1. Call to Order – Paul Albert, Chair PTC 19.5

2. Potential New Member: Bill Murry, Chris Erwin

• Chris introduced himself on the call.


• Bill Murry was not available for the call, but has been in communication
with members, and plans to attend in the future to introduce himself.
• Fred to supply committee officers’ paperwork submitted regarding both
applicants.

3. Discussion on overall document organization:

• Table of Value for MFC/now PTC 19.5 orifice flow coefficient equation
developed by Kent/Richard will be included as an non-Mandatory Appendix
in PTC 19.5.
• The Extrapolation of flow coefficient obtain via a lab calibration will
become a separate section within PTC 19.5. Once a draft of this section
exists, the committee will decide to make a separate chapter (section) in
PTC 19.5 or an Appendix within PTC 19.5. Jim Nystrom, Phil Stacy and Paul
Albert agreed to work on drafting this section.

o Method of extrapolation – move section 4-13 and edit.

o Also to include in same appendix:


 Details on lab calibration requirements so move some content from
Section 7, define the repeatability, accuracy requirement of Lab,
number of calibration points, etc.
 Discuss reason for difference in slope of calibration versus reference
curve plus method to determine additional uncertainty for
extrapolation – use method in PTC 6 draft?
• Leave definition of a flow measurement device acceptance criteria
to the equipment code but define the methodology for determine
the average difference relative to reference curve and slope
agreement per above.

• For each flow measurement device, PTC 19.5 will define how to determine
to overall measurement uncertainty.

o Section leader to develop or ask for support to develop.

• Should certain sections reference MFC documents and mainly cover the
measurement uncertainty plus requirement to achieve certainty
uncertainty requirements.

o Section leader to review and recommend.

• Message is being sent to all PTC Chairs for verification that no PTC
documents require PTC 19.5 to cover Electromagnetic Flow Meters.
Feedback is being requested by Sept 12th so PTC 19.5 can finalize a decision
to remove Section 11 from the document.
4. Status of PTC 19.5 sections was reviewed:

• Section leads to review and report if draft section is ready for balloting.

• All latest drafts should be posted on the committee file share site.

• Recommended change liquid to fluid throughout whole document.
