This standard applies to circuit breakers (including their drives) for frequent switching
operations designated for industrial AC three-phase installations, current frequency 50 Hz and
standard voltage from 6 to 220 kV inclusive, for the needs of the national economy or for
export.
This standard does not apply to oil or contactless breakers, or to breakers for mobile
electrical equipment (e.g. electric locomotives, excavators), or to breakers designated for
operation on premises with a risk of fire or explosion (e.g. in gas mines).
This standard corresponds to the publications MEK 56 (1-6), 427 and 694 regarding
general technical specifications and test methods.

1. CLASSIFICATION

1.1. Breakers shall be classified in accordance with the following key features:
1.1.1. the type of the installation in accordance with GOST 687–78.
1.1.2. the underlying operation principle:
gas (air and electo-gas);
vacuum;
electromagnetic.

1.1.3. by the design and functional connection between poles, type of design connection
between the breaker and the drive, the drive type depending on the kind of energy used in the
switching process, by presence or absence of resistors and/or capacitors bridging ruptures of
the arc extinguisher and/or isolating switch, by the breaker’s capacity to operate during
automatic repeated switching (ARS) and by the structure of the breaker’s model number in
accordance with GOST 687–78.
1.1.4. by the use:

1.2. Breakers are reparable devices.

2. KEY (STANDARD) PARAMETERS

2.1. Standard values of breakers’ key parameters shall correspond to those given in
Table 1.

3. TECHNICAL SPECIFICATIONS

3.1. Breakers shall be manufactured in accordance with the requirements of GOST 687-78
and this standard, of standards and technical specifications for specific types of breakers using
working drawings approved in accordance with the established procedure.
3.2. The breakers shall be designated for operation under the following conditions:
1) altitude above sea level shall not exceed 1 000 meters. With agreement between the
customer and manufacturer, breakers may be used at an altitude above sea level exceeding
1 000 meters, but no more than 2 000 meters. Electric parameters and test methods for these
breakers shall be indicated in standards and technical specifications for the specific types of
breakers;

2) standard values of climatic factors shall comply with GOST 15150–69 and
GOST 15543–70 for climatic versions У and ХЛ, placement categories 1 and 3; for climatic
version УХЛ, placement categories 1, 3 and 4; for climatic versions Т and ТС, placement
categories 1 and 3. The lower value of the operation temperature for breakers’ climatic
versions У, ХЛ и УХЛ, placement category 3 shall equal –25°С and the effective temperature
of the surrounding air shall comply with GOST 8024–84;
the effective temperature for the climatic version Т shall equal +45°С.
3.3. The breakers’ resistance to the climatic factors effects shall comply with the
requirements of GOST 15150–69. Moreover, the breakers in climatic versions ХЛ and УХЛ
shall meet the requirements of GOST 17412–72, and those in climatic versions Т and ТС shall
meet the requirements of GOST 15963–79.
3.4. Operation of breakers in circuits with the current frequency 60 Hz shall be allowed.
Parameters of the maximum current in the long-run operation mode, the maximum short-time
endurable current and the maximum breaker switch-off current may differ from the standard
values given in Table 1. These parameters shall be indicated in standards or specific
requirements for the specific types of breakers.
3.5. The circuit breakers shall ensure automated repeated switching (ARS) in accordance
with GOST 687–78.
The ARS-mode implementation by the breakers for electro-thermal installations shall not
be required.
3.6. Additional requirements for breakers designated for using in UDD shall be indicated
in standards or technical specifications for the specific types of the breakers.
3.7. Requirements for the electric strength of the breaker’s main circuits insulation shall
correspond to the requirements of GOST 1516.1–76.
The external insulation of breakers designated for standard voltage 110 or 220 kV shall
pass tests for absence of the visible corona by applying to the ground insulation voltage with
an industrial frequency equal to 110% of the maximum operational voltage divided by 3 .

Additional requirements for the insulation of vacuum breakers shall be indicated in
standards or technical specifications for the specific types of breakers.
3.8. Requirements for the insulation of control, blocking or signaling circuits shall comply
with GOST 1516.1–76, and for the breakers in climatic versions Т and ТС, with
GOST 15963–79.
Requirements for the interloop insulation of the electromagnet windings in the breaker’s
control circuit shall comply with GOST 687–78 (with the exception of those connected to the
transformer secondary circuit). The insulation shall endure for 1 minute the AC current with a
50 Hz or higher frequency applied between the outputs of the winding with the amplitude
value equal to:

2 ·3.5 times the standard value of the winding feed for AC windings;
2 ·2.5 time the standard value of the winding feed for DC windings.
3.9. The leakage path of the external insulation for breakers of placement category 1 shall
correspond to categories A or Б in accordance with GOST 9920–75.
3.10. Requirements for heating of breakers (except vacuum ones) manufactured in climatic
versions У, ХЛ and УХЛ for the long-run operation mode are set by GOST 8024-84, and for
breakers in climatic versions Т and ТС by GOST 15963–79.
Requirements for heating of vacuum breakers shall be indicated in standards or technical
specifications for the specific types of breakers.
When breakers are operated at the temperature of surrounding air exceeding plus 40°С,
but no more than 60°С, by agreement between the customer and the manufacturer, the
breakers may be operated at a lowered current load.
3.11. Reliability indicators
3.11.1. The mechanical service life of breakers shall be no less than the number of
“switching-on-independent pause-switching-off” cycles (B–tп–O) performed without voltage
in the main circuit and with standard voltage applied on the control circuit outputs
(for pneumatic drives at the standard pressure, and for spring drives for the standardized static

momentum) which shall be given in Table 2.

between the B and O operations.
** For the vacuum breakers designated for 35 kV voltage 100 000 cycles and for the
110-220 kV voltage 40 000 cycles.
Note. For the vacuum breakers of electro-thermal installations, it shall be permitted to
ensure the required number of cycles by changing the vacuum chambers. The number of cycles
prior to the change of the vacuum chamber shall be set by standards or technical specifications
for the specific types of vacuum breakers.
The breakers shall moreover endure no fewer than 100 В–tn–О cycles with corresponding
drives on the upper limit of voltage on the control circuit outputs (or at the upper limit of
pressure for pneumatic drives).
The number of cycles given in Table 2 for gas breakers shall be ensured under the
following conditions:
1) external rubbing parts shall be regularly lubricated and bonding shall be tightened after
performance of the breaker of every:

2 500 cycles for breakers designated for the 6 and 10 kV voltage;


1 500 cycles for breakers designated for the 35 kV voltage;
1 000 cycles for breakers designated for the voltage 110 kV and higher;
2) lubrication of rubbing parts, minor regular adjusting (e.g. adjusting of contact pressure,
damper devices, etc.) and, if necessary, change of rapidly wearing-out parts (assemble units)
by spare parts included in the breaker’s set (e.g. sealing, sliding contacts, etc.) after
performance:
by circuit breakers of every:
5 000 cycles for breakers designated for the 6 and 10 kV voltage,
3 000 cycles for breakers designated for the 35 kV voltage,
2 000 cycles for breakers designated for the voltage 110 kV and higher;

by breakers for electro-thermal installations:


20 000 cycles for breakers designated for the 6 and 10 kV voltage,
7 500 cycles for breakers designated for the 35 kV voltage,
2 000 cycles for breakers designated for the voltage 110 kV and higher.
The number of cycles corresponding to items 1 and 2 for vacuum and electromagnetic
breakers shall be indicated in standards and technical specifications for the specific types of
breakers.

3.11.2. The established operating time of failure for switching load currents and
short-circuit currents shall be indicated in the standards and technical specifications for the
specific types of breakers.
3.11.3. The switching service life for short-circuit currents of the gas and electromagnetic
breakers shall comply with the requirements of GOST 687–78, while for vacuum breakers it
shall be indicated by standards or technical specifications for the specific types of breakers.
3.11.4. The switching service life for breakers except the vacuum ones for load currents
shall correspond to the number of cycles given in Table 3. The switching operating time of the
vacuum breakers shall correspond to the number of cycles and conditions given in Table 2.
Parameters of the voltage restoring after switching-off of the load currents shall not be
standardized.

N o t e . Procedure for determining the number of the В – tп– О cycles for lower values of the current shall
be indicated in the operating instructions.
3.11.5. Operating time until the breaker’s mid-life repair shall be no less than 6 years *.
Full service period shall be 25 years *.

3.12. The mechanical characteristics of breakers depending upon the breaker’s type and
the drive’s type (contactless pause, speed and time of contacts moving, force of their pressure,
torsion momentum, etc.) shall be given in the operation documentation.
Depending on the drive’s type, the actual and full time of the breaker’s switching-on and
off, utilized current of switching devices, air blowing rate per each switching on and off and
the annual amount of gas leakage shall be indicated in the standards and technical
specifications.
3.13. Breakers of placement category 1 manufactured in climatic versions У, ХЛ and
УХЛ shall be utilizable in icy conditions for an ice crust thickness up to 10 mm and a wind
speed up to 15 m/sec and, in the absence of ice, independent of the climatic version, they shall
be utilizable in a wind speed up to 30 m/sec.
At the customer’s request, the breakers of placement category 1 manufactured in climatic
versions У, ХЛ and УХЛ shall be utilizable in icy conditions for an ice crust thickness up to
20 mm and a wind speed up to 15 m/sec and, in absence of ice, independent of the climatic
version, they shall be utilizable in a wind speed up to 40 m/sec.
3.14. Breakers of placement category 1 shall allow wire pulling (in the horizontal direction
towards the pole) of no less than 500 N (50 kg) for breakers designated for voltage up to 35
kV inclusive, and 1 000 N (100 kg) for breakers designated for the voltage 110 kV and
higher. Besides, these breakers shall be designed for action of the vertical component of wire
pulling, the value of the latter being established by standards or technical specifications for the
specific types of the breakers.
3.15. Breakers designated for installation in the machine rooms of turbo-generators with
power 2 500 kV and more shall correspond by their resistance to the action of environmental
and mechanical factors to group М6 in accordance with GOST 17516–72.
3.16. Breakers in their resistance to the action of short-time endurable short-circuit current
shall correspond to the requirements of GOST 687–78.
3.17. Gas and electromagnetic breakers in their switching capacity for short-circuit

currents shall correspond:
for circuit breakers to GOST 687–78;
for breakers for electro-thermal installations to GOST 687–78 with the exception of this
standard’s requirements for the conditions of antiphase, switching-off of the non-distant short
circuits and aerial lines without load. Parameters of the restoring voltage and, for vacuum
breakers, also of allowed coefficients of overvoltage for switching-off, shall be indicated in
standards and technical specifications for the specific types of breakers.

Requirements for the switching capacity of vacuum breakers for short-circuit currents shall
be indicated standards and technical specifications for the specific types of the breakers.
3.18. Each breaker shall have a counter of the number of switchings-off.
3.19. The current transformers (if any) built-in into the breaker shall comply with the
requirements of GOST 7746–78.

4. SAFETY REQUIREMENTS

4.1. Safety requirements for the breakers’ design shall comply with GOST 12.2.007.3-75.
4.2. Additional safety requirements for the vacuum breakers concerning protection from
X-ray radiation shall be indicated in standards and technical specification for the specific types
of the breakers.

5. COMPLETENESS OF THE SET

5.1. The breaker’s set shall include:


a drive and/or distributive case depending on the breaker’s type;
a single set of spare parts *.
5.2. The breaker’s set shall also include the following documents:
the certificate of the breaker;
the certificate of the pressured vessel (for gas breakers and for pneumatic and pneumatic
and hydraulic drives);
the certificate of the vacuum arc-extinguishing chamber (for vacuum breakers);
the technical description and the operation manual;
the log-book of the spare parts set *.
The number of copies of the documents per breaker or per batch shall be indicated in
standards or technical specification for the specific types of the breakers. At the customer’s
request, additional copies of documentation shall be provided.
5.3. The set of the drive manufactured separately from the breaker shall include a single
set of spare parts*.

5.4. The set of the drive manufactured separately from the breaker shall include the
following documentation:
the certificate of the drive;
the certificate of the pressured vessel (for gas breakers and for pneumatic and pneumatic
and hydraulic drives);
the technical description and the operation manual;
the log-book of the spare parts set*.
The number of copies of the documents per drive or per batch shall be indicated in
standards or technical specification for the specific types of the breakers. At the customer’s
request, additional copies of the documentation shall be provided.

6. RULES OF ACCEPTANCE

6.1. The rules of acceptance for drives shall comply with GOST 15.001–73 and
GOST 687–78.
6.2. The following categories of tests shall be established for checking the compliance of
the mass produced drives to the standard requirements:
acceptance tests, checking tests, regular tests and standard tests.
6.3. Depending on the construction and dimensions of the drive and on the tested
parameters, the test may be taken by the drive (all three poles), the drive’s pole, the pole
element, the module, the vacuum chamber, the gap, and separate assemblage units.
The tested units and the number of samples shall be given by standards or technical
specifications for the specific types of breakers.
The units for regular tests shall be selected from products that have passed the quality
control.
If a part of the drive shall be tested (pole, module, gap) that shall be related in a functional
way with other such elements, then the test program shall include (and this shall be registered
in the test log-book) measurements which were carried out for reproducing (simulating) the
influence of other parts on the tested one, or a justification shall be given that the conducted
test of the given part does not make the test conditions easier.
6.4. Depending on the drive’s design features and the type of tests, it shall be permitted to:
carry out tests without installing separate assemblage units or parts not influencing in a
functional way the results of the test;
use during the tests stock assemblage units and parts;

simulate separate assemblage units and parts by corresponding devices;


subject several samples of the device to different types of the tests (parallel tests);
introduce additional details of the conditions for carrying out the test.
The assumptions made shall be presented in the program and in the test record.
6.5. The procedure for the acceptance, checking and regular tests shall comply with the
requirements of GOST 15.001–73 and this standard, and shall be established in standards and
technical specifications for specific types of breakers.

6.6. Ac c e p t a nc e t e s t s
6.6.1. Every breaker shall pass the acceptance test.
6.6.2. The content of the acceptance test shall be given in Table 4. The order of testing
shall be indicated by standards or technical specifications for the specific types of the breakers.
6.6.3. Characteristics of the kit units given in the accompanying documentation
(e.g. resistance of the electromagnet windings, capacity of shunting capacitor, electric strength
of the input insulation, etc.) shall not have to be tested if they are instead recorded in the
breaker’s certificate or the test record on the basis of data indicated in the said technical
documentation.
6.7. C h e c k t e s t
The content of the check test shall correspond to the data given in Table 4.
It shall be allowed not to carry out tests required by clauses 2.2, 2.3, 3.2, 3.3, 3.4, 5, 7, 8,
9, 10.1, 10.2, 10.3, 14 of Table 4, if they have been carried out on the test specimen and the
following conditions have been fulfilled:
the test specimen was manufactured by the technology used in the mass production;
the team accepting the R&D specimens did not recommend an the improvement of the
design which required carrying out additional tests.
6.8. R e g u la r t e s t s
6.8.1. The regular tests shall be carried out for breakers that have passed the acceptance
test.
6.8.2. The content of the regular test shall be given in Table 4.
6.8.3. The regular test shall be carried out no less than once per 5 years with the exception
of those of clauses 5, 7, 8, 9 of Table 4, which shall be carried out no less than once per
10 years.

6.8.4. If, by the date of carrying out the next regular tests, the specimens of the breakers
to be tested are not manufactured anymore, then the tests shall be carried out on the specimen
(specimens) from the first batch manufactured after arrival of the given date. In this case the
breakers shall be manufactured for no more than two years on the basis of the certificate of the
previous check, regular and acceptance tests.
6.9. S t a nd a r d t e s t s
6.9.1. Standard tests shall be carried out if changes in the design, materials used or in the
production technology might affect the characteristics or the parameters of the breaker.
Standard tests may be applied to the breaker, separate assemblage units, parts or materials.
6.9.2. The necessity of carrying out standard tests, their amount, sequence of conducting
and the number of specimens shall be determined by the manufacturer (designer).
Application to the given type of the breaker of the standard test results for a similar
design, technological solution and materials carried out on other products shall be allowed.
Depending on the character of the changes made, the objects listed in clause 6.3 as well as
separate parts and material samples shall be tested.
6.10. Separate types of the check, standard or regular tests of other types (manufacturing
versions) of similar breakers may be taken as the corresponding tests of the given type
breaker.
Corresponding technical justification shall be presented in the test log-book.
6.11. If different types of drives are envisioned for the control of the given type breaker,
then only one of them shall be subject to full-scale check or regular tests. The amount of tests
of the breaker with other types of drives may be contracted with the justification of the
contraction in the test program and log-book.
6.12. All types of the tests given in Table 4 for the breakers designated for use in circuits
with the 60 Hz frequency shall be carried out at 50 Hz frequency following the standards and
methods established for testing breakers at this frequency. The parameters obtained in the
course of tests at 50 Hz frequency for heating in the long-run operation mode, resistance and
resistance to the short-time pulse of the short-circuit current and for the switching capacity
recalculated for 60 Hz frequency shall comply with the requirements of clause. 3.4.
6.13. The logbooks of the check and regular tests may be submitted to the customer at his
request.

7. TEST METHODS

7.1. Tests of the breaker’s main circuit insulation shall be carried out in accordance with
GOST 1516.1–76 and GOST 1516.2–76, and the determination of the leakage path of the
external insulation shall be carried out in accordance with GOST 9920–75.
Additional methods of testing the vacuum breaker’s insulation shall be indicated in
standards and technical specifications for the specific types of breakers.
7.2. The tests of the control and auxiliary circuits insulation shall be carried out in
accordance with GOST 1516.1–76 and GOST 1516.2–76. The test of the interloop resistance
of the electromagnet windings in the breaker’s control circuit shall be carried out in
accordance with GOST 687–78.
7.3. Measurements of the electric resistance of the main circuit and testing of the breaker’s
heating in the long-run operation mode are carried out in accordance with GOST 8024–84.
7.4. Testing of breaker’s resistance to the action of the short pulse of the endured short-
circuit current (breaking-through short-circuit current) shall be carried out in accordance with
GOST 687–78.
7.5. Testing of the switching capacity of the mains’ breakers shall be carried out in
accordance with GOST 687–78.
7.6. Testing of the switching capacity of breakers designated for the electro-thermal
installations shall be carried out in accordance with GOST 687–78 and clause 3.17 of this
standard.
7.7. Testing of the breaker’s wearing-out resistance to switching of the load current shall
carried out in accordance with GOST 687–78 under the following conditions:
the current shall equal (100±10)% of the breaker’s standard current;
the number of tests shall correspond to that given in Table 3;
standard supply voltage (for the electric drives) or standard excessive pressure
(for pneumatic drives).
The tests may be carried out at lower pressure if preliminary tests have shown that the
time of arcing does not decrease.
The requirements of clause 3.11 shall be satisfied during the tests.

It shall be allowed to confirm the switching service life for load currents according to the
results of the tests carried out for currents exceeding the load ones and the decreased number
of tests. The required number of tests shall be determined by comparing parameters of the
breaker’s wear-out for the test and load currents. No less than 100 switchings-off of the load
currents shall be performed to determine wear-out parameters.
The tests required by clauses 7.4–7.7 may be carried out on different types of breaker.

7.8. Testing of breaker's resistance in climatic versions У, ХЛ and УХЛ to the


environmental climatic factors shall be carried out in accordance with GOST 16962–71 and
those in climatic versions Т and ТС shall be carried out in accordance with GOST 15963–79.
List of tested objects (assemblage units, models, materials and covers), the detailed testing
methods, tested parameters and evaluation criteria shall be given in the standards and technical
specifications for the specific types of the breakers and/or in the test log-book.
7.9. Test of the mechanical service life
7.9.1. The breaker (pole, pole element) shall be tested by means of performing the number
of the В–tп–О cycles given in clause. 2 without the current in the main circuit under the
conditions given in clause 3.11.1. The following notations shall be adopted for the number of
cycles to be performed by the breaker during the test:
К shall be the number of cycles as given in Table 2;
n shall be the number of cycles as given in clause 3.11.1, sub-clause 1;
N shall be the number of cycles as given in clause 3.11.1, sub-clause 2.
7.9.2. The test shall be carried in several stages, during each of them the N+п of В–tп–О
cycles shall be performed. The number q of stages shall be calculated according to the
equation

The last stage may be performed with a number of cycles smaller than N+n provided that
the total number of cycles for all stages will be no less than К.
Prior to the test, the control characteristics of the mechanism of the tested object shall be
checked. The test shall be carried out at the standard voltage on the terminals of the drive
switching-on and switching-off devices and/or at the standard gas excessive pressure for air
(gas) breakers, pneumatic and pneumatic and hydraulic drives, and the standard spring force
(static momentum) of the spring devices. No less than 5 cycles of every 1 000 cycles shall be
carried out at the upper voltage limit or the excessive pressure or the force (momentum) of the
spring.
The intervals between the groups of cycles shall be necessary for cooling the breaker's
electric and mechanical devices.
In regular tests, only the first stage of the test shall be performed.
7.9.3. For the breakers of placement category 1 no fewer than 5% of the total number of
cycles n shall be carried out with horizontal forces acting on the breaker which simulate the
wire pulling.

7.9.4. After every п cycles a visual inspection of the tested object shall be carried out
including its moving parts and mechanisms for the detection of possible mechanical damages
and other defects detectable visually, the rubbing parts shall be lubricated and the bonding
shall be tightened; after that the mechanism's control characteristics shall be measured. The
number of cycles performed for measuring the characteristics shall be included in the total
number of the performed cycles.
7.9.5. At the end of every test stage, the control characteristics shall be measured, the
contact pressures, dampers, etc. Shall be adjusted and rapidly wearing-out parts (hereinafter
changeable parts) shall be replaced with spare ones included in the breaker's set (e.g. sealing,
sliding contacts). After the installation of new parts, the control characteristics shall be
measured, and the next stage shall begin.
For vacuum breakers, the presence of vacuum in chambers shall be tested in accordance
with clause 7.9.12.
7.9.6. After the finishing of the last stage (and for regular tests after the first stage, the
external visual inspection of the tested object shall be carried out. The control characteristics
shall be measured, the insulation of the tested object or of the separate assemblage units shall
be tested with a voltage making 90% of the one-minute test voltage of the amount of the
acceptance tests, the tested object shall be disassembled with the inspection of assemblage
units and parts and, if necessary, their wearing-out shall be checked. Insulation testing by
means of testing the separate insulating parts after disassembling the tested object shall be
allowed.
For vacuum breakers, the presence of vacuum in chambers in accordance with
clause 7.9.12 shall be also tested.
7.9.7. In the course of each testing stage (and, for regular tests, the first stage) failures in
the breaker's operation during the performance of the first N cycles shall not be allowed. In the
course of further performance of the additional n cycles, three failures shall be allowed,
including no more than one related to wearing-out caused by replaceable parts.
In the course of performing the complete quantity of tests, failures in the breaker's
operation which are caused by defects or by wearing-out of unchangeable parts or assemblage
units shall not be allowed.

7.9.8. If, during a test stage, the breaker's failure occurred after performing first N cycles,
prior to performing the next n cycles, then the reasons and the features of the failure shall be
analyzed for determining whether either was an occasional one or related to wearing-out.
The part that caused the failure shall be repaired or changed, and the test resumed.

Failure of the breaker shall be understood as:


Breaker's failure to perform switching-on or switching-off operations at the given
command;
Breakdown of a part resulting in failure by the breaker to ensure performance of its key
functions;
Change in the operational characteristics of the breaker's mechanism set by specifications
and technical documentation which results in failure to ensure any standard parameter of the
breaker;
Wearing-out of a part which, under further operation, may fail (deformation, fracture,
cover wearing-out, loss of air-tightness of the vacuum breaker's vacuum chamber, etc.).
7.9.9. The failure shall be considered related to wearing-out if it has been caused by
changes in the part's dimensions increasing during its operation that is repeated after the repair
or replacement of this part.
7.9.10. The test results shall be considered as satisfactory if:
in the course of performing the first N cycles of each of the test's stage there were no
failures and in the course of performing of the next n cycles there were no more than three
failures including no more than one related to wearing-out;
in the course of the whole test, and for regular tests in the course of the first stage, there
were no failures of the breaker's operation which were caused by unchangeable parts or
assemblage units;
after performing К cycles in accordance with Table 2 the operation characteristics of the
breaker's mechanism remained within the limits established by the design documentation;
the breaker's insulation passed the test established by clause 7.9.6.
7.9.11. For the confirmation of the mechanical service life, additional tests on the breaker
or on the model incorporating in its design the part or the assemblage unit operating in similar
or more tough conditions shall be allowed.
7.9.12. For vacuum breakers after testing for the mechanical operational life, the presence
of the vacuum shall be tested for in chambers using the methods set by standards or technical
specifications for the vacuum breakers of the specific type.
7.9.13. Testing of one manufactured version of breakers belonging to the same series
(type) with the extension of the test results to other manufactured versions for the same series
(type) shall be allowed with the relevant technical justification presented in the test logbook.
7.10. Testing of transportation endurance

7.10.1. Testing of breakers for transportation endurance shall be carried out on the test
bed or by means of transportation on trucks in compliance with GOST 23216–78.
Conditions of the test concerning effects of mechanical factors shall be given in standards
and technical specifications for the specific types of the breakers.
For tests carried out by means of transportation on trucks, the standards or technical
specifications for specific types of the breakers shall give the character of the road cover, the
length of the route and the velocity of the movement, the way of securing the box on the truck
and the degree to which the truck is loading.
7.10.2. After the end of testing the external package shall be visually inspected. Then,
unpacking and the external inspection of the tested object and bonding shall be carried out.
The breaker shall be considered as having passed the test if:
no mechanical damages of the package and bonding were found at the external visual
inspection. Loosening of bonding which does not result in the damage of the breaker and/or its
parts during the test shall not be considered as a sign of damaged bonding;
during the external visual inspection of the packed breaker (or the part thereof) no
damages preventing from its operation shall have been found.
For vacuum breakers, the presence of vacuum in the vacuum chamber in accordance with
clause 7.9.12 shall be also tested for.
The extension of positive results of the test for transportation endurance and its package
for a breaker of one type to the transportation of the breakers of other types and packages
shall be allowed provided that their design shall be similar and that the package by its
construction, overall dimensions and mass shall be identical.
It shall be allowed not to carry out testing of the breaker's transportation endurance and to
assess the ability of the breaker and its package to endure the transportation mechanical loads
on the basis of positive results obtained in the course of transportation to the customer of a
breaker specimen from the first batch with obligatory representation of the results in the
logbook of the first regular tests.
7.11. Test of corrosion proofing of the breaker, its assemblage units and spare parts shall
be carried out prior to the packing of each of the transportation items. The test for
completeness shall be carried out in accordance with the design documentation.
7.12. The test of the package’s compliance to the requirements of the design
documentation shall be carried out by the visual inspection and measuring of the dimensions
using a universal measuring instrument. The test shall be carried out randomly on one set of
the breaker's package no less than once a year.

7.13. Evaluation of the operating period until standard servicing and of the established
time till failure shall be made on the basis of data of the terms of repairs and failures submitted
by customers in compliance with GOST 11.005–74 and GOST 19490–74, and on the basis of
the information on the breaker's behavior of the given or similar design in operation
conditions.
7.14. The test of resistance to environmental mechanical factors shall be carried out in
accordance with GOST 687–78. The breaker's resistance to environmental mechanical factors
shall be assessed on the basis of the operation of the first serial batch of breakers, and the
results shall be given in the logbook of the first regular tests. For vacuum breakers, the test
shall be followed by the inspection of vacuum in the chambers in accordance with
clause 7.9.12.
7.15. Methods for testing the X-ray radiation intensity of the vacuum breakers shall be
given by standards or technical specifications for the breakers of the specific types.

8. MARKING, PACKING, TRANSPORTATION AND STORAGE

8.1. The marking of breakers shall comply with the requirements of GOST 687–78.
8.2. The transportation marking of breakers shall comply with the requirements of
GOST 14192–77.
8.3. The parts of the breakers transported disassembled shall bear marking which eases the
assembling of breakers at the assembly site.
8.4. Corrosion-proofing, packing, transportation and storage of the breakers shall comply
with GOST 23216–78 and with this standard. The packed breakers shall be transported by any
transportation means in compliance with the rules of cargo transportation in effect for each
means of transportation.
8.5. The breakers and parts thereof for the needs of the national economy shall be packed
in boxes in accordance with GOST 10198–78 and/or GOST 2991–85, and for export they
shall also be packed in accordance with GOST 24634–81.
The package characteristics by design and category, and types of boxes, characteristics
and marking of cargo items shall be indicated in standards or technical specifications for the
specific types of breakers.
Breaker packing in containers or special packing, as well as transportation of unpacked or
partially packed breaker's parts (vessels of air breakers, metallic frames and other metallic
constructions) shall be allowed.
During transportation in containers the breakers and the parts thereof without individual
packing shall be reliably fixed and protected from mechanical damages.

8.6. Each transportation item shall contain a packing certificate containing the list of
packed parts and the first transported item shall moreover contain a set of the operational
instructions.
8.7. The breakers and parts thereof (for transportation of disassembled breakers) and their
spare parts shall be protected using grease and other reliable methods from environmental
factors in the process of transportation and storage. The conservation life time shall be:
no less than 2 years for the breakers and parts thereof;
no less than 3 years for spare parts.

8.8. The transportation conditions of the breakers concerning environmental climatic
factors shall comply with the requirements of the following group of storage conditions set by
GOST 15150–69:
8 for transportation by the automobile and railway transport;
5 for transportation by sea.
8.9. The breakers shall be stored packed in closed premises (or under a canopy) protecting
them from direct atmospheric precipitation.
Conditions of the breaker’s storage concerning the action of the environmental climate
factors shall comply with the requirements of the following group of conditions in accordance
with GOST 15150–69:
5 for breakers belonging to the category 1;
2 for breakers belonging to the category 3 and 4.

9. OPERATING INSTRUCTIONS

9.1. The breakers shall operate in accordance with the manufacturer’s manual and the
following documents:
“Rules of technical operation of electric power plants and networks”;
“Safety rules for the operation of electric installations of the electric power plants and
substations”;
“Rules of technical operation of the consumer electric installations” and “Safety rules for
the operation of the consumer electric installations”;
“Rules concerning the design and safe operation of pressured vessels”;
“Sanitary rules for work with sources of non-used X-ray radiation Nos. 1960–79 and
НРБ–76 (for vacuum breakers)”.
9.2. The breakers for electro-thermal installations designed for the standard voltage
110 kW and higher designated for feeding electric furnaces through an aerial line shall be
situated at a distance from the lowering transformer of the electric furnace ensuring that the
short-circuit current on the output of the lowering transformer shall be no less that 0.95 of the
short-circuit current on the breaker’s output.

10. MANUFACTURER’S GUARANTEE

10.1. The manufacturer guarantees compliance of the breaker to the requirements of this
standard provided the rules of operation, transportation and storage set by this standard are
observed.
10.2. The guarantee period for the breaker operation shall be two years after its
commissioning.
The guarantee period for the operation of the breaker for export shall be two years after
the crossing of the USSR state border.
The guarantee period for the operation of the breaker awarded in the accordance with the
established procedure with the State Mark of Quality shall be increased by one year in
comparison with the guarantee period given above.

1. The rules for determining the number of the В–tn–О cycles for the lower values of the
current shall be given in the operational instructions.
2. The breakers for electro-thermal installations shall also switch the operation
short-circuit currents not exceeding 3.5 Istd for breakers designated for the standard voltage
6-10 kV and 2.5 Istd for breakers designated for the standard voltage 35–220 kV. The number
of switchings of the operation current shall be an inherent part of the number of switchings of
the load current given in Table 3 and shall not exceed 7% of this number*”;
reword the footnote as follows: “* This requirement shall also apply to the breakers

Clause 3.11.5 shall be reworded as follows: “3.11.5. The service time to the first service

Clause 7.5 shall be supplemented with the words: “taking into consideration clause 3.11.3
of this standard”.
Clause 7.6. The words: “and clause 3.17” shall be replaced with “taking into consideration
clauses 3.11.3 and 3.17.”
Clause 7.7 shall be reworded as follows: “7.7. Testing of the breakers’ service life with
respect to the switching resistance with the load current shall be carried out in accordance
with GOST 687–78 and clause 3.11.4 of this standard for the standard supply voltage
(for electric drives) or the standard excessive pressure (for pneumatic drives).
Testing at lower voltage shall be allowed provided preliminary tests showed that the time
of arcing did not diminish.
During the tests the requirement of lists 1 and 2 of clause 3.11.1 shall be met.
Confirmation of the switching service life with load currents shall be allowed on the basis
of tests carried out with currents exceeding the load current and a diminished number of tests.
The required number of tests shall be determined by comparison of the parameters
characterizing the breaker’s wearing-out for the test and load currents. For the determination
of parameters characterizing wearing-out, no fewer than 100 switchings-off of the load
currents shall be performed.
Testing required by clauses 7.4–7.7 on different specimens of the breaker shall be allowed.
The amount of regular tests of switching capacity in accordance to clauses 7.5–7.7 may be
diminished and include only the most tough regimes for the given type of the breaker which
were determined during the check tests”.
Clause 7.8. The reference to GOST 16962–71 shall be replaced with “GOST 16962.1–89

and GOST 16962.2–90”.


Clause 7 shall be supplemented with clause 7.8a: “7.8a. Testing of breakers of placement

this Standard”.
Clause 7.9. The words: “mechanical service life” shall be replaced with “service life with
respect to mechanical endurance.”
Clause 7.9.1. Third and fourth paragraphs. The word “sub-clause” shall be replaced with
“listing.”
Clause 7.9.3 shall be removed.
Clause 7.9.6. The first paragraph after the words “first stage” shall be supplemented with
the words “and carrying out tests in accordance with clause 7.8a”;
the words “acceptance tests” shall be replaced with “acceptance tests).”
Clause 7 shall be to be supplemented with clause 7.9.9a: “7.9.9a. Breakers of the
