Further to the 2007 Seminar on physiology of electric shocks and protective thresholds that play an important role in the design & operation of earthing systems, this second seminar aims to bring together expertise in various areas to provide participants firstly an up-to-date understanding of application of risk-based approach to the design, operation and overall management of earthing systems, and secondly for the Working Group to present to participants the latest draft of the Power System Earthing Guide which has been developed by the ENA Earthing WG over the past several years.

Dr Bill Carman, BE (Elec)(Hons 1), Ph.D , FIEAust Member, ENA Earthing Working Group Principal Consultant - Network Earthing, EnergyAustralia

Dr Carman is the Principal Consultant leading the Network Earthing team within EnergyAustralia. The team specialise in the management of earthing system and lightning related risks, working within EnergyAustralia as well as for a wide range of clients across Australia and the Asian region.

He received his BE in 1982, and Doctorate in the area of earthing system risk quantification and design in 2002. He joined EnergyAustralia, (then Shortland Electricity) in 1977 as a cadet engineer. Since 1982 he has been closely involved in earthing systems design and testing, R&D projects, and training throughout Australia and the Asian region. Bill has authored/ coauthored over 30 technical papers, and is actively involved in standards development within SA, ENA and IEEE.

Mr. Richard M Robinson BE BA FIEAust

Richard Robinson is a Consulting Engineer and Director of Risk & Reliability Associates. He is a Fellow of Engineers Australia. He has degrees in Engineering (Monash University) and Philosophy (University of Melbourne). He has previously worked with Factory Mutual in the US and SE Asia, M&M Protection Consultants, GHD, RW (Bob) Browning, and VRJ Risk Engineers. He is currently the presenter for the two day Risk & Liability Management Short Course for Engineering Education Australia. He is the principal author of Risk & Reliability – An Introductory Text (revised 7 th edi- tion 2008).

Richard has been Chairman of: Engineers Media (Engineers Australia Pty Ltd) (2001-2004), RMIT Pilot Centre Course Advisory Committee (Point Cook), Victoria Division of Engineers Australia (1993) and RMIT MSE Course Advisory Committee. Recent undertakings include the development of alternate airspace collision risk models for the Civil Aviation Authority, New Zealand and the Office of Airspace Regulation Australia; strategic risk reviews for the Marina Coastal Expressway, Singapore and Tugan Bypass on the Gold Coast; due diligence reviews for rockfalls in cuttings forRailcorp NSW; and a large number of SIL (safety integrity level) allocation studies.

Mr. Stephen Palmer, BE(Elec)(Hons), GradCertBA, MIEAust Principal Engineer, Safearth Consulting

Stephen began his career at BHP’s Newcastle Steelworks in 1987. In his 12 years with BHP engineering groups he worked in a variety of sites & fields including communications, process control & automation, MMI and drives. Stephen has spent 10 years with Energy Australia’s Safearth Group (Network Earthing) and is now the Principal Consultant of Safearth Consulting. He has extensive experience in earthing system design, audit and testing, lightning protection and induction risk management across a range of industries and has been a regular lecturer at ESAA & Safearth Earthing courses.

Mr. Thanh Dovan, BE Elec.Eng., MSc(Eng.), GradDip (Man) Member, ENA Earthing Working Group Principal Engineer, EMF & Earthing, SP AusNet

Since 1981, he has worked in transmission planning and electrical design & electromagnetic compatibility of the Victorian EHV transmission lines and stations. As collaborative R&D projects in 1989-1991 he has also worked in other organisations including the IREQ of Hydro Quebec and Enertech Consultants (EPRI projects). His R&D activities have been on power system dynamic load models, on electromagnetic safety including the 50/60 Hz electric and magnetic fields, on instrumentation & measurement, and on modelling & assessment of human exposure/reduction to these fields. On earthing, he has conducted many studies & field-measurements for designing of controlled measures & mitigation techniques for electrical interference and human safety associated with EPR & LFI. He is also participating in the work on electromagnetic fields and earthing standards development of IEEE/ICES, IEC, SA, CIGRE, ARPANSA and ENA Earthing WG.

Tony has worked in the power industry for over 30 years both in NZ and overseas. His extensive electrical engineering experience includes substation design, construction management, commissioning, earthing design and testing and special investigations. From 1990 to 2007 Tony was the managing director of Mitton Consulting Ltd which merged in 2007 with Electronet Design to form a new company, Mitton Electronet which now includes over 30 specialist staff. He has also participating in the work on earthing standard development of the ENA Earthing WG.

Mr. Tony Gillespie, BE Elec.Eng(Hons), IEAust, IET & IEEE Convenor ENA Earthing Working Group Principal Consultant Transmission Lines, Powerlink Queensland

Graduated in Electrical Engineering with Honours degree in 1979 from the University of Queensland, Tony Gillespie has over 30 years of experience in the Electricity Supply Industry. This includes many years in electrical design, investigations and specification for transmission lines of various voltage levels, in design of substation secondary systems and maintenance of substation primary & secondary systems and communications. Tony is currently the Principal Consultant Transmission Lines - Electrical with Powerlink Queensland. He is responsible for scoping and estimating new transmission projects, setting lines design standards, approving the electrical aspects of new Powerlink procedures for transmission systems live-line work.

His professional membership includes CIGRE WG 03 (Insulators), CIGRE Australian Panel B2 (Overhead Lines), AS Committees EL/24 (Lightning Protection) & EL/10/3 (Insulators), and the ENA Standards Commit- tees for overhead lines and earthing. Tony has written over 20 technical papers and co-authored chapters of EPRI AC Transmission Line Reference Book - 200kV and Above (“Red Book” ) and Transmission Line Reference Book: Wind-Induced Conductor Motion, ( “Orange Book” ). He is also a part time lecturer on transmission line electrical design at the Queensland University of Technology.
