Background of the Firm Center

In the Philippines, efforts to make governance gender responsive are promoted

through legislation, such as the Magna Carta of Women (MCW) which mandates non-

discriminatory and pro-gender equality and equity measures to enable women’s

participation in the formulation, implementation, and evaluation of policies, plans, and

programs for national, regional, and local development.Also, the Philippine Framework

Plan for Women (FPW) indicated actions planned for gender responsive governance to

be undertaken by government agencies, LGUs and civil society

Significant progress has been achieved in terms of implementing said measures

in the FPW. The Country Gender Assessment (CGA, 2008) has noted that the

Department of Budget and Management (DBM) has issued annual budget circulars since

1997 that support the implementation of GAD budgets at the local level. Currently, the

local budget circular on internal revenue allotment requires agencies to apply a minimum

of 5 percent of the funds for GAD. In 2001, the National Commission on the Role of

Filipino Women (now PCW), Department of Interior and Local Government, and DBM

issued a joint memorandum circular to all local government units (LGUs) containing

guidelines for integrating GAD in the local planning and budgeting system.

Projects that have been implemented under the GAD budget include providing health

services, advocating and disseminating information on gender issues, building capacity

and providing technical assistance on GAD and other gender issues, establishing or

improving service facilities for women, issuing policies on gender, establishing databases

and mechanisms for reporting on gender issues, improving awareness of gender issues
when undertaking development planning at the national and local levels, and revising

textbooks to remove social and gender stereotypes.

However, several challenges still remain in the promotion of gender-responsive

governance in the country such as policy development and implementation, financing and

financing capacity and generation of data on GAD monitoring and implementation as well

as for gender analysis.The FPW stresses the importance an enabling environment for

development wherein the interaction between the Government, the private sector, and

civil society is fundamental to achieving social and economic development. The CGA

(2008) also underscored the vitality of care for national resources and absence of graft

and corruption in good and accountable gender-responsive governance.

HISTORY
Gender mainstreaming in government was formally introduced by the National
Commission on the Role of Women (NCRW) now Philippine Commission on Women
(PCW) in 1994 as a strategy to implement the gender and equality policy of the state.

As compliance with this, the Central Luzon State University implemented Gender and
Development Program spearheaded by Dr. Danilo A. Vargas in 1998. The GAD program
that time employed only within Research, Extension, and Training as part of PCAARRD
advocacy. However, due to lack of allocated budget for the program, Dr. Vargas
renounced his position as GAD Focal Person. Since then, Prof. Janet O. Saturno from
College of Fisheries was designated as Focal Point of GAD.

Implementation of GAD related activities was tough that time due to lack of financial
resources in implementing GAD activities. On the other hand, this was not served as a
hindrance in integrating gender and development practices in trainings, researches, and
extension activities of CLSU, in general.

Activities like sex aggregating data among CLSU women and students, livelihood
trainings for small-hold farmers, and disseminating IEC materials about women
empowerment, are those among strategic stepping stone of gender mainstreaming in
university wide. Additionally, the inclusion of gender and women studies in AB
Development Communication and AB Social Science curriculum, strengthen the practice
of gender mainstreaming, especially when NSTP include lessons about gender equality.

Despite of the struggles of Gender and Development Program, it still managed to promote
gender equality in all the units of our university. The program annually passed its
accomplishment report in PCWS. Thus, to properly organized GAD Focal Point system,
Organization of GAD Task Force (UGaTFo) was created last 2008.
UGaTFo comprises of focal points in which more or less all sectors of the university.
Through this group the university was able to monitor the incorporation of GAD concepts
and issues in the implementation of all PPAs. UGaTFo serve as extended arm of the
university in the education campaign on the equal rights of women and men in the society
they belong. This was composed with five focal points. One coordinator and four
members to name: Prof. Janet O. Saturno, University Coordinator; Prof. Ma. Magdalena
C. Galang, member (student sector); Prof. Luzviminda M. Galang, member (agriculture
sector); Prof. Olive B. Parico, member (arts and sciences); and Prof. Maria Corazon Vera
Cruz (Research, Extension, and Training).

And last 2012, the Commission on Higher Education and PCWS mandated every
SUC’s to allocate 5% of their General Appropriation Act as budget for GAD related
activities. Taken to this action, GAD in CLSU fortifies its implementation and visibility to
the CLSU men and women.

Until now, the GAD Program is forefront by Prof. Saturno, and its established office was
located in Freshwater Aquaculture Center.
Vision

The University Gender and Development Program


(UGADP) envisioned an attainment of gender equality and
full participation of men and women within the University to
provide a socially responsible environment that is free from
gender inequality.
Gender and development vision is to achieve their goal to have a gender equality

in the University of Central Luzon State University and to have full support of men and

women inside the University. GAD goal is to bind together all efforts in every one of the

units of the college in advancing sexual orientation responsive way among men and

women through participating approaches for gender equality to have more socially

responsible atmosphere that is free from sex inequality.


Mission
To unify all efforts in all the units of the university in promoting
gender responsive manner among men and women through
participatory approaches for gender justice and equality.
Gender and development mission is to promote open manner on how we approach

the gender inequality in the university. Gad focused in making the people aware of the

different rare of forms violence which they didn’t know and the law which they may

encounter if they committed violence against women and children. Gad wants to break

the gender stereotype idea that female and male are arbitrarily assigned characteristics

and roles determined and limited by their gender to attain gender equality in the university

through participatory approaches for gender justice and equality.

Objective
To actively advocate gender and development issues and
concepts thru gender sensitive trainings, seminars, and
Information Education Communication (IEC) materials.
To implement gender mainstreaming geared towards promoting
gender equity in all units of the university as provided by law.
To conduct researches integrated with gender issues and
concepts.
To integrate the principles of gender equality in curricular
offerings and pedagogical systems and strategies
Gender and development objective to actively advocate gender and development

issues and concepts thru gender sensitive trainings, seminars, and Information Education

Communication (IEC) materials. Gad is doing his activities or program/project to show to

the student of clsu what is gender equality and how important it is. This would facilitate

the making of the university free from any form of oppression, violence harassment,

gender inequality. To implement gender mainstreaming geared towards promoting

gender equity in all units of the university as provided by law. Gad approach is not
concerned specifically with women, but with the way in which a society assigns roles,

responsibilities, and expectations to both men and women. To conduct researches

integrated with gender issues and concepts. To integrate the principles of gender equality

in curricular offerings and pedagogical systems and strategies. Gad applies gender

analysis to uncover the ways in which men and women work together, presenting results

in neutral terms of economics and competence.
