City of Toronto has been a NEST OF ACTIVITY for the Environmental–Terror–Movement since the 1980s.
In 1987, City of Toronto established Environmental Protection Office ( EPO ) of Toronto Public Health.
This was done to respond to growing community and political concerns about the impact of environmental contaminants on
human health.
Toronto Public Health is the largest public health unit in Canada.
BOTH Toronto Public Health and Environmental Protection Office became MUNICIPAL GOVERNMENT SHIELD ORGANIZATIONS
for the Environmental–Terror–Movement.
Toronto and its Environmental Protection Office can be held accountable for the CARNAGE caused by the PROHIBITION of
pest control products, to the detriment of the Professional Lawn Care Industry.
In 2004, Elected Officials in City of Toronto voted in favour of PROHIBITING the use of conventional pest control products in
the Urban Landscape.

Not everyone within City of Toronto was in agreement with the passage of PROHIBITION.
Here is an excerpt from a City Clerk report in May 2004 ―

<< The Medical Officer of Health, in her report Implementation of the Pesticide By–Law, indicates that the Federal Commis-
sioner of the Environment and Sustainable Development has identified weaknesses in the federal testing and registration
process for products. >>
<< This raises concerns about the management of the risks to health and the environment with pesticides. >>
<< The Federal Government has passed new legislation, which will update the types of pesticides currently on the exempt
and non–exempt list. >>

DAMAGES to the Professional Lawn Care Industry were EXTENSIVE because there were NO valid economical alternatives to
replace the prohibited products.
VIRTUALLY ALL Green Alternatives were almost TOTAL INEFFECTIVE except under very specific circumstances.
Consequently, Professional Lawn Care Companies were UNABLE to provide adequate weed and insect control, and were UN-
ABLE to keep their customers satisfied.

The CARNAGE wrought on Public Green Spaces in City of Toronto quickly became evident after PROHIBITION.
For example, according to a report from City of Toronto in February 2004 ...
<< A weed free turf area, in the absence of the use of herbicides and a plant health care program, will become infested
with weeds such as dandelions to a 50% cover within 4−5 years. >>
<< Within 7−8 years the turf area will be 80–90% non−turf ground cover ( weeds ). >>

Once City of Toronto passed its PROHIBITION, it was LEGALLY CHALLENGED by the manufacturers of pest control products,
through the CropLife Canada trade Association.
City of Toronto used the pretext that this PROHIBITION ...
<< [ ... ] will promote the health of the inhabitants of City of Toronto . >>
Basing itself upon the Municipal Act of 2001, CropLife Canada challenged in court whether City of Toronto had the authority
to PROHIBIT the use of pest control products.
For some misguided reason, CropLife Canada never challenged the PROHIBITION for the sake of the Professional Lawn Care
Industry, but rather on the basis that the Toronto PROHIBITION ...
<< [ ... ] sets a troubling precedent for Canadian FARMERS, [ despite the fact that ] there may not be a lot of farms in
City of Toronto . >>
In 2004, the Court of Appeal for Ontario concluded that City of Toronto DID have the authority to PROHIBIT.
By 2005, CropLife Canada continued its legal challenge to The Supreme Court of Canada, where the case was dismissed with
costs.
With this failure, the floodgates were opened for NEEDLESS, SENSELESS, and MALICIOUS PROHIBITIONS across the Prov-
ince of Ontario, and across Canada.
Here’s a twist of fate that further led to the failure of the challenge.
CropLife Canada was DOOMED even before it presented its case to The Supreme Court of Canada.
One of the judges was Michel Bastarache.
Bastarache was one of the judges who had also ruled against the Professional Lawn Care Industry in the case of PROHIBI-
TION in the Town of Hudson, Quebec.
CropLife Canada was dead in the water with Bastarache.
During the proceedings in 2001, Bastarache had asked the question ―
<< If we allow the right to sell cigarettes, does this mean we cannot prevent its sale in schools ? >>
The CropLife–Toronto Affair was not only BOTCHED, but also CURSED WITH BAD LUCK.
There were also very clear indications that The Supreme Court of Canada was INFESTED with Enviro–Maniac–Activists.

On May 20th , 2004, City of Toronto IMPLEMENTED its residential PROHIBITION of pest control products, with enforcement on
homes starting in September 2007, and in September 2005 for Professional Lawn Care Companies.
Not every Elected Official within City of Toronto was in agreement with the passage of PROHIBITION.
26 Voted FOR PROHIBITION.
17 Voted AGAINST PROHIBITION.
Many of these Elected Officials presented themselves as CANDIDATES in the 2010 City of Toronto election campaign.
If there had been no Toronto PROHIBITION, if Toronto Politicians and staff had not supported PROHIBITION, there would not
have been an Ontario PROHIBITION.
Several Elected Officials and employees of City of Toronto utilized time and energy, at the tax–payers’ expense, to forge
public policy that was essentially a NEEDLESS, SENSELESS, and MALICIOUS LIFE–STYLE CHOICE.
And they EXTENSIVELY DAMAGED hundreds of businesses, and HARMED thousands of employees.
The following Elected Officials in the City of Toronto are candidates who are seeking re–
election in the 2010 Campaign.
On the issue of PROHIBITING pest control products, the following is a list of their final or

Prohibition legislation DESTROYED the Modern Professional Lawn Care Industry.
On April 22nd , 2009, the Government of Ontario implemented legislation for the NEEDLESS,
SENSELESS, and MALICIOUS PROHIBITION of pest control products
An Exception Status was provided to golf courses, some sports fields, specialty turf, forestry, and
agriculture ― industries that have employed the very same pest control products otherwise pro-
hibited for the Professional Lawn Care Industry.
The legislation was implemented despite the fact that the prohibited pest control products were
still FEDERALLY LEGAL, SCIENTIFICALLY SAFE, and TOTALLY IRREPLACEABLE.
Moreover, there were serious issues with the Ontario Minister of the Environment, John Gerretsen,
who was responsible for implementing PROHIBITION.
Gerretsen was INDISCREET with his CLOSE PUBLIC ASSOCIATIONS with RADICAL and SUBVER-
SIVE Enviro–Maniac–Activists.
T HE H OR R EN D OUS C AR N AGE IN T HE P R O VIN C E OF O N T AR IO
DAMAGES to the Professional Lawn Care Industry were EXTENSIVE because there were NO valid
economical alternatives to replace the prohibited products.

There were also questions about their TOXICITY.
Consequently, Professional Lawn Care Companies were UNABLE to provide adequate weed and in-
sect control, and were UNABLE to keep their customers satisfied.
In 2009, the Ontario Professional Lawn Care Industry lost over 300,000,000 DOLLARS.
In 2010, observers expected losses to reach 500,000,000 DOLLARS.
By late 2009, 40 to 70 % of Professional Lawn Care customers were ANNIHILATED.
Because of the PROHIBITION CONSPIRACY, Professional Lawn Care Companies were forced to
TERMINATE many or most of their employees.
By late 2009, OVER 5,000 HAPLESS VICTIMS were UNEMPLOYED ( full time employees and sum-
mer students ).
In 2010, observers expected 8,300 to 12,500 UNEMPLOYED.
Because of the PROHIBITION CONSPIRACY, Professional Lawn Care Companies, which at one time
provided a good living and some equity for eventual sale for retirement, became WORTHLESS !
Because of PROHIBITION, many multi–vehicle Professional Lawn Care Companies were forced to
DOWN–SIZE their operations to a single truck.
By late 2009, several dozen companies were forced to exit from the market.
By 2010, there was a GLUT OF USED–EQUIPMENT–FOR–SALE because of the DOWN–SIZING and

EXODUS of Professional Lawn Care Companies.

Within 36 months after the implementation of PROHIBITION in the Province of Ontario, observers
expected 780 BUSINESS FAILURES or BANKRUPTCIES.
Unfortunately, the NEEDLESS, SENSELESS, and MALICIOUS PROHIBITION of pest control products
guaranteed that no one would be able to buy or sell a Professional Lawn Care business !
Because of the PROHIBITION CONSPIRACY, observers expected that many Professional Lawn Care
Companies would simply be ABANDONED.
PROHIBITION legislation DESTROYED the Modern Professional Lawn Care Industry.

In January 2010, the Green Space Industry outlined the list of CHARGES against the Government
of Ontario and the Ministry of the Environment.
The legal proceedings were organized by Jeffrey P. Lowes and M–REP Communications.
Additionally, individual members of Environmental–Terror–Organizations also faced CHARGES un-

der the Canadian Criminal Code.
By August 2010, M–REP Communications commenced CIVIL ACTION to recover the HORRENDOUS
LOSSES caused by the PROHIBITION CONSPIRACY.

cials into the NEEDLESS, SENSELESS, and MALICIOUS CONSPIRACY to PROHIBIT conventional pest control products that are FEDERALLY

Force Of Nature, and its various incarnations, is the brainchild of William H. Gathercole and his colleagues. Mr. Gathercole is a principal
FOUNDER of the Modern Professional Lawn Care Industry in BOTH Ontario and Quebec. He holds a degree in Horticulture from the UNI-
VERSITY OF GUELPH, and another pure and applied science degree from McGILL UNIVERSITY. He has worked in virtually all aspects of the
Green Space Industry, including GOLF, PROFESSIONAL LAWN CARE, and CHEMICAL INDUSTRY, and has served in environmental compli-
ance, government negotiations, public affairs, and workplace safety. Mr. Gathercole has supervised, consulted, programmed, and/or over-
seen the successful and safe execution of HUNDREDS OF THOUSANDS of pest control applications in the urban landscape. He has trained,
instructed, and consulted with THOUSANDS of turf managers and technicians. Mr. Gathercole has also been an agricultural agronomist.
For many years, Mr. Gathercole was a contributing columnist for TURF & Recreation Magazine, Canada’s Turf and Grounds Maintenance Au-
thority.
Mr. Gathercole and his colleagues have followed the evolution of ENVIRONMENTAL TERRORISM for over a quarter century. For FIFTEEN
YEARS, the strategies designed and implemented by Mr. Gathercole and his colleagues guaranteed the control of the VERMIN OF ENVI-
RONMENTAL TERROR for the entire Modern Green Space Industry across Canada. Their involvement in Environmental Issues reached a
fevered pitch in the 1990s, when he orchestrated, with his colleagues, legal action against the Forces of Environmental Evil in the Town of
Hudson, Quebec.
Today, Mr. Gathercole is the ONLY TRUE RELIABLE WITNESS of the Hudson Affair. Mr. Gathercole is personally credited for crafting the
Golf Industry Exception Status that endures to this day. He is also the creator of the signs that are now used for posting after application.
