1 RAN3114: UE Reset after MBLB Activation


Benefits, functionality, reference data, instructions of the feature.

The RAN3114: UE Reset after MBLB Activation feature brings a software correction to a
problem caused by a faulty behaving user equipment (UE). Nokia network works according to
3GPP specifications but some UE models do not. Nokia has changed the software so that faulty
behaving UEs do not cause trouble.

Note This is a sellable workaround, which can be activated only if it is separately


ordered.

1.1 RAN3114 benefits


The RAN3114: UE Reset after MBLB Activation feature provides the following benefits:

 Users are happier when UEs can make calls and respond to paging also when RAN2172:
Multi-Band Load Balancing feature is activated.

1.2 RAN314 functional description


When the RAN2172: Multi-Band Load Balancing feature is activated in the network some
Samsung UEs reset themselves if in system information block (SIB) 11/12 they are requested to
report inter-frequency random access channel (RACH) reporting received signal code power
(RSCP) or Ec/No. Hence, the UEs cannot make calls or respond to paging.

When the RAN2172: Multi-Band Load Balancing feature is activated in the network then Nokia
RNC packs inter-frequency RACH reporting information element (IE) inside SIB11 and SIB12.
Certain UE models reset when they read the IE inter-frequency RACH reporting in SIB11 and
SIB12.

As a workaround Nokia RNC does not pack information element (IE) inter-frequency RACH
reporting inside SIB11 and SIB12 when the RAN2172: Multi-Band Load Balancing feature is
activated and PRFILE is enabled.

Inter-frequency RACH measurements are not mandatory for the RAN2172: Multi-Band Load
Balancing feature to work. With the workaround in use, UE does not report inter-frequency
measurements to network.

1.4 Activating RAN3114


Instructions to activate RAN3114: UE Reset after MBLB Activation using PRFILE parameters.

Before you start

Procedure notification

Activation procedure requires cell locking.

Licensing

Install the license of the RAN3114: UE Reset after MBLB Activation feature and set the feature
state ON using the commands in the table RAN3114 license commands.

Parameter information

The RAN3114: UE Reset after MBLB Activation feature is controlled with the PRFILE parameter
002:1920 RU60_MAINT_44.

By default, the RAN3114: UE Reset after MBLB Activation feature is disabled, that is, the
default value is 0H.

Procedure for IPA-RNC


1. Start the man-machine interface (MMI).

2. Check the status of the RAN3114: UE Reset after MBLB Activation feature activation with
the MML command:
ZWOI:2,1920;

‘0’ means the feature is inactive, otherwise feature is already activated.

3. If you want that IPA-RNC does not send inter-frequency random access channel (RACH)
reporting information inside SIB11/SIB12 and never packs inter-frequency RACH
information, change the PRFILE parameter value to 2H with the MML command:
ZWOC:2,1920,2;

4. If you want that IPA-RNC does not send inter-frequency random access channel (RACH)
reporting information inside SIB11/SIB12 and does not pack inter-frequency RACH reporting
information when the RACHInterFreqMesQuant WCEL parameter is set to EcNo, change
the PRFILE parameter value to 20H with the MML command:
ZWOC:2,1920,20;

5. Wait 5 minutes.

6. Lock and unlock the cell.

Procedure for mcRNC


1. Check the status of the RAN3114: UE Reset after MBLB Activation feature activation with
the SCLI command:
> show app-parameter configuration-parameter class 2 number 1920

‘0’ means the feature is inactive, otherwise feature is already activated.

2. If you want that mcRNC does not send inter-frequency random access channel (RACH)
reporting infrormation inside SIB11/SIB12 and never packs inter-frequency RACH reporting
information, change the PRFILE parameter value to 2 with the SCLI command:
> set app-parameter configuration-parameter class 2 number 1920 value
0x2

3. If you want that mcRNC does not send inter-frequency RACH reporting information inside
SIB11/SIB12 and does not pack inter-frequency RACH reporting information when the
RACHInterFreqMesQuant WCEL parameter is set to EcNo, change the PRFILE
parameter value to 32 with the SCLI command:
set app-parameter configuration-parameter class 2 number 1920 value
0x32

4. Wait 10 minutes.

5. Lock and unlock the cell.

4. Lock and unlock the cell.

5. Check the status of the RAN3114: UE Reset after MBLB Activation feature activation with

‘0’ means the feature is deactivated.

Procedure for mcRNC


1. Change the PRFILE parameter value to 0 with the SCLI command:
> set app-parameter configuration-parameter class 2 number 1920 value
0x0

2. Wait 10 minutes.

3. Lock and unlock the cell.

4. Check the status of the RAN3114: UE Reset after MBLB Activation feature activation with
the MML command:
> show app-parameter configuration-parameter class 2 number 1920

‘0’ means the feature is deactivated.
