Dear Mayor Niebur, Over the last two years the Illinois Department of Public Health has helped fund the Save A Life Foundation in it's mission of teaching CPR and Life Supporting First Aid to Illinois public school children. Through this funding we have been able to carry out our mission successfully and have trained more than 350,000 children in Illinois. This year we have been omitted from the IDPH budget at the last minute, even though we received prior assurances of continued commitment. Without this funding, SALF will be seriously hampered. We ask you to contact your Illinois state senators and representatives and let them know this funding should continue in the IDPH budget. We have attached a sample letter for your convenience. Please send your letter of support to IDPH's director, DrJohn Lumpkin, and Governor George Ryan. Dr John Lumpkin Illinois Department of Public Health 535 West Jefferson Springfield, II 62761 Thank you for your concern and assistance. For the past two years the Illinois Department of Public Health has helped fund a very important program, the Save a Life Foundation, in it's mission of teaching CPR and Life Supporting First Aid to Illinois public school children. It is clear that the Save a Life Foundation has been very successful having trained more than 350,000 children in Illinois. The support of the Illinois Department of Public Health has played a major role in that success. However, the future of the program is at risk due to budgeted support being omitted from the IEPA budget for the coming year. The support of IEPA is desperately needed. Therefore, I respectfully request your reconsideration of the budget and ask your support to allocate $ 600,000 funding for this most important program. The Save a Life Foundation provides a vital service to the State of Illinois in teaching of life supporting skills to childtren and adults. They need your help to continue tins valauble program. Your consideration for IEPA budgeting is greatly appreciated

Mayor Gary Niebur 118 Hillsboro Avenue Edwardsville, IL Honorable Gary Niebur: On October 11th and 12th, 2002, the Save A Life Foundation (SALF) will be hosting its premier "Bridge the Gap" summit/gala to bring together a diversity of municipal leaders who are interested in emergency preparedness for their communities. We would appreciate your support by joining the Summit's Leadership Committee and allow us to use your name on a variety of related printed materials. As a responsible member of the Illinois Homeland Security Team, SALF intends to introduce its Community Response System Initiative (CRSI), which includes the role of a bystander in bridging the gap between the onset of a catastrophic disaster and the arrival of advanced professional care. A dinner gala will conclude a two-day informational summit and honor those who have significantly made a life saving difference. We feel this event will be beneficial in answering many questions that those in leadership positions now face. We hope that you will accept our invitation to be on our Leadership Committee and participate in this worthwhile event. For more information concerning our foundation, please check our web site www.salf.org . Please respond in writing by June 3, 2002. Thank you for your time and consideration.

Wednesday, September 25, 2002 Gary Niebur Mayor City Hail of Edwardsville 118 Hillsboro Avenue EdwardsviWe, (L 52025 USA Dear Hon I am sorry that I missed your call and would have liked to congratulation, you once again for being appointed as the IML President. I know your term will be pleasurable, with full support of the members, because your a strong leader and kind individual. I will always be grateful to ML for welcoming me as part of its family and aiding me with my mission, H would give me great pleasure to bring our efforts to Edwardsvilfe as Irv discussed with you in the past. Although we have again been granted state funding, through IDPH, unfortunately it wasn't the amount we expected to meet the demand for our service. Thus the offices of the U. Governor and Atty. Generaf have come to our aid with hope of matching funds from corporate partners. These funds wilt only target the rural communities in southern Illinois where EMS response is delayed and leave the balance of the state status-quo. Mayors Roger Claar, Rita Muljlns and Greg Scott are in Washington today for a conference with the U.S. Conference of Mayors. While triers they offered to advocate Congressmen B(agojev«ch and Hyde, Speaker Hasten, and Sen. Durbin to secure SALF with federal funds for FY2003. We have the commitment from former Chicago Board of Education President Gery Chlco, and ComEd (our electric company) to do the same. If successful, we will have added funds to expand to other areas of Illinois, such as yours, until our state gets on its feet and more corporations get involved. Might you have a suggestion as well? Looking forward to our next visit.
