1 About this document

This document describes the capacity and performance requirements for Nokia
Siemens Networks NetAct in the OSS5.4 CD1 release. As the document presents the
current view of the OSS5.4 CD1 capacity, it is subject to changes whenever new infor-
mation on NetAct performance and capacity is available. This capacity statement can
be used for dimensioning the NetAct system and for selecting a suitable hardware con-
figuration.
Information presented in this document is valid under conditions specified in the follow-
ing chapters. If the conditions deviate from what has been specified here, the actual
capacity must be re-evaluated respectively.
Statement for the NetAct OSS5.4 CD1 Regional Cluster capacity is based on the per-
formance tests done in the Nokia Siemens Networks laboratories with the OSS5.4
release of NetAct. For the existing clusters and the mixed 2G, 3G and 4G systems, we
recommend the NetAct Performance Assessment Service. For more information on the
service, see Dimensioning the NetAct Solutions.

2 OSS5.4 CD1 Capacity statement

The following sections describe the requirements and conditions for the NetAct system
capacity.
The main variables impacting the NetAct system capacity are:
• network size
• measurement set in use
• the number of simultaneous users
Units used for NetAct capacity in OSS5.4 CD1 are the same as before. NetAct Regional
Cluster capacity statement is based on the following units:
• the amount of Performance Measurement (PM) data in counters per second
• alarm event flow in alarms per second
• the number of simultaneous users

g All capacity values are given when PM data aggregations are turned off.

For more information, see the estimated maximum network sizes with nominal load for
BSS and RAN in Appendix H. The values presented are default PM measurement data
sets for OSS5.4 CD1.

2.1 General conditions

Key conditions for this capacity statement are as follows:
• The NetAct system must be commissioned or upgraded according to the OSS5.4
CD1 installation instructions.
• Non-NetAct applications or database queries must not be run in the system.
• The system fulfils the OSS5.4 CD1 hardware requirements. For more information on
hardware requirements, see NetAct Compatibility and Capacity Information.
• The system fulfils the DCN bandwidth requirements.
• PM data aggregations are turned off.
• There must be enough disk space for PM data.
• North Bound Interfaces are inactive.
• The system must be maintained according to instructions given in the system admin-
istrator’s guides. For more information, see NetAct System Administration Routines.
• Note that all the appendices and their information must be taken into account.

2.2 OSS5.4 CD1 capacity

The tables below present the NetAct OSS5.4 CD1 capacity for the main network
elements according to the following units:
• the maximum average PM data handling for each category: million counters per
hour
• the maximum alarm event flow: average flow alarms per second and 5-minute peak
alarm flow
ALARMS AND PM DATA COLLECTION ARE THE MOST IMPORTANT FACTORS IN
DETERMINING THE SYSTEM CAPACITY.

servers is 100.
Sizing rules with Gen8 servers:
• 1x BL460c G8 1p6c 32GB: 30 users
• 1x BL460c G8 2p6c 64GB: 50 users
• 1x BL460c G8 2p8c 128GB:75 users
• NetAct Small max 60 users
• NetAct Medium max 100 users
• NetAct Large max 150 users

2.3 Additional impact of the LTE networks

When managing big LTE networks, the provisioning response time might get long, if the
plan contains PCI changes or high amount of adjacencies or changes that require adja-
cencies to be modified. In order to avoid this kind of behavior, split the plan to smaller
plans.
Users of Optimizer may experience issues when LTE NW has more than:
• Overall 100000 LNADJs in NW
• Overall 300000 LNRELs in NW

g In order to narrow the amount of the PM data down, it is recommended to collect the
following measurements with 60 minutes granularity (see Appendix F):
• LTE Neighbor cell related Handover 8015
• LTE Network Sharing 8024

Capacity Statement for NetAct OSS5.4 CD1 Regional Dimensioning
Cluster

3 Dimensioning
This chapter describes the dimensioning of NetAct in the OSS5.4 CD1 Regional Cluster.

3.1 Dimensioning the NetAct solution

When dimensioning a new NetAct OSS5.4 CD1 Regional Cluster, the OSS5.4 CD1
dimensioning estimation tool can be used to find a baseline for the solution. In most
cases, a further analysis regarding the possible deviations from the reference environ-
ment and their impact is needed.
When planning an upgrade or capacity additions to a specific environment in production
use, this document can be used as a guideline for rough planning. To gain accurate
understanding of the status of the system and recommendations for the needed invest-
ments, NetAct Performance Assessment Service can be ordered from Nokia Siemens
Networks. Scope of the service is defined case by case but can include the following:
• assessment report: assessment of the current state and recommendations for opti-
mising the system utilisation and performance
• fine-tuning the system configuration parameters to work in the optimal way in a
specific customer environment
• customer-specific platform investment proposal and a roadmap to support financial
and technical planning
If the needed impact cannot be obtained by changes in configuration parameters or
usage patterns, the NetAct solution can be scaled up with the following three differ-
ent mechanisms:
• Vertical Scaling: by increasing the size of the main memory and a number of
CPUs, the capacity increases.
• Horizontal Scaling: by increasing the number of system component servers
from, for example, two to four servers, the capacity increases. Horizontal scaling
brings more capacity if a database server, DCN, or a storage is not a bottleneck
in the system. Thus, additional investments into the database server, network,
or storage might be required, too. For certain application types, the number of
simultaneous users can be increased by increasing the number of application
servers.
• Introducing a new NetAct cluster: by increasing the number of Regional Clus-
ters, for instance, from one to two, the capacity is increased.
We recommend that the NetAct Performance Assessment Service be made before any
additional hardware investments. This is to ensure that bottlenecks in the system are
correctly identified and unnecessary HW investments are avoided.

3.2 Dimensioning the connectivity

The traffic between the NetAct Regional Cluster and network elements and the inter-
NetAct Cluster traffic must fulfil the common bandwidth requirements for OSS5.4 CD1.
The number of the network elements that can be served by the DCN backbone in
OSS5.4 CD1, with standard DCN solutions, is max. 200 2G network elements and max.
150 3G RNCs.
DCN and all the DCN equipment must be planned and commissioned according to the
latest instructions.

4 Capacity concepts
This chapter describes the basic concepts related to NetAct capacity.

4.1 Performance and capacity

The maximum capacity is the total load that the system can manage without causing
conspicuous harm to users. When working at the maximum capacity level, the data
coming into the system must be handled with steady data buffering (in other words,
buffers are not growing), user response times must be acceptable, and background pro-
cesses must be able to perform their tasks within tolerable time limits. If any of these
requirements is not fulfilled, the maximum capacity has already been exceeded.

4.2 Capacity units

NetAct capacity is stated by the function of the key dimensioning attributes. For OSS5.4
CD1, the following key dimensioning attributes are used:
• PM data flow as counters per second has been counted from the number of PM
counters stored in the database during a 24-hour period. The average size of one
counter is six (6) bytes. Note that the calculation includes only the un-compressed
PM data payload. It does not include any heading, frame, or other overhead data.
Therefore, the total amount of data flow coming from network elements to NetAct
cannot be used for estimating the amount of pure PM data.
• The number of simultaneous NetAct users. NetAct user here refers to an active,
interactive user. Note that the number of simultaneous users is not the same as the
maximum number of user accounts defined or the maximum number of users logged
in.
The following dimensioning attributes are used for capacity estimations:
• The number of TRXs for 2G networks. TRXs can be converted to BTSs by assuming
that one BTS has 2 TRXs on average and to BSCs by assuming that one BSC has
500 TRXs on average.
The average topology under one BSC is assumed to be as follows:
BSC
=> 250 BTSs
=> 2 TRX (i.e. total 500 TRXs under 1 BSC)
Sometimes the terms cell or sector is also used instead of BTS.
• The number of WCELs for 3G networks. WCELs can be converted to WBTSs by
assuming that one WBTS has 3 WCELs on average and to RNCs by assuming that
one RNC has 501 WCELs on average.
The average topology under one RNC is assumed to be as follows:
RNC
=> 167 WBTSs with 1+1+1 configuration
=> 3 WCELs (i.e. total 501 WCELs under 1 RNC)
Sometimes the term nodeB is also used instead of WBTS.
• The number of LNCELs for 4G networks. LNCELs can be converted to LNBTSs by
assuming that one LNBTS has 3 LNCELs on average.
The average topology under one MRBTS is assumed to be as follows:
MRBTS
=> 1 LNBTS

=> 3 LNCELs
• The number of default-size MSC, HLR, SGSN or MGW for CORE networks.

4.3 Performance parameters

In every computing system, there are several characteristics that affect the performance
of the system. These characteristics are called performance parameters. The most
important performance parameters are:
• offered CPU time:
• CPU type
• the number of CPUs
• the number of servers in the cluster
• the amount of memory
• storage system
• DCN
• network type, size, and topology
• SW configuration or the functionality used:
• alarm arrival pattern
• PM measurement set and storage period
• the number of simultaneous users and their usage

The table below presents the estimated 2G and 3G TRX, SGSN, WCEL, MSS, and
MGW capacity figures for OSS5.4 CD1. These figures are not the official OSS5.4 CD1
capacity statement, but estimate the maximum capacity with different server configura-
tions. The amount of users and the tasks performed have an effect on the maximum
capacity figures. In practice, the BSS and RAN PM measurement set, event flow, and
network topology are strictly defined.

g The above figures are applicable only to each system at a time, thus the actual figures
for mixed systems have to be calculated separately.

Estimation conditions
The assumed maximum constant alarm event load is two events per hour from each
element that is able to generate alarms. Alarm events are not buffered in network
elements or Nokia Siemens Networks NetAct. Confirmed alarm events are used from
network elements to Nokia Siemens Networks NetAct.
The estimation is valid only if the default measurement set is used.

14 Appendix I: Capacity impact of SGSN

Starting from the SGSN version SG6.0, SGSNs are able to carry both types of traffic:
2G (BSS) and 3G (WCDMA). This chapter list the capacity impact of SGSN before and
since SG8.

14.1 Capacity impact of SGSN before SG8

Before SG8, the volume of performance management (PM) statistics generated by one
SGSN element is determined by two factors:
• the number of configured cells (SGSN carries 2G traffic)
• the number of SAs (Service Areas) in RNCs (SGSN carries 3G traffic)
Theoretical maximum number of cells in one Nokia Siemens Networks SGSN is 48,000.
However, this value is highly theoretical and the actual maximum value depends on the
used PM measurement set. Typical values used with NetAct dimensioning are in the
range of 4,000-6,000 cells in one SGSN.
There is no hard limit that sets the maximum number of SAs. Typical values used with
NetAct dimensioning are in the same range with the cells.
If both network types, 2G and 3G, are configured into the same Nokia Siemens
Networks SGSN, the maximum limits are lower. Typically, the used values are 2,000-
3,000 cells and 2,000-3,000 SAs together, but the actual limits depend on the used PM
measurement sets.
Only few measurements compose typically 85-95% of all PM data generated by Nokia
Siemens Networks SGSNs:
• (2G) Cell measurements
• Mobility Management (1)
• Session Management (2)
• SMS (9)
• Cell Data (10)
• (3G) SA measurements
• Iu Mobility Management (16)
• Iu Session Management (17)
• Iu SMS (18)
All of these measurements produce significant volume of PM data and they are about
equal in size, as long as the number of cells and SAs is on the same level.
LRAS has an impact on the following measurements:
• (2G) Cell measurement 1, 2, 9 and 10
• (3G) SA measurements 16, 17 and 18.
When optional LRAS is in use, the volume of PM data generated by these measure-
ments can vary between 1-16 × compared to not using LRAS case.
When optional LRAS enhancement is taken into use, the PM data volume is almost
identical to the situation without LRAS. Only few additional rows of PM data are needed,
which has no capacity impact.
The capacity impact of LRAS depends on the number of PAPUs in the PAPU group in
the SGSNs. The maximum number of PAPUs is 16 in a PAPU group

14.2 Capacity impact of SGSN SG8 onwards

The impacts of SGSN on NetAct capacity since SG8 are as follows:
1. Since SG8, Routing Area (RA) feature is ON by default in SGSN element.
2. Since SG8, the volume of performance management (PM) statistics generated by
one SGSN element is determined only by the number of Routing Areas ( RAs).
3. RA feature is an enhancement of LRAS-enhancement, which impacts the same 7
measurements as LRAS.
• For 2G, when RA is in use, the volume of PM data generated by 2G measure-
ments can be 1/16 × compared with not using LRAS case.
• For 3G, when RA is in use, the volume of PM data generated by 3G measure-
ments can be 1/56 × compared with not using LRAS case.

The impact of SGSNs on NetAct capacity

Base capacity with Nokia Siemens Networks default PM measurement set for SG6 CD4
and without LRAS feature:

g SGSN PM loads are very similar in its later versions since SG6 CD4.

g
1,000 configured cells or SAs equals to 340 TRXs from the performace point of view.
When dimensioning NetAct’s SGSN capacity, the number of SGSN network elements
in the network is insignificant. Only the number of configured cells, SAs or RAs is signif-
icant, regardless of how many SGSN network elements there are altogether. For
example, 10 SGSNs each having 10,000 configured cells or 100 SGSNs each having
1,000 configured cells are equal from the NetAct capacity point of view.
