Male Distributions by Offense Class(Severity) and Type

The first five tables give the distribution of offense type by offense class that is related to offense
severity. A felonies are the most severe and misdemeanors the least severe with an other class for
offenses that were not assigned an offense class. There is one table for each race and ethnicity as listed
in the population report.

female commitments in the following table.

Findings: The percentages of male commitments to prison by Iowa courts were Whites (64.3%),
Blacks (26.2%), Hispanics (7.2%), Native Americans (1.5%) and Asians (0.8%). The numbers of
Asians and Native Americans were too small for their distributions to be relevant. The three most
frequent offense types were violent, drug and property except for Native American males where they
were violent,property and drug. The percentages of A-C felonies were Asian (74.6%), Black (62.0%),
Hispanic (68.5%), Native American (57.1%) and White (55.9%).

Using 2016 population estimates provided by the Iowa State Data Center the incarceration rates for
females committed by Iowa courts are given in the following table. The rate for Native Americans is
too high because a large fraction of their commitments are residents of Nebraska and South Dakota that
were committed to prison by Woodbury County.

It is not true that the large Black disparity was caused by the war against drugs the disparity existed
before 1890 and has not changed much since then.
