Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Opioid Addiction
4
Treatment Programs Enhancement Act’’.

SEC. 2. T–MSIS SUBSTANCE USE DISORDER DATA BOOK.

(a) I

G
ENERAL
.—Not later than the date that is
2
12 months after the date of enactment of this Act, the
3
Secretary of Health and Human Services (in this section
4
referred to as the ‘‘Secretary’’) shall publish on the public
5
website of the Centers for Medicare & Medicaid Services
6
a report with comprehensive data on the prevalence of sub-
7
stance use disorders in the Medicaid beneficiary popu-
8
lation and services provided for the treatment of substance
9
use disorders under Medicaid.

ONTENT OF
R
EPORT
.—The report required
11
under subsection (a) shall include, at a minimum, the fol-
12
lowing data for each State (including, to the extent avail-
13
able, for the District of Columbia, Puerto Rico, the Virgin
14
Islands, Guam, the Northern Mariana Islands, and Amer-
15
ican Samoa):

(1) The number and percentage of individuals
17
enrolled in the State Medicaid plan or waiver of such
18
plan in each of the major enrollment categories (as
19
defined in a public letter from the Medicaid and
20
CHIP Payment and Access Commission to the Sec-
21
retary) who have been diagnosed with a substance
22
use disorder and whether such individuals are en-
23
rolled under the State Medicaid plan or a waiver of
24
such plan, including the specific waiver authority
25

under which they are enrolled, to the extent avail-

able.

(2) A list of the substance use disorder treat-
3
ment services by each major type of service, such as
4
counseling, medication assisted treatment, peer sup-
5
port, residential treatment, and inpatient care, for
6
which beneficiaries in each State received at least 1
7
service under the State Medicaid plan or a waiver of
8
such plan.

(3) The number and percentage of individuals
10
with a substance use disorder diagnosis enrolled in
11
the State Medicaid plan or waiver of such plan who
12
received substance use disorder treatment services
13
under such plan or waiver by each major type of
14
service under paragraph (2) within each major set-
15
ting type, such as outpatient, inpatient, residential,
16
and other home and community-based settings.

(4) The number of services provided under the
18
State Medicaid plan or waiver of such plan per indi-
19
vidual with a substance use disorder diagnosis en-
20
rolled in such plan or waiver for each major type of
21
service under paragraph (2).

(5) The number and percentage of individuals
23
enrolled in the State Medicaid plan or waiver, by
