Dear Fokker aircraft operator,

This Technical Affairs includes information on the subject of the Fuel Tank Safety
Training Program on all Fokker aircraft types. We like to share this information with you
as it can have significant value for your organization.

Fuel Tank Safety – Customer Training Guide

CONSULTANCY During the Fuel Tank Safety Program on all Fokker aircraft types, Maintenance
SERVICES
Requirements were identified. These Maintenance Requirements are identified as
Fuel Airworthiness Limitation Items and Critical Design Configuration Control
Limitations.
1. Fuel Airworthiness Limitation Items:
As applied to the Fuel Tank system safety policy, this term means fuel system
mandatory maintenance inspections determined necessary to ensure that unsafe
conditions do not arise in the fuel system throughout the operational life of the
aeroplane.
2. Critical Design Configuration Control Limitations (CDCCL):
TRAINING
SERVICES As applied to the Fuel Tank system safety policy, this term refers to a feature of
any aircraft system, which must be retained during modification, change, repair or
scheduled maintenance to ensure that an unsafe condition does not develop in
the fuel system.

These Fuel Airworthiness Limitation Items and CDCCL’s are expected to be introduced
in March 2006 with:
− Service Bulletins for the F27Mk200 through 700 and the F28Mk1000 through 4000,
and

− Temporary Revisions of the MRB for the Fokker F27Mk0050/0502/0604 and
SERVICES F28Mk0070/0100
EASA Airworthiness Directives, which are expected to be issued in April 2006, will
require owners and operators to introduce these ALI and CDCCL items into the
maintenance program of their aircraft within 2 months after the effective date of the
AD’s.

Since these Fuel ALI's and CDCCL’s directly affect maintenance in and around the fuel
tank, in all its facets, awareness of the several departments and personnel of operators
is required to inform them that many procedures and ways of working have been

The Fuel ALI's and CDCCL’s must be strictly adhered to prevent the development of
potentially unsafe conditions in the fuel system during inspection, modification, repair or
scheduled maintenance.
Non-adherence to the Fuel ALI's and CDCCL's may require additional corrective actions
and/or unplanned maintenance actions to correct the potentially unsafe conditions.
Note: As result of the Fuel Tank Safety Program additional items have already been or
will be introduced like:

CONSULTANCY − AFM, AOM and MMEL changes.


SERVICES − Modifications to the fuel system
− Additional maintenance tasks / inspections as result of MSG-3 processed “not
directly unsafe items”.

SERVICES The European Aviation Safety Agency (EASA) issued Notice of Proposed Amendment
(NPA) No. 22/2005 on 28 November 2005 to introduce the concept of Fuel ALI's and
CDCCL's in the Acceptable Means of Compliance (AMC) material for a number of Part
M, Part 145 and Part 66 paragraphs.
The intention of the (at this moment still proposed) changes to these paragraphs is to
increase the awareness of the aviation community and to clarify the actions to be taken
by the operators, maintenance organizations, maintenance personnel and training
organizations.
The NPA is available on the EASA website: www.EASA.eu.int.

DOCUMENTATION Fokker Services offers operators and owners of Fokker aircraft a “Customer Training
SERVICES Guide” that describes in detail the changes introduced by the Fuel Tank Safety Program.

This “Fuel Tank Safety - Customer Training Guide” enables operators and owners of
Fokker aircraft to train their personnel in how to handle, implement, control and/or record
these ALI’s and CDCCL’s, in the most effective way into their fleet and/or organization.

Shops Which components are affected (if applicable) and why, what are the
critical parts, how do they need to be handled, and what protective
measures need to be taken concerning the CDCCL’s components.

ordered with Fokker Services.

Prerequisite: Upon receipt and acceptance of a minimum of 10 firm PO’s Fokker

Training Guide”.
