The main building to be demolished is currently vacant and owned by City Mission (labelled as 1. on Site

plan A2-001). It's most recent use (prior to being vacant) was a business (Book Binders). This business

has relocated and the building has not been occupied since. The other building to be demolished is

currently used for storage (labelled as 2. on Site Plan A2-001). This building, will be removed back to

the line of the original façade as shown in the images on A2-002 & A2-003. This removal/demolition will

allow for more car parking and will take the building back to its original façade at this point.

Intended use for the site, post demolition, is car parking for City Mission staff. The site will be made-

good and suitably graded to storm water collection points to ensure no other parts of the city mission

site are affected.

DA0094/2018- 101 Wellington Street, Launceston :

1. The current buildings, proposed to be demolished, are vacant and are in a

dilapidated state. These buildings are used for small-goods storage and circulation

between the ground floor spaces. The old book binders has been vacant for many

years and is now in a deteriorated state.

As shown on the site plan the parts of the site that currently aren’t covered by

building, are used for car parking and service bays.

2. The proposed demolition of the building becomes integral to making the site function

for City Mission. As the business expands, this space will be valuable to provide car

parking for staff. There is currently very limited parking available and having this

space allows for City Mission to expand, business-wise. The demolition is part of a

future masterplan that looks at maximizing the potential in the site, including

revealing all parts with heritage significance and value. City Mission is mostly made

up of ad hoc buildings that connect together. By removing the proposed building, it

starts to simplify part of the site. The proposed buildings to be removed allow for the

heritage façade to be revealed on the inward-facing elevation of the Wellington

Street tenancies. The buildings are to be removed in a sensitive way that regards the

significance of the remaining heritage fabric. As the condition of the proposed

buildings to be removed is deteriorated, only some parts make be salvageable. Parts

of the existing wall and roof show a significant level of cosmetic water-damage,

alluding to potential structural compromises. The existing box gutter that runs

internally in the book binders becomes a hazard due to it’s adjacency to electrical

lines and circuits.

As the proposed site adjoins the laneway, it is important to consider the impact.

Although the streetscape will be altered, the removal of these buildings will, in-fact,

enhance the elevational view and allow for pedestrians and passerby’s to appreciate

3. As a general site strategy, any removal of the proposed fabric will be done with the

up-most care and in a method that allows for parts of the fabric are to be removed

and used in future development in the site. The proposed removal of the relevant

buildings will have some intervention into the fabric of what remains. The demolition

is to occur in a way that is sensitive to what is kept. All walls will be checked,

structurally, to ensure that only the affected area will be altered and to minimize any

structural shifting.

4. At the point of demolition, the facades that remain will not be altered, rather just kept

in their existing condition. This means that all of the current (previous) fixings and

connection points will be kept as-found. Any future changes or improvements to the

facades will be ran through THC and considered against any relevant approvals.

5. Changes to the site are hard to determine with the buildings currently covering 50% of

the area proposed for car parking, a portion of the site works will be unforeseeable.

The parts of the site that are visible, currently have fall towards Wellington street and

the proposed carpark plans to maintain this. All new falls will be in compliance with

AS 2890 Parking Facilities.

6. The carpark will have 4 City Mission (pool) vehicles parked there both daily and

overnight. 1 carpark will service the [future] proposed residential tenancy and 1

carpark will be reserved for the proposed commercial tenancy, both related to 101

Wellington Street. The proposed carparks at 101 Wellington Street will be refurbishing

carparks that already exist for these tenancies. The remaining parks will be reserved

for City Mission staff onsite.

The associated operational hours for all City Mission business and operations is 9-5.

Pool cars will be parked on site, overnight. The number of Pool vehicles are growing

and overtime may take over a couple of the reserved staff spaces.

7. There will be signage (size and location to be determined) that indicate that the

proposed parking area is for private (City Mission) parking only. This will prevent
