APPLY PRIORITIES OF FORCE WITHIN A FACILITY

Performance Step:

Rules To Live By:

* Always use the minimum level of force necessary to maintain control of U.S.
prisoners/detainees.

* Unless the commander determines that circumstances require the immediate use of
OC spray, have a medical doctor review the U.S. prioner's/detainee's medical file
to determine if he has medical conditions (asthma, emphysema, bronchitis,
tuberculosis) that could be seriously affected by the OC spray.

* Always follow the appropriate plans, orders, SOPs, andn instructions authorized
by the installation commander.

* Do not use deadly force unless ordered to do so by the installation commander,


facility commander, of his designated representative. Only fire to disable, never
shoot to kill.

TAKE ACTION IN THE EVENT OF A FIRE AT A FACILITY

Performance Step:
1. React to discovery of a fire
2. Evacuate all U.S. prisoners/detainees to the assembly area (AA) identified in
the facility fire evacuation plan
3. Close all windows along the evacuation route as they are passed (if applicable)
4. Ensure that all doors, gate, hallways, and stairwells remain clear of
obstructions
5. Ensure that all U.S. prisoners/detainees have evacuated before leaving the
location
6. Assemble U.S. prisoner/detainees in the designated AA.
7. Conduct a head count or roll call in the AA.
