Dear Mr. Heaton:

Thank you for your ongoing consultation on behalf of your client regarding this undertaking. The
New York Historic Preservation Office (SHPO) continues to review this material in accordance
with Section 106 of the National Historic Preservation Act of 1966. These comments are those
of the SHPO and relate only to Historic/Cultural resources.

As you know, in 2009 this office issued an Adverse Effect finding under Section 106 for this
wind project (attached). We have reviewed the submitted materials and concur that the
development of the interconnect will not visually impact known historic resources. However, this
office continues to view the overall undertaking as having an Adverse Effect on historic
resources under the National Historic Preservation Act.
