BACKGROUND

NFJPIA-R3 Council aims to promote academic excellence by adopting measures to foster educational advancement
in the field of Accountancy as stated in the Section 2, Article IV of the 2012 Constitution and By- Laws of the
National Federation of Junior Philippine Institute of Accountants – Region 3. The academic events in the 23rd
Annual Regional Convention (ARC) are open to all Local Chapters across the region and were designed to evaluate
the extent of knowledge acquired and accumulated by the students in their journey as accountancy students. These
shall help them prepare for the CPA Board Examinations.

OBJECTIVES

THE ULTIMATE ACCOUNTING PLAYOFFS 2K17

1. To realize synergy and emphasize the importance of teamwork and collective performance as compared to
independent performance.
2. To provide a mechanism on which each local chapter may compete in a unique, competitive and intellectual
manner.
3. To fortify professors’ and instructors’ contributions to the learning and training of the participants as they
compete as a group.

GLOBAL CERTIFICATION CHALLENGE

1. Promote awareness of the global certifications available to students after graduation, other than the local CPA
title.
2. Expand the students’ knowledge base in accounting through exposure to real-world challenges related to their
field in a global perspective.
3. Give the students a feel of how to take internationally-recognized certifications, which is a departure from the
familiar accounting problems encountered in schools.
4. Open opportunities for BSA and non-BSA students find their best suit among specific fields under the
accounting profession.

REGIONAL MOCK BOARD EXAMINATION

1. To gear the participants for the actual CPA Board Examination by providing competent and supplementary
knowledge and understanding in accounting together with pertinent updates through simulation exam.
2. To help the participants discover their strengths and be aware their weaknesses on different board-related
subjects with the ultimate aim of maximizing the former and overcoming the latter.

3. To allow the participants to learn new techniques in answering questions in the shortest possible time as well as
handling time pressure which will serve as preparation for the actual CPA Board Examination.

ACADEMIC COMPETITIONS

THE ULTIMATE ACCOUNTING PLAYOFFS 2K17

The Ultimate Accounting Playoffs 2K17 in the 22nd ARC shall be divided into two rounds namely:
1. Regular Season (Elimination Round)
2. Playoffs (Final Round)

MEET THE STANDARDS

The Meet the Standards: The X Edition in the 23rd ARC shall be divided into three rounds namely:
1. Qualifying Round
2. Elimination Round
3. Final Round

REGIONAL MOCK BOARD EXAMINATION

The Regional Mock Board Examination is a simulation of the actual CPA Board Examination and it is open to all
delegates of the 23rd Annual Regional Convention. This event enables the students to experience how the actual
examination goes.

QUALIFICATIONS

1. The Regional Academic Events in the 23rd ARC is open to all registered convention delegates.
2. Each contestant can participate in more than one Academic Event. However, due to potential conflict of
schedule, the Local Chapters are highly encouraged to send different participants to the academic events.
 In the Ultimate Accounting Playoffs 2K17, each Local Chapter can only send one team with five members
and an academic adviser that shall serve as the Coach. Three contestants shall serve as Starters and the other
 two contestants shall serve as substitutes.
 In Audit Case Competition, each Local Chapter can only send one team with three members.
  In the Global Certification Challenge, each Local Chapter can send a maximum of 3 participants.
 In the Meet the Standards Cup, all delegates shall be allowed to participate in the qualifying round since only
 30 participants (or less depending on the participants who participated) will move to the eliminations round.
 In Regional Mock Board Examination, graduating and non-graduating students shall be allowed to
participate. There is no limit as to the number of participants in the Regional Mock Board Examinations.

REQUIREMENTS

1. Each Local Chapter must submit the following requirements (in softcopy only):
  Master list of all Academic Event contestants
  Scanned copy of Endorsement Letter from the Program Chairperson or College Dean (for all the three events)
 Resume of all Academic Event participants (which includes Regional Mock Board Examinations, Audit
Case Competition and Ultimate Accounting Playoffs 2K17)

2. The following guidelines must be observed in sending the requirements:

 The compressed file of the requirements then shall be sent via email to
nfjpiar3.rvpacademics1617@gmail.com on or before February 15, 2017 with the subject of the email as
ARC_Requirements - Academics.
 In case the local chapter failed to submit the complete requirements on the deadline set by the Council,
there shall be a 10-point deduction from the overall score on Academic Events in the 23rd ARC.

3. Each Local Chapter must select and appoint a representative (e.g. VP Academics) who shall act as Liaison
Officer. The Liaison Officer shall perform the following functions:
 Shall act as the main contact of the Regional Vice President for Academics in the local chapter.
 Shall be allowed to raise concerns, clarifications, complaints and questions to the Academics Committee.
 The Liaison Officer may not be substituted by any local chapter officer or member.

GENERAL RULES FOR ACADEMIC QUIZ BEES

1. The following rules shall be applicable to academic quiz bees (Ultimate Accounting Play Offs 2K17, Meet the
Standards: X Edition and Global Certification Challenge).
2. Contestants are advised to be at the designated place at least 30 minutes before the time schedule. Late
contestants are still allowed to join the competition. However, they shall no longer be allowed to answer the
questions they have missed.
3. Contestants together with their chosen Coaches (for the Ultimate Accounting Play Offs 2K17) must be properly
registered and sign the attendance sheet before proceeding to the competition proper. Certificates of
participation shall also be distributed before commencing the event.
4. Contestants must strictly wear business attire (no maong pants, no rubber shoes). Those who do not comply
with the required attire shall not be allowed to join the competition.
5. The contestants shall not be allowed to bring anything on top of their desks except their writing materials and
non-programmable calculators. Mobile phones, iPad, laptop and other electronic devices shall not be allowed to
be used during the entire competition.
6. A judge or board of judges shall be a Certified Public Accountant or a professional with a global certification
(for Global Certification Challenge) for the purpose of giving an intelligent and independent decision.
7. The judge or the board of judges shall have the sole and exclusive authority to clear or answer any
protest/clarification raised by the contestants. The decision of the judge or board of judges is final and irrevocable.
8. Any contestant who will be caught cheating or entertaining clues/suggestions/tips shall be automatically
disqualified in the competition.

9. Contestants who shall insist in writing the answers ambiguously, abbreviated or illegibly may still claim points
for correct answers only upon the discretion of the panel of judges or the Regional Vice President for
Academics or Academic Committee.
10. After reading the contest rules and mechanics, contestants shall be given the chance to raise
questions/clarifications.
11. Before proceeding to the next question, contestants shall raise their hands to raise a protest/clarification, to
request for new marker, ink pen or scratch paper, to change their calculator if it encounters a technical problem,
or to raise any other concerns.
12. Once the next question has been distributed or read, queries, clarifications, questions and/or protests regarding
the previous question shall no longer be entertained.
13. Only the protests/clarifications of the contestants or its registered coach shall be entertained.
14. Silence from the audience is requested during the reading of questions. Coaching from the audience is strictly
prohibited. The quizmaster, an Academic Team member, or the Regional Vice President for Academics reserves
the right to do the necessary action to maintain the integrity and orderliness of the event.
15. Questions/Clarifications with respect to the IRR shall be addressed before the commencement of the event.
Otherwise, it shall no longer be entertained.
16. The Regional Council shall have the exclusive power to interpret the provisions of the IRR and shall be vested
with the power to give sanctions to any contestant who shall violate any provisions in this IRR.
17. In case there are any concerns or protests which are not covered in this IRR, the Regional Council shall have the
absolute power and sole authority to decide and interpret the implementing rules and regulations of the ARC
Regional Academic League, upon consultation with the Regional Adviser, on matters which he deems necessary to
preserve and protect the integrity of the event. Should there be any ambiguity encountered by any party, such should
be addressed on a timely basis. The decision of the Regional Council shall be final and irrevocable.

RULES AND MECHANICS: THE ULTIMATE ACCOUNTING PLAYOFFS 2K17

GENERAL

1. Only members of the Quizzers Pool of Local Chapters will be allowed to join the academic event. Local
Chapters should send their Quizzers Pool information first to be recognized by the council. (Please see IRR for
Quizzers Pool Program)
2. Each Local Chapter can only send one team with five members and an academic adviser that shall serve as the
Coach. Three contestants shall serve as Starters and the other two contestants shall serve as substitutes.

REGULAR SEASON (ELIMINATION ROUND)

1. The REGULAR SEASON shall be comprised of three sub-rounds namely: Easy, Average and Difficult sub-rounds.
In this round, contestants shall answer individually and could accumulate a score of their own irrespective

of their Local Chapters. Each Coach shall send three participants (the Starters) “on the court” to start this round.
Time allotment, number of items and corresponding points are as follows:

2. The quizmaster shall read each question ONCE. The Regional Vice President for Academics may extend time
prescribed depending on the complexity of the question.
3. Contestants shall be provided with a copy of the question for every item. The contestants must not flip the copy
of the question until the quizmaster says “FLIP”. After that signal, the contestant may start reading and
answering the question provided. Any contestant who violates the said provision shall be given a warning for
the 1st offense. On the 2nd offense, the contestant shall be given sanction of accumulating only 50% of his/her
total score garnered in all sub-rounds. Violation of this provision for the third 3rd time shall mean
disqualification of the contestant from the competition.
4. Contestants shall only be allowed to manipulate their calculators after the quiz master says “GO”. Warning shall
be given for the 1st offense. 2nd offense shall mean disqualification from the particular question while, 3rd
offense entails disqualification from the competition.
5. The contestants shall answer each question within the time allotted. When the bell rings signaling the lapse of
time allotted, all contestants should stop answering and must immediately raise the board which corresponds to
their answer. Contestants who violate this provision will be considered to have given an incorrect answer.
6. Protests or questions regarding a particular problem shall be addressed to the judge or board of judges before
the quizmaster starts reading the next question. Once the next question has been distributed, subsequent appeal
shall no longer be entertained.
7. In case there are questions voided by the judge or board of judges, the Regional Vice President for Academics
shall replace the voided questions from the clincher questions.
8. For every correct answer, the contestant shall garner points as prescribed by the no. 1 provision. But in the
event of an incorrect answer, the said contestant shall be called for a Foul.
9. Contestants who are called for a foul for a total of five times whether consecutive or not shall be Fouled Out
of the Round.
10. Fouled Out for purposes of this round shall mean the contestant shall no longer be allowed to answer the
remaining questions after the question that he/she fouled out.
11. Substitutions however can be done to avoid a contestant fouling out or to substitute a contestant that has
fouled out. Only the registered coach shall be allowed to substitute contestants, thus any signal from the
participants that wishes to be substituted shall not be entertained by the Academic Committee.

12. Coaches that wish to substitute any player/s on the court shall approach the academic committee table, the
academic committee then decides when the substitute can come in (usually at the end of a question).
Substitutions during the reading and answering of a question are in no way to be entertained.
13. Coaches are given maximum of five substitutions for the whole Regular Season. Substituted contestant can still
come back to the game except if he/she has fouled out. For each substitution, the Coach can substitute one,
two or three members of the team, but this shall only be counted as one substitution.
14. A 30 second time-out can also be used by a coach. Time-out guidelines are the same of the substitution as
provided on provision no. 12. Once called, ONLY the Coach that called it can talk to his/her contestants. Any
substitution during a time-out is allowed provided it is communicated to the academic committee table. If not
communicated, it shall be void. Only two time-outs per team shall be allowed on the duration of the Regular
Season.
15. If two or more coaches approached the committee table almost at the same time to ask for a time-out they shall
be entertained simultaneously.
16. A team is allowed to continue the round as long as it still has a contestant that is eligible to continue the round.
17. At the end of the Regular Season, scores of each contestant (which includes the Starters and the Substitutes)
belonging to the same Local Chapter shall be accumulated to get the Accumulated Team Points of each Local
Chapter.
18. The TOP FIVE Local Chapters with the highest accumulated scores shall advance to the PLAYOFFS
(FINAL ROUND).
19. In case of tie, tie-breaking questions shall be given until the deadlock is broken. Each team shall be asked to
send one representative and the team that 1st answered the question correctly shall advance to the PLAYOFFS.

PLAYOFFS (FINAL ROUND)

1. The PLAYOFFS is a group and a buzzer-type round.


2. The round shall be divided into four quarters, the subject coverage and the number of questions to be
asked shall be as follows:

3. The TOP FIVE Local Chapters from the REGULAR SEASON shall advance in the PLAYOFFS. All scores
and fouls shall revert to ZERO. This round shall test the speed, strategy and coordination among the members
of the team to answer the questions using a buzzer.
4. Only one marker, raise board, eraser and copy of question shall be provided per team.
5. Just like the Regular Season, coaches shall designate three contestants as the Starters. Only three contestants per
team shall be allowed inside the playing court. Contestant that was fouled out during the Regular Season can
participate in this round and can even be a Starter.
6. The team must not flip the copy of the question until the quizmaster says “FLIP”. After that signal, the team
may start reading the questions and manipulating their calculators.
7. Any team can press their buzzer anytime even if the quizmaster is still in the process of reading the question
provided that before pressing the buzzer, the answer of the team is reduced into writing. Using abbreviations
are strictly prohibited unless specified in the question.
8. A team that answered correctly the question shall be awarded with two points. In case of an incorrect answer
they shall receive a deduction of one point and they cannot answer the next regular question.
9. Any team can steal a question that is initially answered incorrectly. The remaining teams can only start pressing
their buzzers to steal after the quizmaster says “INCORRECT”. The first team to press their buzzer shall be
given the chance to steal. Only one steal per question is allowed.
10. A team that is allowed to steal shall be given two points if they answered it correctly or a deduction of one point
if they did not. However, they can answer the immediately following question even if they answer the stolen
question incorrectly.
11. The quizmaster shall proceed to the next question if no team pressed their buzzer 60 seconds after he/she had
finished reading the question.
12. A team that answered three consecutive regular questions correctly either through initial play or steal shall be
given a “FREE THROW”. In this FREE THROW, the team is given a GENERAL INFORMATION
Question that they have to answer within 10 seconds. If the team answers it correctly, the team shall be given
additional one point and no deduction if they answer it incorrectly. Only the team entitled for the FREE
THROW can answer the question. If the team answered it incorrectly, the team is still eligible to answer the
next regular question.
13. After the FREE THROW was given, the counting for the three consecutive questions that needs to be
answered correctly shall restart to zero.
14. BOOSTS are hidden in some questions and can be utilized by the team that answered correctly the question in
which it is hidden. Boosts include DO OR DIE, POWER DEFENSE and COACH’S PLAY.

15. In DO OR DIE, the team can triple the risks and rewards of the immediately following question. Correct answer
either from the initial play or from the steal shall merit six points while an incorrect answer gives a demerit of three
points. This boost can be reserved and could be used at any other time at the option of the team.
16. In POWER DEFENSE the team shall select one among the remaining teams to use the Power Defense boost.
The chosen team shall then not be allowed to answer the immediately following regular question. This boost
can be reserved and could be used at any other time at the option of the team.
17. In the COACH’S PLAY, the question is to be answered by the coach of every team.
18. The boosts DO OR DIE and POWER DEFENSE, to take effect, should be used before the quizmaster
reads the question where the boost would take effect. The team must raise their hand and communicate with
the academic committee that they will use their boost for the next question.
19. If the team is able to receive two of the same boosts and the previous boost is still unused, the other boost will
be forfeited.
20. Combination of any of the boosts shall be allowed to be used by a single team in a single regular question.
However, boosts could not be used in FREE THROW question. Only the first team that signaled the use of
the boost shall be entertained, thus only a single team shall be allowed to use boost/s per regular question.
21. Substitutions shall also be allowed in this round. Coaches who wish to substitute any player/s on the court shall
approach the academic committee’s table. The academic committee shall then decide when the substitute can come
in (usually at the end of a question). Substitutions during the reading and answering of a question are in no way to be
entertained. Substitutions will take effect on the next question after the coaches called in a substitution.
22. Maximum of seven substitutions per team shall be allowed. A contestant who has been substituted can be
substituted back to the game. For each substitution, the Coach can substitute one, two or three members of the
team, but this shall only be counted as one substitution.
23. Time-out can be called by the Coach during the game. Coaches that wish to call time-out shall approach the
academic committee’s table. The academic committee shall then decide when to properly entertain the time-out
(usually at the end of a question). Time-outs during the reading and answering of a question are in no way to be
entertained.
24. If two or more coaches approached the committee table almost at the same time to ask for a time-out they shall
be entertained simultaneously. Once called, ONLY the Coach/es who called it can talk to his/her contestants.
Each team shall be given a maximum of two 30-seconds time-outs.
25. Five-minute break shall also be given at the end of the 1st and 3rd Quarter while 10-minute half-time break
is provided at the end of the 2nd Quarter. Coaches can substitute during these breaks but it must be
communicated to the academic committee, otherwise substitution shall not be allowed.

DETERMINATION OF WINNERS

MAJOR AWARDS

The team that has the highest accumulated score at the end of the PLAYOFFS shall be declared as the 1ST
PLACE, the second highest scorer as the 2ND PLACE and the third highest scorer as the 3RD PLACE. In case of
tie, tie-breaking questions shall be given until the deadlock is broken. The First team that answers the question
correctly shall win the ranking in dispute.

RULES AND MECHANICS: GLOBAL CERTIFICATION CHALLENGE

ELIMINATION ROUND

1. The questions shall be categorized according to difficulty. Before the quizmaster reads the question, he/she
shall state the certification from where the question is categorized.
2. The quizmaster shall read each question ONCE.
3. All contestants shall be provided with hard copies of all the questions.
4. Quizmaster shall say the word “FLIP” to signal the start of reading the question and then the contestants shall
start reading the question together with the quizmaster.

5. All contestants may start answering and manipulating their calculators as soon as the quizmaster has read the first
word of the question. Any contestant who violates this provision shall be given a warning for the 1st and 2nd
offense. Violation of this provision for the 3 rd time shall mean disqualification of the team from the competition.
6. Before the time allotted for each question had lapsed, the contestants should have written his/her answer on
his/her answer board. When the bell rings signaling the lapse of time allotted, they should stop answering and
must raise their answer board. Otherwise, their answer shall be forfeited.
7. Contestants shall not glance at or/and talk to their seatmates/ competitors during the contest proper.
8. All contestants shall not erase what they have written on the answer board unless the quizmaster has given the
clearance to do so. This is to document the answer of the contestants in case disputes/protests would be made
for a certain question.
9. In view of the said protest, a contestant who erased his answer on his own answer board shall be deemed to be
forfeiting the chance to have the correct answer.
10. The Elimination Round is composed of three subset levels namely; Easy, Average and Difficult Round.

11. The top 10 contestants with the highest points shall advance to the Final Round.
12. In case of a tie, a question chosen either by the panel of judges or the Regional Vice President for Academics or
Event Project Head shall be asked to the concerned contestants to break the dead lock. The first contestant to
raise the correct answer shall win the tie-breaker question.
13. The tie-breaker questions shall have no bearing on the cumulative scores of the contestants.

FINAL ROUND

1. The TWO highest pointer in every certification will move to the final round. If there would be a participant
who will be on two or more of the top three for every certification, the higher ranking will be the basis of his
points while the other ranks will be given to the next highest pointer in every certification (e.g., A is rank #1 in
Finance and rank #2 in Internal Audit, his rank in Internal Audit will be given to the next highest pointer). This
would only be a basis in selecting the participants for the final round. A total of EIGHT Participants will
advance to the next round.
2. All scores will revert to ZERO in the final round.

3. The highest pointer from the Elimination Round among the participants shall pick the category on where the
first question will come from. Time allotment, number of items, corresponding points for every correct answer
and corresponding deductions for every incorrect answer are as follows:

4. After the participant has chosen the category on where the question will come from, the questions will be
distributed by the quizmasters.
5. The teams may start answering and manipulating their calculators as soon as the quizmaster has read the first
word of the question provided that before the contestant presses the buzzer, their answer must already be
written on the answer board, otherwise their answer shall be deemed null and void. Any team who violates the
said provision shall be given a warning for the 1st offense. On the 2nd offense, the team shall be given sanction
of accumulating only 50% of their total score garnered in all rounds. Violation of this provision for the 3 rd time
shall mean disqualification of the team from the competition.
6. After the allotted time has been exhausted, the participants shall raise their boards up. The participant who will
get the correct answer will be given seven points while the participants who gave an incorrect answer will be
given a deduction of two points. If the participant did not provide an answer, he would not be given any points
or deduction.
7. Once the score of the participant reaches zero (because of deductions), they would not be allowed to answer the
next questions anymore.
8. After the 20 questions have been exhausted, the accumulated scores in the final round will be the basis on
determining the winners of the major awards.

DETERMINATION OF WINNERS

MAJOR AWARDS

1. OVERALL CHAMPION. The contestant who garnered the highest accumulated score in all questions given
in the Final Round in all categories shall be announced as the overall champion.
2. 2ND PLACE. The contestant who garnered the second highest accumulated score in all questions given in the
Final Round in all categories shall be announced as 2nd place.

3. 3RD PLACE. The contestant who garnered the third highest score in all questions given in the Final Round in
all categories shall be announced as the 3rd place.

Event Project Head shall be asked to the concerned contestants to break the dead lock. The first contestant to raise
the correct answer wins the clincher round. Clincher Round questions shall have no bearing on the cumulative
scores of the contestants.

MINOR AWARDS

1. Future CFA Award. The contestant who garnered the highest score in all questions given under the Corporate
Finance category shall receive this special award.
2. Future CIA Award. The contestant who garnered the highest score in all questions given under the Internal
Audit category shall receive this special award.
3. Future CISA Award. The contestant who garnered the highest score in all questions given under the Information
Systems Audit category shall receive this special award.
4. Future CFE Award. The contestant who garners the highest score in all questions given under the Fraud
Examination category shall receive this special award.

The basis of the following awards will be the accumulated scores in the elimination round.

RULES AND MECHANICS: MEET THE STANDARDS – THE X EDITION

QUALIFYING ROUND

1. In the QUALIFYING ROUND, contestants shall be given a written examination to determine the top 30
contestants who shall qualify for the elimination round.
2. The written examination shall consist of 50 questions and shall be answered by the contestants within one hour.
3. Contestants shall be provided with answers sheets but he/she must bring his/her own pencil
(preferably Mongol #2).
4. Contestants must shade the letter which corresponds to their answers.
5. Contestants shall begin answering the questions when the quizmaster gives the GO Signal.
6. Contestants should submit their answer sheets upon the end of the time allotted.

7. In case of a tie in the ranking of the top 30 contestants, clincher questions shall no longer be given. Simply
stated, qualifiers for the elimination round could not exceed 30 contestants.

ELIMINATION ROUND

1. The ELIMINATION ROUND shall be comprised of three rounds namely: Easy, Average and Difficult
Rounds. In case of tie after the Difficult Round, clincher questions shall be given to the contestants until the
deadlock is broken. Time allotment, number of items and corresponding points are as follows:

2. The quizmaster shall read each question ONCE. The Regional Vice President for Academics may extend time
prescribed depending on the complexity of the question.
3. Contestants shall be provided with a copy of the question for every item. The contestants must not flip the copy
of the question until the quizmaster says “FLIP”. After the quizmaster announces the question number, the
contestant may start reading and answering the question provided. Any contestant who violates the said
provision shall be given a warning for the 1st offense. On the 2nd offense, the contestant shall be given sanction
of accumulating only 50% of his/her total score garnered in all rounds. Violation of this provision for the 3rd
time shall mean disqualification of the contestant from the competition.
4. The contestants should answer each question within the time allotted. When the bell rings signaling the lapse of
time allotted, all contestants should stop answering and must immediately raise the board which corresponds to
their answer. Contestants who violate this provision shall not be given any point even if he/she got the correct
answer.
5. The contestants who were able to get the correct answer must continue raising their boards up until the
quizmaster has called your board number, meaning, your corresponding point has been recorded.
6. In case there are questions voided by the judge or board of judges, the Regional Vice President for Academics
shall replace the voided questions from the clincher questions.
7. The TOP FIVE contestants with the highest accumulated scores shall advance to the FINAL ROUND.
8. In case of tie, clincher questions shall be given until the deadlock is broken. The 1st contestant who answered
the question correctly shall advance to the FINAL ROUND.

FINAL ROUND

1. The FINAL ROUND shall be a buzzer-type round. This round shall test the speed and strategy of the
contestant to answer the questions using a buzzer.
2. The TOP FIVE contestants from the ELIMINATION ROUND shall advance to the FINAL ROUND. All
points of the contestants from the ELIMINATION ROUND shall revert to zero.
3. The questions are not categorized by difficulty which means the set of questions is shuffled.
4. The quizmaster shall read the chosen question only ONCE. All contestants can answer the question even if the
question was picked by other contestants.
5. Contestants may answer the question at any moment even if the quizmaster is still on the course of reading the
question, provided that before pressing the buzzer, the answer must already be reduced to writing and the right
term or digits are legibly written on the board. Otherwise, the answer shall be deemed as null and void. Using
abbreviations shall be strictly prohibited unless specifically allowed by a particular question.
6. The first contestant who pressed the buzzer shall get the chance to answer the question. If the first contestant
got the correct answer shall be given a score of 5 points.
7. If the contestant who first pressed the buzzer answered the question incorrectly, the contestant shall lose a turn.
Only one contestant has the chance to steal. The other contestant who shall steal can only start pressing the
buzzer after the quizmaster declared the answer of the first contestant as incorrect.
8. If the stealer got the correct answer, he/she shall also be given a score of 5 points. But if the contestant who got
a chance to steal still answered the question incorrectly, the contestant shall also lose a turn. Then the
quizmaster shall proceed to the next question.
9. However, if no contestants pressed their buzzers one minute after the quizmaster has finished reading the
question, the quizmaster shall proceed immediately to the next question.
10. There would be a random MULTIPLIER in the set of questions. The contestants who will answer the
question correctly shall receive the multiplier. The MULTIPLIERs in the questions will be the following:

11. Also, a random loot of DIVISOR can be received by the contestants if answered the questions correctly. It
can be used by the contestant to another contestant preventing its multiplier to take effect. The divisor cannot
be used for the contestants who received a multiplier of X1.
12. The FINAL ROUND shall end once all the 20 questions have been exhausted.

DETERMINATION OF WINNERS

1. All other contestants shall then be ranked based on total accumulated score on the FINAL ROUND.
2. The contestant with the highest accumulated score shall be declared as the 1st place, the second highest as the
2nd place and the third highest as the 3rd place and so on.
3. In case there is a tie after exhausting all the previous provisions, clincher questions shall be given until the deadlock
is broken. The first contestant that answers correctly the clincher question shall win the ranking in dispute.

RULES AND MECHANICS: AUDIT CASE STUDY COMPETITION

GENERAL GUIDELINES

1. The AUDIT CASE COMPETITION shall be divided into three phases — SEMINAR TRAINING,
WRITTEN AUDIT CASE REPORT and ORAL PRESENTATION OF AUDIT CASE REPORT.
2. SEMINAR TRAINING is the first phase and to be conducted right before the Audit Case proper wherein
representative Auditors from the sponsoring firm shall conduct seminar training about the said competition.
The team members shall be oriented about the rules and guidelines of the competition proper. The orientation
shall also include trainings and lectures on the auditing profession to prepare the contestant for the forthcoming
audit case tournament.
3. Failure of a member or two of an audit team to attend the Seminar training shall cost the team 5-point
deduction on the average score of Written and Oral Presentation of Audit Case Report. Failure of the whole
team to attend the Seminar shall disqualify the team from participating on the competition.
4. The second phase of the tournament shall be the WRITTEN AUDIT CASE REPORT, wherein the
participant teams shall submit a written case report to be evaluated by an Audit Partner or representatives of the
Sponsoring Firm.
5. The last Phase shall be an ORAL PRESENTATION OF AUDIT CASE REPORT of the top 5 teams
that is to be evaluated and judged by the Audit Partner or representatives of the sponsoring firm.

SPECIFIC GUIDELINES

1. Participants shall only be allowed to bring the following during the competition proper: calculators, laptops,
dictionary and one reference book for each member.
2. Participants shall be in corporate attire during the tournament competition.
3. Coaches shall not be allowed to participate in the conceptualizing the Audit Case Report. Hence, their role is to
guide their team during the trainings and provide them insights about external auditing.
4. Teams shall be given three hours to come up with written audit documentation, in the form of a prescribed
substantive procedure working paper, on the case handed to them.
5. The substantive audit documentation/working paper should have the following at the minimum:
  Name of simulated client-company
  Heading of the substantive audit documentation/working paper
  Audit year-end
  Assertions and respective audit objectives
  Summary of substantive audit procedures performed
  Documentation of audit testing performed
  Audit notes/findings (to include proposed adjusting journal entries, if there’s any)
  Conclusion
  A separate sheet indicating the legend of the tick marks used
6. Participants are prohibited from placing any identifying marks of their local chapter in their presentation.
Participants are also discouraged to wear any clothing material, accessory or color coding that would
identify them as contestants from a particular local chapter.
7. The following criteria shall be used in evaluating the written case report:

 validity of findings and conclusion as supported with specific provisions from the Philippine Financial
Reporting Standards (PFRS) and Philippine Standards on Auditing (PSA)

Sufficiency and appropriateness of the substantive testing is the extent to which the team:
 considers the quantity and quality of their substantive procedures to perform direct test of account balances

Timeliness and overall quality of the report is the extent to which the team:
  follows the recommended guidelines for written reports
  effectively writes an easily comprehensible report
  effectively uses schedules, charts and images to better explain their report
 submits their report on or before the designated time

8. Top five participants based on the given criteria on provision no. 7 advance to the ORAL PRESENTATION.
Top five teams on no particular order are to be announced through texts to the respective team leaders and
advisers immediately after the deliberation of the board of judges.
9. Each team shall be given 25 minutes for the presentation which includes 3 minutes setup time, 15 minutes oral
presentation and 7 minutes for question and answer by the board of judges.
10. The following criteria shall be used to evaluate the oral case presentation:

RULES AND MECHANICS: REGIONAL MOCKBOARD EXAMINATION

GENERAL GUIDELINES

1. Examinees are advised to be at the designated place at least 30 minutes before the time schedule.
2. Examinees must strictly wear business attire (no maong pants, no rubber shoes). A participant who does not
comply with the required attire will not be allowed to take the examination.
3. Late Examinees are still allowed to take the exam, however; he/she is allowed only to finish the exam within
remaining time allotted for the certain subject. He/she is not allowed to take the subject that he/she missed, if
any.
4. Examinees are not allowed to take advance examination or special examination as a general rule. However, the
Regional Vice President for Academics could grant exception to the rule as the case may be.

academic team shall check the authenticity of the calculators upon getting the examination paper and the answer

7. Examinees shall not be allowed to bring any review material or paraphernalia. Anyone who violates this
provision shall be given a corresponding sanction by the Academic Team as deemed necessary. (e.g.
confiscation of the review materials or paraphernalia)
8. Any examinee who was caught cheating shall lose his/her right to take the examination.
9. After the time allotted for the examinees to finish the examination has lapsed, answer sheets shall be submitted
to the Academic Team. Late answer sheets shall no longer be accepted.
10. Keeping of the questionnaire shall be at the discretion of the examinee. The Academic Team shall no longer
collect the questionnaires from the examinees.

DETERMINATION OF WINNERS

The OVERALL TOP TEN examinees shall be awarded and the HIGHEST POINTER IN EACH SUBJECT
shall be awarded as a MASTER of that subject.

ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS

1. It shall be the primary duty of the Regional Vice President for Academics to effectively enforce the provisions
of this Implementing Rules and Regulations. The Council also has the sole right to interpret the contents of this
Implementing Rules & Regulations and their decision will be binding and irrevocable.
2. The Regional Adviser or his duly designated representative shall act as legal adviser to the Regional Vice
President for Academics and the Council and shall render legal assistance as may be necessary in carrying out
the provisions of this Implementing Rules and Regulations.

AMENDMENTS OR REVISIONS

1. The Council shall be vested with the exclusive power to revise and amend the Implementing Rules and
Regulations.
2. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed by any member
of any local chapter upon a written request of such member, stating the reasons thereto.
3. Any request for amendments and revisions as well as proposed amendments must initially be reviewed by the
Regional Vice President for Academics then to be forwarded to the Regional Executive Officers for discussion,
editing and final approval and to be noted by the Regional Adviser.
4. The Regional Executive Officers shall have the right to debunk any proposed revisions and amendments,
submitted to them by the Regional Vice President for Academics, which are deemed unnecessary. The final
decision on any inclusions and exclusions to this Implementing Rules and Regulations must be determined by a
majority vote of all Regional Executive Officers in which the Regional Vice President for Academics is included.
5. Amendments to particular provisions in this Implementing Rules and Regulations shall be allowed provided that
such amendments will be communicated to stakeholders at least two weeks before it could take effect.

SEPARABILITY CLAUSE

If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be declared
unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other part hereof, but shall be
merely confined to the clause, provision, paragraph or part directly involved in the controversy in which such
judgment has been rendered.

REPEALING CLAUSE

Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this Implementing Rules
and Regulations are hereby repealed or modified accordingly.

EFFECTIVITY

This Implementing Rules and Regulations shall take effect immediately after its presentation and approval from the
Assembly.
