1. PURPOSE
The purpose of this standard is to specify requirements for safe working procedures for
using scaffolds.

2. SCOPE

Applies to Rolling Scaffolds, Steel Tube and Coupler Type Scaffolds, Welded Metal
Frame Scaffolds, Tank Builder Scaffolds and Scaffold Inspection Tagging.

4. REQUIREMENTS

4.1 General

 All scaffold designing, erecting, dismantling, moving or alterations shall be done


by trained qualified personnel working under the supervision of a designated
competent person.

 All employees required to perform work off scaffolds shall be trained by a


qualified person in the contents of this standard.

 All scaffolding on site shall conform to one design or system type scaffolding in
line with the client’s requirements.

 All wooden scaffolds/ staging are prohibited unless approved by the engineering
department.

 Do not work on scaffolds if one’s physical condition is such that one feels dizzy
or unsteady. NOTIFY THE SUPERVISOR OF CONDITION.

 Before climbing any scaffold, clean mud build-up from work boots to prevent
slipping.

 Fall protection devices shall be utilized on all scaffold ladders, exceeding twelve
(12) feet in height.

 Scaffolds shall be inspected daily prior to use by a designated competent


person. The competent person shall complete an inspection tag and secure it to
the point of access.

4.2 Installation

 Legs or uprights of scaffolds shall be securely and rigidly braced to prevent


swaying and displacement.

 Overhead protection shall be provided for personnel on a scaffold exposed to


overhead hazards.
 Special precautions shall be taken to protect scaffold members when using a
heat-producing element.
 Tools, materials, and debris shall not be allowed to accumulate in quantities to
cause a hazard.
 Standard planking shall be scaffold grades or equivalent as recognized by
approved grading rules for the type of wood used. Toe boards should be at least
3-1/2” tall.
 Standard scaffold planks shall extend over their supports at least 6 inches and
not more than 12 inches. All standard platform planking, when overlapped, shall
be overlapped a minimum of 12 inches and secured from movement with wire or
nails. Do not use duplex type nails.
 The footing or anchorage for scaffolds shall be sound, rigid, and capable or
carrying the maximum intended load without settling or displacement. Unstable
object such as barrels, boxes, loose brick, or concrete blocks shall not be used
to support scaffolds or planks.
 Scaffolds shall be provided with a screen, between the toe boards and the
guardrail extending along the entire opening and consisting of ½-inch mesh,
when placed where pedestrian traffic must pass underneath.
 Scaffolds or their components shall be capable of supporting without failure at
least 4 times the maximum intended load.

 Scaffolds shall not be loaded in excess of the working load for which they are
intended.

 Survey the project site for hazards before scaffold erection begins for hazards
such as unstamped earth fills ditches, debris, high-tension wires, and other
hazardous conditions created by other crafts and work environment.

 Inspect all scaffold components before erecting scaffolds. Never use any
scaffolding that is damaged or defective in any way. Defective scaffolding
including planks will be returned to the scaffold yard and removed from the
project.

 Scaffolding components shall be used only for the purposes for which it was
intended.

 All scaffold working platforms shall have steel tubing handrails 42” high and 21”
high coupled to hand rail post and 3-1/2” minimum toe boards rigidly secured.

 Obtain approval from the project electrical and safety representative prior to
erecting scaffolds adjacent to electrical power lines.

 All scaffolds that are erected within 20 meters of electrical installations shall be
grounded.

 Do not use ladders or make shift devices on top of scaffolds to increase the
height.

 Retractable lifelines shall be used while ascending or descending access ladders


with a fall exposure greater than twelve feet (12’).

 Al working platforms shall be completely decked. Planks must be secure from


movement by tying planks to the bearers with #9 wires.
Note: Only the Scaffold Department/Competent Person (s) will be allowed to build,
tear down, or modify scaffolds.

4.3 Rolling Scaffolds

 All wheels shall be locked while employees are on the scaffold.

 No one shall ride a scaffold that is being moved.

 Rolling scaffolds shall be used only on surfaces within 3 degrees of level, and
free of pits, holes, and obstructions.

 Wheels shall be pinned to the scaffold legs.

 Wheels shall not be used in conjunction with screw jacks.

 Platforms shall not extend outward beyond the base supports of the scaffold
unless outrigger frames are installed to ensure stability.

4.4 Steel Tube and Coupler Type Scaffolds

 Scaffolds exceeding 125 ft. in height shall be designed by a registered


professional engineer. Copies of drawings shall be kept on file by a
representative of the scaffold or safety department.

 Posts shall be accurately spaced, set on base plates, foundations, or mud sills
adequate to support the maximum load and maintain plumb.

 Horizontal runners shall be erected along the length of the scaffold located on
both the inside and outside posts. Runners should be level and interlocked to
form continuous lengths and coupled to each post. The bottom runners should
be located as close to the base as possible. Runners shall be placed not more
than 6 feet, 6 inches on centers vertically.

 Horizontal bearers shall be installed transversely between posts and should be


securely coupled to the post with 2-inch x 2-inch right angle coupler bearing on
the runner coupler. When coupled directly to the runners, the coupler must be
kept as closer to the vertical post as possible.

 Bearers should extend at least 4 inches but not more than 12 inches past the
post or runner.

 Cross bracing shall be installed across the width of the scaffold at least every
third set of posts horizontally, and every fourth runner vertically.

 All working platforms shall be installed across the width of the scaffold planks
secured to bearers to prevent movement. Of obstacles (i.e., piping) prevent
complete decking, it must be noted on the inspection tag.

 The handrails shall be placed 42 inches above the work platform, with midair at
21 inches above platform. If obstacles (i.e., piping) prevent a complete handrail
system from being installed or an adjustment in the height of the rails, it must be
noted on the inspection tag.
 Toe boards shall be a minimum of 3-1/2” high.

 All work platforms shall be at least 24 inches in width (or 2 boards wide). All
scaffolds shall have a ladder installed or an equivalent means of safe access to
the working platform.

 When erecting scaffolds in excess of 30 feet, landing platforms shall be installed


at a maximum of 30-foot intervals.

 Do not use scaffold bracing for access to and from the working platform.

 Remove tools or other material left on working platforms or attached to structural


members before starting dismantlement.

4.5 Welded Metal Frame Scaffolds

 Frames and accessories for scaffolds shall be maintained in good condition and
every detect or unsafe condition shall be corrected before further use. Any
broken, bent, excessively rusted, or otherwise structurally damaged frames or
accessories shall NOT be used. Defective material should be returned to the
scaffold yard immediately and tagged as defective.

 All casters used with scaffolding shall be rubber-tired and provided with a
positive-locking device to hold the scaffold in position. Casters will not be allowed
on scaffolds over 2-frame sections in height. Casters on rolling scaffold shall be
locked at all times while the scaffold is being erected or in use. Scaffolds shall
not be moved (rolled or skidded) wile personnel remain on scaffold. Tools or
materials should either be removed from the platforms or secured so they cannot
fall or roll off when the scaffold is being moved. Casters are not to be used in
conjunction with screw jacks; the caster must be pinned to the scaffold frame.
Scaffolds with casters must be used only on hard, flat, smooth surfaces (i.e.,
concrete, decking with plywood, etc.).

 Scaffolds shall be set on a solid foundation that can carry the maximum intended
load without setting :

1. On solid concrete slabs, base plates required

2. On surfaces where there is a possibility of setting, additional support must be


used under the base plates. The minimum support should be 12” x 12” x 3/4"
plywood.

3. On uneven surfaces, screw jacks must be used to level the scaffold. They
are not exceed 12 inches when extended.

 All end frames (panels) shall be locked together vertically by pins.

 Scaffolds shall be properly braced by cross bracing or diagonal braces, or both,


for securing vertical members together laterally. The cross braces shall be of
such length that will automatically square and align vertical members so that the
erected scaffold is always plumb, square, and rigid.
 The frames shall be placed one on top of the other with coupling or stacking pins
to provide proper vertical alignment of the legs.

 Horizontal cross braces are to be used when the scaffold is higher than two
complete sections.

 To provide good footing, two planks or manufactured aluminum decking should


be kept below the section being erected. Scaffold boards should be secured,
even if they are used for a short period of time.

 Ladder sections should be installed as frame sections progress. All ladder


sections must be well secured. Access to working platforms shall be by ladder
rigidly attached by the erecting crew.

 All scaffold work platforms shall be equipped with guard rails, a midair, securely
anchored toe boards, and be completely decked with manufactured aluminum
scaffold decking, or standard wood planks.

 Prior to starting work on a scaffold, every employee shall visually inspect the
scaffold to determine that handrails, toe boards, and decking are in place and
that the scaffold is safe to work on. The supervisor responsible for work from the
scaffold shall update the scaffold tag daily before allowing work to commence.

4.6 Scaffold Inspection Tags

 Scaffolds shall be inspected before each shift prior to use by a Designated


Competent Person.

 The JIND scaffolding inspector or his designee shall register and inspect
scaffoldings once erection is complete followed by weekly inspections and sign
the green scaffolding safety tag as safe for use.

 Scaffolds under construction shall be tagged with a red “do not use scaffolding
under construction” tag.

 Scaffold tags shall be updated weekly or immediately following any repairs or


alterations.

 The JIND scaffolding inspector shall sign off on the tag.
