Purpose and Scope


The purpose of this program is to provide guidelines and procedure on the
management of subcontractor safety performance.

RESPONSIBILITIES

Project Manager
• Shall assist in the evaluation of approved subcontractors.
• Shall ensure that subcontractors agree with the HSE standards and requirements
of CRCC and Saudi Aramco and shall comply with the Saudi Armco Construction
Safety Manual, Saudi Aramco General Instruction and this document.
• Shall ensure that disciplinary actions are implemented on non-compliance to
safety, safety infractions and violations or refusal to comply.
Site Safety Supervisors
• Shall ensure that subcontractors clearly understand the standards and
requirements applicable to this project.
• Shall review work method statements submitted by the subcontractors to ensure
compliance with Saudi Aramco standards and this document.
• Shall carry out periodic inspections and evaluations of the subcontractors to track
safety compliance and safety performance.
Subcontractors
• Shall assign a designated coordinator (manpower not more than 25) to
coordinate all aspect of the contract including health and safety matters and
assign a qualified safety officer (manpower more than 25) to participate in on-
site health and safety functions and coordinate with CRCC safety staff.
• Shall ensure that all their employees comply with the Saudi Aramco Construction
Safety Manual and this document.

Subcontractor’s Assigned Coordinator /Qualified Safety Officer

• Shall have full knowledge and understanding of the Saudi Aramco Construction
Safety Manual and this document.
• Shall ensure that all employees under his area of responsibility are provided with
and wearing appropriate PPEs.
• Shall ensure that hand tools, PPEs, and equipment are inspected and are as per
Saudi Aramco approved.
• Shall ensure that all personnel under his area of responsibility are competent and
qualified to safely conduct their tasks.
• Shall ensure that safety requirements and safety standards applicable to this
project are complied with.

Requirements

• CRCC project management shall require a signed written statement from an


authorized subcontractor representative stating their commitment to safety and
willingness to comply with the requirements and standards applicable to this
project.
• Subcontractor shall assign a coordinator or a qualified safety officer as stated in
section 2 paragraph a, of Subcontractor Responsibilities to ensure
alignment of safety goals and safety requirements are met. Coordinator /
subcontractor safety officer shall attend regular project meetings to discuss
safety issues concerning his area of responsibility.

Training

• Subcontractors shall ensure that their employees are trained at a competency


level that meets Saudi Aramco standards.
• CRCC site safety supervisor shall conduct site orientation to subcontractors prior
to the start of their work. Subcontractors shall undergo the same toolbox
meetings and workforce safety training conducted for CRCC employees.

Records
• Subcontractor inspection and evaluation records shall be kept and maintained by
the site safety supervisor.

Subcontractor Detail of Work

• Prior to subcontractors commencing work, a Work Method Statement shall be


submitted to CRCC project management. Work method statement shall contain
as a minimum the execution plan, safety requirements, certificate attachment of
qualified personnel and equipment (if applicable) and safety precautionary
measures.
• Site safety supervisor shall review sections of the Work Method Statement
covering safety requirements and safety precautionary measures and shall
provide comments for correction or improvement. Site safety supervisor shall
submit corrected Work Method Statement to PMT with the approval of CRCC
Project Manager for further review and / or approval.
• Subcontractor shall at all times comply with the applicable rules and standards in
the project, proper PPE shall be worn at all times in the site and only SA certified
heavy equipment operators shall be allowed to operate in the site.

Monitoring and Performance Evaluation of Subcontractor

• Subcontractor’s assigned coordinator / qualified safety officer shall report all


incidents and near misses under his area if responsibility to CRCC site safety
supervisor.

• CRCC site safety supervisor shall discuss health and safety issues concerning
subcontractors on the regular project meeting and shall require actions from the
subcontractors on non-compliance or areas requiring improvements.
• CRCC site safety supervisor shall keep records of non-compliance items and
closed issues for the monthly evaluation report and monthly incentive program
assessment (if applicable). Subcontractor employees are entitled and covered in
the same incentive/ award recognition program set by the project management.
• CRCC site safety supervisor shall provide suggestions or recommend disciplinary
actions to CRCC Project Manager for repetitive non-compliance or refusal to
comply with safety requirements of the subcontractor.

Non-compliance

• CRCC site safety supervisor will notify the subcontractor, in writing, of any
violation to the safety requirements and / or standards, he shall provide
recommended actions required and timeline for the action. Subcontractor shall
immediately take corrective action. If the subcontractor fails to take corrective
action promptly, CRCC site safety supervisor may issue an order stopping all or
part of the work until a satisfactory corrective action has been taken.
• In cases of IDLH (immediate danger to life and health), CRCC site
safety supervisor shall issue an immediate verbal notice stopping all
work or affected part of the work until satisfactory corrective action
has been taken.

• The subcontractor will not be eligible to use any part of the lost time incurred as
a result of such work stoppage orders as subject of a claim for extension of
schedule, additional cost to contract or damages. Compliance with the provisions

of the Saudi Aramco Construction Safety Manual and this document shall be the
responsibility of the subcontractor.

• Subcontractor may request recommendation or suggestions on establishing


effective safety practices for the job CRCC site safety supervisor will assist the
subcontractor’s coordinator by providing guidance on good safety practices,
pointing out unsafe conditions, and applying his judgment in helping to improve
the subcontractor’s overall safety performance.

Disciplinary Action

The subcontractor’s line management and supervisors shall be fully responsible


for the compliance with Saudi Aramco’s safety requirements and this document.

•The subcontractor shall remove from the work site any of its employees who
refuse or repeatedly fail to comply with safe work practices or supervisors who
fail to enforce compliance, including as requested by CRCC project management
and SAPO.
MANAGEMENT OF SUBCONTRACTORS

Selection

Sub-contractors /suppliers that wish to bid for the performance of major work
activities must submit an HSE pre-qualification statement that includes

• Declaration and confirmation of an appropriately written HSE system in place


meeting governmental safety standards and regulations.
• Report of their HSE performance for the last five (5) years.
• Signed statement that will comply with the project requirements and conduct
regular inspection of their activities while on the project sites.
• Agreements that will allow CRCC to conduct monthly HSE audit of their HSE
system.

The CRCC Project Management Team will maintain an approved list of sub-
contractors.

All-contractors shall comply with the ratio of 1 full-time safety officer for every 50
employees on site.

All sub-contractors must submit their own HSE Plans which must be approved by the
CRCC HSE Manager. A soft copy of the CRCC Health, Safety & Environment Plan will
be issued at the Kick off meeting. Form 10018 will be signed by the sub-contractor
and return to HSE department.

All sub-contractors are responsible for the administration of a comprehensive Safety


Program. Sub-contractors who in turn sub out there work are responsible to insure
that the contractor complies with all the HSE requirements.

Sub-Contractors HSE performance will be audited monthly by the project HSE team.

Sub-contractors HSE personnel CVs must be submitted prior to the commencement


of work to get approval by the CRCC HSE Manager.

Before Commencement of any job the following safety precautions must be


observed by the subcontractors.

• Protection of works until issue of Taking Over Certificate


• Protection of work of others adjacent and below during construction
• Protection of own personnel and other personnel working below
