containers, as per BeAAT requirements are described in Annex
4-3 and attached in this manual in Appendix 4

HSED may impose additional requirement time to time on account of the


nature of waste, UAE Federal Regulation and BeAAT acceptance criteria.
Waste generator advices Civil Department to remove the waste by sending
copy of the Waste Disposal Form (Annex 3-5).

ADGAS General Services (Civil):

Shall ensure the documentation is complete (Correctly filled waste disposal


form) from the waste generator. ADGAS General Services (Civil) ensures
packing and labelling as per BeAAT requirements and arrange to move the
waste to the designated location as outlined in the form and advise
Material Operations (Stores) representative.

ADGAS Material Operation (Stores):

Material Stores shall be responsible for preparing/sending the Long Term


Notification (six months before the start of the new operational year) and
Short Term Notification to BeAAT (4 weeks before the scheduled
delivery)

Stores shall ensure the documentation for short term notification is


complete (correctly filled waste disposal forms). Plan logistics based on the
quantity of scheduled delivery waste and remove them from the ADGAS
hazardous waste marshalling yard (502 area) to BeAAT.

All liaisons with BeAAT should be through ADGAS Material Operations


(Stores) Senior Stores Supervisor or when technical matters need to be
resolved through HSE Dept.

No waste receptacle shall be removed if it is found badly damaged or


leaking. In such case, arrangement should be made with generator to
replace it in good container as per BeAAT requirements.

The Material Operations department will send copy of the Short Term
Notification to HSED

Material Stores ensures transportation is done as per BeAAT requirements


and ensures Acceptance Document (Annex 4-1 of Waste Transfer Protocol)
by BeAAT is returned to Material Stores on Das Island.

o Hazardous Wastes generated during Annual Over Haul

Over Haul Department:

Over Haul provides Annex 3.1 and Annex 3.4 for long term
notification to HSED seven months before the start of the new
operational year and coordinates with HSED and Material Stores for
sending the “Long Term Notification to BeAAT”. Also over Haul provides
Annex 3.1 and 3-5, 5 weeks before the scheduled delivery, to HSED

Contractors:

Same procedure applies for waste management generated by project


Engineering and waste generated by one time job completed by GTSE
Contractor.

Project Engineering & GTSD Contractors

Project Management (Job officer for GTSD) provides Annex 3.1 and Annex
3.4 for long term notification to HSED seven months before the start of the
new operational year and coordinates with HSED and Material Stores for
sending the “Long Term Notification to BeAAT”. Also Project Management
provides Annex 3.1 and 3-5, 5 weeks before the scheduled delivery, to
HSED and retains its copy. HSED reviews the Waste Disposal Form (Annex
3-5), if necessary visits site and feedback comment to waste generator and
Material Stores. If required waste generator collects waste samples for
analysis, labelling by identifying the source and send the samples to
HSED.

Project Management (Job officer for GTSD) shall be responsible for

2.5 Records

2.5.1 Waste Disposal Proforma

The waste disposal forms previously mentioned must be completed by the


waste generator (owner) of the waste and approved by HSED. A flow
diagram of the communication between ADGAS and BeAAT is shown in
Fig.1
ADGAS Material Operation (Stores):
Material Stores shall be responsible for keeping the records corresponding
to Short Term Notification and Delivery

ADGAS HSED:
HSED shall be responsible for keeping the records corresponding to Long
Term Notification

2.5.2 Waste Register

When the material is dispatched by ADGAS stores, this Department will


inform HSED and the details of the material will be entered by HSED in
the Waste Disposal Register. For Hazardous wastes generated by Project
Engineering & GTSD Contractors, PM (Job officer for GTSD) these
department will inform HSED accordingly. The register will contain details
of the waste, its number, amount, destination, dates and any other
relevant information.

The recovery of sulphur from the acid gas feed occurs in a split flow Claus process. Both
catalytic and thermal (non-catalytic) methods are employed to oxidize H2S with air and
sulphur dioxide (SO2). Approximately 50% of the acid gas feed is burned in main
combustion chamber with sub-stoichiometric air to form SO2 and the residual acid gas
feed bypasses main combustion chamber and Waste Heat Boiler and reacts with SO2 to
form sulphur in the downstream Catalytic Reactors. Ceramic balls are the Catalyst
support material. Additionally Two types of catalyst are used CR-35 and CRS-31.
