5 STEPS ON HOW TO MAINTAIN CLASSROOM DISCIPLINE

Educators learn good classroom discipline strategies trough academic preparation
and on the job. Great teachers adapt basic techniques to find best practice that work in
their classrooms. These can change depending on the types of students, classes, and
experiences. Finding the best discipline methods can take time. But great teachers always
look for a new and innovative ways to connect with their students to ensure a fun and safe
learning environment.
1. Decide with rules are most important. Think about which rules keep your class a safe
and fun learning environment. Design rules to reflect this goal. These rules will be different
depending on the ages of the students and the type of class you are teaching. Some sample
rules might include:
* Treat others with respect.
* Take care of yourself.
* Take care of classroom property.
* Raise your hand to speak or to get someone’s attention.
2. Choose no more than 5 rules for your classroom. This will make it easier for students
to remember them. These rules will guide behavior in a variety of circumstances so that
you do not need to spell out rules for every scenario.
3. Make sure students know the rules. Take time on the first day of class to cover your
classroom’s rules. Explain what each rule means. Give example of how rules are followed
or not followed.
4. Outline consequences. Tell students about consequences for breaking the rules.
These might occur in stages, such as a warning, then staying after class, then detention,
then visiting the principal, and so on.
You might include a time-out or break for younger students. Younger students who are
disruptive may need to be removed from a situation for a few minutes to recover their
attention. Then they can re-join the class
5. Post the rules. Make a rule poster and hanging it in the classroom. Phrase the rules
in positive ways. For example, instead of saying, “Don’t push other people,” you can write,
“Treat others with respect.”

The In-service training of Department of Education has been considered one of the
effective vehicles towards effective, efficient, and career-changing opportunities for both
teachers and school managers in the school and community. Indeed, seminars and
other educational endeavors especially those held before opening of classes such as
the Educators’ Congress make the participants ready for their noble work of shaping
the young minds and hearts, their characters as well as their total human development.
In DepEdBukidnon, the every school in each cluster has the outright discretion in
choosing in service training for as long as it is in line with the DepEd thrusts and program,
as well as for the enhancement and development of teachers’ general. In most cases,
the teachers or school principals who had have attended the seminar-workshop in the
Division Training Centre , who are at the same time the recipients of fresh knowledge
and current information can be tapped as the resource speakers for the semesters’ break
in-service training. It is expected that every school has to conduct in-service training
twice a year to update, enhance and to reinforce interventions to any instruction-related
problems in the school. Recently, most schools in the DepEd-Bukidnon have conducted
the NAT Augmentation Plan primarily offered for Grade VI teachers to analyze, validate
and assess the different strengths and weakness of teachers and pupils themselves.
INSETS are useful instruments in retooling the mentors and school managers. They
serve as avenues for teachers and administrators to continuously grow professionally
and improve themselves in the service for better teaching and learning process.( Romeo
J. Yarcia: 2007 ).
We look forward to have more in-service trainings in order to update the teachers on
the current trends of educational changes and innovations.

preparation. Like any learners, a teacher must grow. He must be well-
informed with the significant changes taking place in his field, brought
about by the rapid technological advancement. If a teacher is to be more
effective in discharging his duties, then school administrators, especially
the supervisors and principal, have to expand the needs for training to
upgrade teacher’s competencies on the current trends, theories, and
approaches in teaching.
In-service training is indispensable for teacher’s professional growth.
This serves in improving their personality, enhancing their instructional
skills, developing their classroom management competencies, and
strengthening tier knowledge on the subject which they are teaching.

school is to be involved with their education. This starts teacher. Basically, good
communication involves meeting with the teacher, being positive and courteous
partner in your child’s learning.
1. Meet the teacher. Go to your child’s school open house or meet the
teacher any day. Even though time may be short, a few simple steps can
show your interest and support;
2. Go to the parent-teacher conferences. Often schools schedule these
sometime during the year;
3. Find the right time to talk to the teacher. If you are at the school, you
may run in to teacher and be tempted to ask about how your child is doing.
4. Write short notes and follow up.
5. Follow e-mail etiquette. E-mail is often a convenient and helpful way to
communicate with your child’s teacher.
6. Be positive and courteous. Many teachers are overworked and
underappreciated.
7. Accept differences. Sometimes you may really “click” with a teacher and
other times it may seem a struggle to keep the lines of communication open.
8. Be a partner with the teacher to support your child’s learning. Thirty
years of research show that children do better in school when their parents
are involved.
9. Ask what you can do to help, if there is something you can do to help
your child’s teacher, offer to volunteer.
10. Keep the lines of communication open all years.

form Beneficiaries Farmer’s Co-
operative (MARBFC) has now
an assured market for its quality
corn produce through Pilmico
Foods, Corp. under its Inclusive
Sourcing Project.
This, after the parties have
officially sealed its partnership
by signing a Memorandum of
Agreement (MOA) on 7 March
2018, held in the city.
Under the agreement, Pilmico
will be directly sourcing corn
from the cooperative, which will
serve a portion of its corn re-
quirements.
Such undertaking is the cor-
poration’s advocacy in advanc-
ing businesses and communities
and in support to DA’s Corn Pro-
gram of improving farmers’ in-
comes and quality of their lives.
“We aim to fulfill our promise
to our stakeholders by providing
solutions and building partner-
ships for growth. Pursuant to this
goal, we have selected and we
are happy that we will be part-
nering with MARBFC for the
launching of this pilot project,”
Wawi Tago, project manager of
Pilmico said.
Despite experiencing setbacks
in commanding better prices
for their produce by other corn
buyers, Benjamin J. Magtajas,
Jr., chairman of the board of di-
rectors of MARBFC, expressed
his gratitude as they see brighter
prospects with the solicited help
from the government and private
sector alike.
“Through this program, I hope
that it will reach the secretary,
that it is our first time, that we,
the farmers, can attest that it is
possible for us to directly link
with big companies for our mar-
ket,” the chairman said.
He added that through the as-
sistance they have received from
DA in close coordination with the
Local Government Unit (LGU)
of Manolo Fortich through the
Municipal Agriculture’s Of-
fice (MAO), they are now em-
powered and ready to take on
the challenge of supplying their
product to Pilmico, especially so
that they have stringent require-
ments for their corn.
Working hand-in-hand with
LGU-Manolo Fortich, DA has
primarily provided assistance to
MARBFC through the provision
of post-harvest and drying facili-
ties such as units of sheller, corn
cob dryer, solar dryer, mechani-
cal dryer, warehouse, village type
dryer, mobile harvester and silo.

It confirms our suspicion that Digong
Dada’s war on drugs is really just a kill-
ing spree of those who are in the lowest
rung of the drug syndicate ladder while
those on top enjoy the “assumption of
innocence until proven otherwise.”
Currently pegged at the tens of thou-
sands, if that’s not a killing spree I don’t
know what is. Let’s use this administra-
tion’s list of killings lest I’ll be branded
as a purveyor of “fake news.”
In the Presidential Communications
Operations Office’s accomplishment
report, under the section “fight against
drugs,” some 3,967 people were killed in
anti-drugs operations and 16,355 homi-
cide cases under investigation from July
2016 to Sept. 30 last year. That’s 20,322
persons killed.

To date, I would say that Engr. Beja
is one of the best executives we have
in the city. It would be a great loss for
COWD to replace her.
So why the dismissal from post? The
board of directors invoked “loss of trust
and confidence.” But in a position that
is protected by CSC tenureship, I think
such card can only be used if and when
there was a big failure to deliver a main
mandate or following a great dive of the
company’s performance, neither in the
case at hand.
Access to water is a necessity now.
As such, the distribution of clean water
is that crucial, and our government is du-
ty-bound to provide us that at its utmost
quality. Any movement that may threat-
en that or may jeopardize our water
distribution should be seriously looked
into by the people and in this case, by
the Cagay-anons.
Is there more to this than meets the
eye? Councilor Teodulfo Lao’s conten-
tion that the board of directors seemed to
be clueless on the gravity and intricacies
of the mandate of water distribution may
just be a big reason for such decision.
And this was corroborated by the reply
of one of the directors who admitted that

like him, I was appalled by the silence
of the reading public. This gave rise to
the question, “Is it now the order of the
day?” Alas, corruption has indeed been
institutionalized in this country.
I cited to you the corruption taking
place, including my personal experience
with Moreno while he was governor of
Misamis Oriental. I also cited to you the
budget of the city government that if 30
to 40 percent of the city government’s
budget really goes to the wrong pockets,
we would be talking of a bit more than
a billion pesos. And what would have
these huge amounts of money done for
our city? It’s not hard to imagine what
this money could do for our city and the
community. The list would be too long,
so, let me spare that.
When I told you of the immorality
issues hounding Moreno, you seemed to
be indifferent. Is it because it’s personal?

Federalism for
the politically
immature?
TO this day, 31 years since we shrugged
off the scourge of dictatorship in 1986,
we have yet to institutionalize the spirit
and practice of democracy.
Not only that, we do Street Talk
not even question or
defy the take-over of
our communities by
petty oligarchs and
dynasties.
Can one deny that
it is oligarchs and
political dynasties
that are in control of the

grassroots, its primal foundation, are in
the grip of the feudal system!
To adopt the federal system under
these conditions will only transform the
regions into fiefdoms ruled by oppor-
tunistic dynasties and traditional politi-
cians. Trapos! It will transmogrify the
present (and decidedly corrupt) unitary
system into something worse, one where
oligarchs govern and fatten themselves
on the resources of hundreds of commu-
nities.
Under the guise of a so-called federal
system, today’s trapos and their dynas-
ties will continue to be the entrenched
overlords of tomorrow, enjoying nev-
er-ending reigns.
How can any democracy or decent
citizen tolerate such a situation?
Had the spirit and practice of auton-
omy been fostered since the Local Gov-
ernment Code of 1991 first became law,
perhaps we would all have developed
proficiency in self-governance by now.
We’re talking here of 27 years that
would have afforded Filipinos the nec-
essary experience and practice needed
for managing a federal system. That’s
two decades and a half, or more than a
generation, in the life of our nation! A
period lost in the task of institutionaliz-
ing autonomous governing. And so we
lost an essential ingredient for adopting
a federal system.
The hands-on experience in self-gov-
ernment would have eased the way for
advocates of the federal system to have
their proposal readily adopted.
Consider: In what barangays are the
advocates of federalism to be found to-
day? Are they actively involved in their
barangay’s governance? Can they truly
claim that they, along with their neigh-
bors, are in control of their community?
Are they able (at least) to influence the
content or substance of its governance
without wresting power for themselves?
Chances are, they are not at all involved
in governing their community autono-
mously.
During the two decades that have
elapsed, all that was needed was for
people—the masses as well as elites—to
know and perform their role in their
community’s (barangay) governing pro-
cess, a task that could have been readily
promoted by governments on all levels.
The people’s participation in local
public administration would have given
them the knowledge and confidence
necessary to provide the dynamism
of People Power that a federal system
demands from below.
Fostering a sense of community and
responsibility in citizens is important.
People need to be engaged—actively
and creatively—in the governing pro-
cesses if autonomy is to be operational.
But the leaders, from the barangay to
Malacanang, have only dangled people

irre submitted a 55-page
petition, 21 pages of which
consists of the actual list of
names. The petition seeks
to have the Communist
Party of the Philippines
and the New People’s Army
declared as “terrorist and
outlawed organizations,
associations and/or group of
persons” under the Human
Security Act of 2007.
Like their drug list be-
fore, this administration has
also listed people who have
long departed this realm
(read: dead). In a Bulatlat.
com report, at least eight
persons in the list have long
been dead while two others
have been missing for years.
It even listed Victoria
Tauli-Corpuz, the United
Nations’ special rapporteur
on the rights of indigenous
peoples in the list of sup-
posed Maoist groups. This
administration sure has a
weird way of cozying up to
the International Criminal
Court, huh?
Why should this list
be relevant to us, here, in
Mindanao? Well, it should
be because of the 657 peo-
ple listed, some 364 are
from Mindanao. Here’s the
scary part, of the 364 people
listed, some 162 names are
aliases. Let that sink in for
awhile.
Anybody and I mean
anybody who unfortunate-
ly falls from grace with
Digong Dada could just as
easily be branded as one of
those 162 aliases in the list.

killing spree under the pre-
text of a drug war, it has
now created another kill

least a sound reason why

“trust and confidence” card.

Some councilors like
Teodulfo Lao Jr. and Enrico
Salcedo have called for the
resignation of the COWD di-
rectors over their decision to
remove Engr. Beja as general
manager for “loss and trust
and confidence.”
The two councilors, along
with Councilor Reuben Daba,
have filed a complaint against
the COWD for its 2017 joint
venture agreement with Met-
ro Pacific Water Investments
Corp. to form a new firm that
would supply treated water
to the utility. The councilors
said the reason for Beja’s
dismissal was because she
consulted that Office of the
General Corporate Counsel
(OGCC) about the then pro-
posed agreement.
Montalvan said, “The
BOD is the policy making
body of the company and it
has the power to appoint and/
or remove the general man-
ager and the management
team in accordance with
procedures established by the
Civil Service Commission.”
He also maintained that
the COWD followed pro-
cedures on joint venture
agreements as prescribed
by the National Economic
Development Authority, and
that negotiations between
the water district and Metro
Pacific were handled by a
joint venture selection com-
mittee composed of members
from the COWD manage-
ment team in the presence
of representatives from the
OGCC and from the Local
Water Utilities Administra-
tion (Lwua).
Montalvan said the joint
venture agreement was sub-
jected to a Swiss Challenge
and any interested party was
free to challenge the offer of
Metro Pacific.
“There were a few com-
panies that expressed their
interest but in the end, no-
body challenged the offer.
The OGCC then made a
final review of the contract
and, in the end, the contract
was checked by both sides
and signed in the presence
of Lwua officials and OGCC
personnel,” he said.
He said councilors
have no authority to call
for the cancellation of the
COWD-Metro Pacific con-
tract “nor (do) they have any
authority to investigate the
matter.”
The counclors, he said,
questioned the details of the
contract and demanded that
it be cancelled. “After that,
they then asked for a copy
of the contract. In short, they
were objecting to something
they have not even read,”
Montalvan said.
He said the Metro Pacific
offer came at a time when
the COWD was looking
for alternative suppliers of
treated water becauseof the
then impending termination
of the contract between the
utility and Rio Verde Water
Consortium Inc..
Rio Verde had been
COWD’s lone bulk water
supplier since the mid 2000s.
Montalvan said, “The con-
tract was awarded to Rio Verde
but this was questioned and
disapproved by the Commis-
sion on Audit because it was
fraught with anomalies and
the proper procedures were
not followed. COA then asked
COWD to have the contract
nullified and voided by courts.
This went on for years.”
He said Rio Verde claimed
it started to lose because it
could not raise its rates, and
neither could COWD get
water from other sources
while the nullification case
was ongoing, resulting in a
compromise agreement and
the termination of their de-

subsequently ruled in her favor.
Velasco, a licensed broker for 20 years and owner the

ruling dated Dec. 7, 2017 through clerk of court Tetesita

In the case, Tan accused Velasco of issuing 28
post-dated checks that lacked funds relative to their
involvement in brokering the sale of a 25-hectare
property in Sitio Camacawan in Upper Barangay Gusa
to the National Housing Authority (NHA) purportedly as
resettlement site for Tropical Storm Sendong victims
in 2011.
Velasco said the agreement was for her to give Tan
P432,000 a month as payment, including a five-percent
interest, for his investment. She said she issued 12
checks to Tan amounting to P12 million.
She said Tan became angry when she failed to pay
him for three months.
Velasco said there were “minor problems” with the
land owner and informal settlers in the area, and she had
to spend all her earnings to ensure a clean title.
She said that because of this, she appealed to Tan to
be patient because she was willing pay the full amount
as soon as NHA released second payment to the land
owner.
But Velasco said Tan opted to go to court with a
lawsuit against her.
Subsequently, Velasco faced a warrant of arrest order
but she was able to post a bail amounting to P40,000 in
April 14, 2016.
Now, Velasco said she was contemplating on filing
counter-charges against Tan and even another judge
who ordered her arrested despite her pending motion.
She said she would discuss this with her lawyer.
She said her reputation was tarnished and she was
shamed in public but “now, my reputation has been
redeemed.”
“For many months, my life was in turmoil. Now, my
reputation has been redeemed,” Velasco said. “What
hurt me most was the estafa case.”

much easier to teach students their synonyms and antonyms. Give examples of these
words so that the students will have increased vocabulary.

considered facilitators and mentors of their students while in school. They should have a
sense of superiority and dominance while handling their class with fair treatment among
pupils. An effective leader must have desirable personal relations and self-control on how
to deal with people. One must instill the value of discipline while not taking for granted
the academic freedom that each student must enjoy. In an everyday classroom situation,
teacher’s passion in teaching and love for noble profession should be evident in daily
classroom activities and routines. Surely, academic success and manageable behavior
of one’s class will be seen as a result of the teacher’s positive personality, attitude, and
exemplary performance.
Instead of inflicting punishments on pupils when they misbehave, why not ?
Constantly remind them of the positive attitude they are expected to possess while

It is true that not all of us can be artistic. Certain teachers are gifted with
artistic talents, but it is misconception to think that we cannot be creative. All of us
are endowed with creative potential although we are not aware of this. Teachers
need a lot of creativeness to be able to teach well with limited resources.
1. Oftentimes teachers mistake “being creative” for “being artistic”. And
because they perceive themselves to be ill-equipped with talent and ability to
use a particular medium, they conclude that creativity is not their “cup of tea”
and therefore shun any effort towards this direction.
2. When you are preparing visual aids and you find out that you do not have
a ruler or compass, instead of deferring your work you look for alternatives
such as a pencils or books to draw different sizes of circles. In this way you
become creative.
3. Creativity therefore, refers to the ability to call out images and ideas from
the head and come up with alternatives to help remedy deficiencies and work
around limitations. It also involves rearranging and combining those images
and ideas to arrive at new ways other than the conventional ways of doing
things. As it is defined, creativity is an ability to live. Some teachers take
things as they are; creative teachers live with “what is” but also explore “what
could be.”
4. In teaching, some of the teachers may teach the same subject for several
years yet always manage to remain interesting and interested.
A classroom teacher has one or more exciting challenges to unfold
the knowledge and messages of the Basic Education Curriculum through
willingness to experiment and make use of a variety of resources in order that

stakeholders coming together utilizing local resources with maximum participation to improve public
schools. At the heart of all these BrigadaEskwela activities lie the Bayanihan Spirit, Unity, and Human
Power, the most important resources in sustaining the week-long school activities.
The implementation of the BrigadaEskwela program carries with it some essential thrust that
have to be simultaneously attended to by school officials with critical focus and seriousness from
planning, implementation, up to monitoring and evaluation to encourage parents and stakeholders
to respond to the need of the school and let them be a part of a nationwide campaign of transforming
the school into a home for children. These thrust revolved around the week- long activities by
providing all necessary empowering mechanism such as trust, respect, hard work, determination,
and strong leadership to ensure the successful implementation of the program, and to bring teachers
and community members to work together to provide a school atmosphere conductive to learning.
Brigade Eskwela has become one of the initiatives in enjoining local volunteers to respond to
the needs of public schools and to be part of a nationwide effort towards improving the school. As
the Department of Education endeavors to improve quality education, BrigadaEskwela has proven
to be of great help in generating public support with the principles of pupils first, parents first, and
school first initiative, reminding us that we are all players and actors for school development.
Educators learn good classroom discipline strategies trough academic preparation
and on the job. Great teachers adapt basic techniques to find best practice that work in
their classrooms. These can change depending on the types of students, classes, and
experiences. Finding the best discipline methods can take time. But great teachers always
look for a new and innovative ways to connect with their students to ensure a fun and safe
learning environment.
1. Decide with rules are most important. Think about which rules keep your class a
safe and fun learning environment. Designs rules to reflect this goal. These rules will be
different depending on the ages of the students and the type of class you are teaching.
Some sample rules might include:
• Treat others with respect.
• Take care of yourself.
• Take care of classroom property.
• Raise your hand to speak or to get someone’s attention.
2. Choose no more than 5 rules for your classroom. This will make it easier for
students to remember them. These rules will guide behaviour in a variety of circumstances
so that you do not need to spell out rules for every scenario.
3. Make sure students know the rules. Take time on the first day of class to cover
your classroom’s rules. Explain what each rule means. Give example of how rules are
followed or not followed.
4. Outline consequences. Tell students about consequences for breaking the rules.
These might occur in stages, such as a warning, then staying after class, then detention,
then visiting the principal, and so on.
You might include a time-out or break for younger students. Younger students who
are disruptive may need to be removed from a situation for a few minutes to recover their
attention. Then they can re-join the class

I JOIN the rest of the
Bangsamoro people in re-
membering the martyrs of
Jabidah.
Fifty years ago, our
brothers from Sulu and Ta-
wi-tawi were lured from their
homes with the promise of a
decent living and the honor
that comes with serving the
country. Instead they were
subjected to abuse, driven
to mutiny, and ultimately
gunned down, defenseless.
Decades hence, the
Jabidah Massacre has re-
mained a wound in the
Bangsamoro psyché—cau-
terized, perhaps, but ev-
er-present. While it remains
a footnote, mere foam ebb-
ing against the forgetfulness
of Filipino history, it stands
jagged within the Bang-
sa-moro narrative. The sto-
ry of Jabidah and what it
represents—the deception,
the suffering, and the very
indignity of having to fight
for acknowledgment of this
deception and suffering—
strains against our efforts to
look towards a fairer, more
equitably progressive future
for our people.
Indeed, this Bangsa-mo-
ro vision has remained elu-
sive. We have been offered

few windows to achieve it.
There have been times when
our fellow Filipinos were less
than generous in their faith in
our ability to determine our
own fate.
And yet, today, fifty years
after the blood of the Jabidah
martyrs were spilt, we are
afforded a pathway that has
perhaps been too long in
coming. The Bangsamoro
Basic Law is now being de-
bated upon in earnest in the
halls of Congress.
Soon enough, Insha
Allah, the story of our
Jabidah brothers will be
part of a richer tapestry:
One where tragedy breeds
hope; where grief bleeds
into determination, and
ultimately, triumph: The
achievement of the Bang-
samoro dream, where we
look up to a flag that not
only recognizes injustice,
but strives towards justice
in all its forms.

COTABATO City — Fif-
ty years after the Jabidah
Massacre, the struggle for
self-determination under
organized Moro Fronts
endures. Is there a way to
single out one particular
item for its impact on policy
today?
Congress made a seri-
ous congressional inquiry
into the Jabidah Massacre,
making that singular event
a high politics issue. Why
is there no end in sight to
the nature of the solution to
the five decades of troubles
it triggered?
There are several fac-
tors at work now, two gen-
erations after that event. A
single-issue interpretation
earned cumulatively at the
negotiating table is Bang-
samoro identity but their
political status remains un-
defined for constitutional
accommodation. Layers of
issues beyond the reach of
short-term strategy weigh
in within the context of
historical injustice, pass-
ing a Bangsamoro Basic
Law, shifting to federalism,
preventing and addressing
violent extremism.
Indeed, rebuilding
Marawi in the 2020s is
seen as a repetition of the
Jolo reconstruction in the
1970s. According to this
internal-conflict interpre-
tation, Jabidah Massacre
and Mamasapano Massa-
cre underpin the totality
of relations which Muslim
Mindanao has with the rest
of the Philippines on one
hand, and at the heart of
the question is the relations
between the Bangsamoro
and the Republic on the
other hand.
Each of the Moro Na-
tional Liberation Front
(MNLF) and the Moro
Islamic Liberation Front
(MILF) armed struggle
has been researched and
analyzed. Why have as-
sumptions of strategic
studies not shown the way
forward? The important
questions are asked about
harsh reality of Moro front
leadership shortcomings
that impact on the nature
of community divide in
Mindanao. One clue to the
reason for rejection of BBL
is that exclusive leadership
is a non-starter on the prob-
lem of violence and how
best to meet it.
My experience for sev-
enteen years from 2000 to
2017 at the negotiation table
suggests that internal-con-
flict interpretation begins to
outlive its usefulness at the
implementing stage of law-
of-peace agreement aspects.
No matter what broader
framework reached there
would be still be tensions
once the external actors are
left out in the final settle-
ment. A narrative of compa-
rable events elsewhere does
not answer which external
actor is responsible for trou-
bles in Mindanao?
A form of power-shar-
ing document with a Bang-
samoro dimension that is
structured on asymmet-
ric relations pointing to a
way for union yet raising
constitutional questions
has been articulated in the
Memorandum of Agree-
ment on Ancestral Domain
(MOA-AD). This is a new
concept. Shared authority
does not have to be fif-
ty-fifty deadlock. There’s
a tradition in the academic
literature to elaborate this
point addressing a clash
of identities. Some of the
imbalances actually devel-
oped from deliberate dis-
crimination by the national
government. There are oth-
er twists to the argument
in that local governments
were gerrymandered from
the territory of traditional
Muslim provinces under
martial law.
And the only way our
draft proposal could be
made attractive to the is-
land provinces of the Sulu
archipelago and to main-
land provinces in Mus-
lim Mindanao is in an
innovative form of canton
federalism. The carrot is
not continuing dependency
on Internal Revenue Allot-
ment (IRA) but financial
equalization of block grant
under a federal grants com-
mission.
In retrospect, we have
to draw attention to factors
that have recurred.
If a new generation of
Bangsamoro leaders can
draw lines between violent
political ends and the par-
liamentary cause that has
changed their lives, then, it is
a non-military reality ready
to offer solutions to any of
