Introduction
“Bangalore has the potential to become the No. 1 City in India
and an internationally prominent metropolis. To make this possible
, we need to adopt a new urban planning model, upgrade our
infrastructure , improve the social facilities and create a better
environment for good quality of life. In other words, we must re-
invent Bangalore.”
Challenge is to ensure that growth flows into a spatial plan, else it

results in chaos and encroachment and inability for municipal
services to plan their investments in capacity expansion and new
coverage.
Planning has been identified as THE major issue facing our city –
as far back as 1997 as the two quotes from a report by the
Committee on Urban Management of Bangalore city, 1997.
“Planning is by far the most important tool for coping with the
increasing demands made by the growth of city on Housing,
infrastructure and amenities. In the absence of proper planning,
the city experiences infrastructural inadequacies and degeneration
and the authorities are driven to finding ‘ad-hoc’ solutions and
crisis management from time to time in respect of many of cities
requirements, to meet which advance action has not been taken”
“Planning is important for raising public confidence and morale.

Furthermore, planning helps to smoothen the relationship between
the elected representatives and the officials in charge of city.
Residents of the city routinely – and quite rightly 0 blame the
‘absence of planning’ or ‘poor planning’ for everything from
congestion on roads to poor sanitation and water supply.”
