Community Based Agro-tourism Management in South

Dulamayo Village, Gorontalo Regency

Abstract. South Dulamayo Village is one of the new tourist destinations and is sought after
by local tourists from various regions in Gorontalo and abroad. One of tourism
development is applied through agro-tourism activities located in South Dulamayo village
as the center of the plantation. The existence of such agro-tourism can be a tool to
strengthen a local community that leads to community-based tourism. This study aims to
1) describe the characteristics of agro-environment in South Dulamayo Village; 2) to
identify the condition of the object of agro tourism in South Dulamayo village as a tourist
destination and 3) to analyze the management of community-based agro-tourism in the
southern village of Dulamayo. This study uses a qualitative approach, with data analysis
techniques descriptively-qualitative. The main data collecting techniques are in-depth
interviews, observation and secondary data review. The results showed that agro-tourism
in South Dulamayo village was able to increase the community economy and absorb the
local workforce better. The management of agro-tourism is carried out jointly by the
community by involving the role of government as a facilitator to promote the development
of the region, especially the rural areas.

1. Introduction
Indonesia is an agrarian country with various potential natural and cultural resources. Indonesia's strategic
location becomes a major factor that is very influential for the development of the nation and the State.
Such geographical conditions provide great opportunities for tourism development efforts.
South Dulamayo village became one of the tourist destinations that are in great demand by the tourists.
Beautiful natural panorama and cool air and surrounded by clove and pine trees, and other tropical plants
become icons of its own that distinguish the village of Dulamayo south with other villages in Indonesia.
Since the construction of the arboretum building in 2016, many students who do their activities in the
arboretum and pine forests are now a tourist spot, the district government of Gorontalo gives more attention
to the tourism sector. Earlier this year the government continues to clean up the facilities and infrastructure
in serving the increasing tourist arrivals until July of 2018 recorded 79 foreign tourists who visit in this

The purpose of this research are::
1) Describe the characteristics of agro-environment in the southern dulamayo village;
2) Identify the condition of the object of agro tourism in the village of South Dulamayo as a Tourist
Destination (DTW) and;
3) Analyze community-based agro-tourism management in dulamayo village equipments.
Agro-tourism is one form of creative economy in the agricultural sector that can provide added value for
agribusiness in order to improve the welfare of farmers. Agro-tourism can also be said as a combination of
agriculture and tourism. According to Sastrayuda (2010) agro-tourism is a form of tourism activities that
utilize agricultural potential as a tourist object, either in the form of natural landscape potential of the
agricultural area as well as the peculiarities and diversity of production activities and agricultural
technology and the culture of its farmers community.
Tourism Destination (DTW) is one place where all activities that are pleasing with tourism can be held with
the availability of attractions and tourist facilities for tourists (suwena 2010).
Tourism is a tourism and supported activities provided by the community, businessmen, government, and
local government (Law of the Republic of Indonesia Number 10 Year 2009). Tourism development can be
said to be successful if the development undertaken can be done jointly including building together the
community. Thus the development of tourism can provide economic, social and cultural benefits to local
communities and can create multiplier effects.
Definition of community based tourism or also known as community based tourism (CBT) as proposed by
Hadiwijoyo tourism is that realize the continuity of culture, social and environment. This type of event is
owned and managed by the community to raise awareness and learning about local way of life to the

2. Experimental Method
Research location in the neighborhood of South dulamayo village as a tourist area as well as plantation
centers. This study is a descriptive research that aims to make a description of a natural phenomenon as
well as social in a systematic, factual and accurate. the method used in this research is descriptive-
The process of collecting primary data obtained through in-depth interviews, field observation and
documentation. According Herdiansyah (2010) states that in every study generally involves data to be
processed or analyzed. The data is obtained through a series of data collection processes tailored to the
selected research method. In-depth interviews conducted deeply to 10 informants assessed to know the
condition of the problem areas and issues that develop such as:

4) Community leaders
5) Citizens
The process of data collection is also reinforced with secondary data as supporting the completeness of
information through regional and institutional reports.
The data anilysis process in this research is done by examining all data that have been collected from various
sources such as interviews to informants, observation directly on the observation, personal documents,
official documents, pictures and photographs. This research uses data analysis technique that is descriptive

Gorontalo district government develops alternative tourism in the form of tourism villages and agro tourism.
As one of the tourist destination (DTW), the presence of agro tourism can provide tangible benefits for the
development of tourism, namely to build rural areas and create an aesthetic environmental design if
managed and designed properly. Through agro-tourism activities, the function of cultural preservation and

Village is one of the most strategic agricultural areas in Gorontalo Regency as a center for clove, coffee,
and fruit production which also develops in agro tourism activity.
1. Characteristic of Agro-environment in South Dulamayo Village
The existence of Dulamayo village equipments have been known for a long time through agricultural
activities that are managed by the community and have the potential of natural plantations such as cloves,
coffee, and fruits. Through the support of these potentials are then put to good use by the entire community.
The enthusiasm of society is very high realized through the arrangement of tourism area in an integrated
manner. Plantation agro-tourism activities can contribute to the income of Dulamayo Selatan Village area
and improve the welfare of farmers and surrounding communities. In addition, the agro-ecosystem of
plantation is formed from the pattern of life of the people themselves who rely on the sales activities of the

be attempted, especially in rural areas. The village of Dulamayo Selatan is functioned by the community as
an agricultural area and a populist economy.
The condition of society social and cultural values that developed in South Dulamayo Village also support
the creation of agro-tourism environment of the plantation is conducive and the community still holds the
customary values of harmony and mutual cooperation in implementing every joint of life. Agriculture is
one form of activities carried out by generations and become an important part for the life of rural
communities. Agricultural enterprises have formed a pattern and order of life of rural communities that not
only manage the land, but indirectly has formed its own charm as a cultural tradition.
Characteristics of the environment can illustrate the suitability of potential areas with the utilization of
activities in it. In general, the characteristic of natural and social environment in South Dulamayo village
is very supportive in establishing agro-plantation area as well as conservation function.
2. Condition of Agro Objects in South Dulamayo Village as Tourism Destination (DTW)
As a tourist destination, the development of Dulamayo Selatan village is accompanied by various efforts to
meet the needs and services for tourists as well as create a conducive condition of agro-tourism area. The
condition of the agro-tourism object in South Dulamayo Village can be reviewed through four main
components of the tourist destination: attraction, amenitas, acreebiliti, and additional services. The four
components are very important to the desirability of a tourist destination and has a strategic value because
it can know the extent to which a tourist attraction has provided usefulness during the activity took place.

Attractions in the agro-tourism area of Dulamayo Village Plantation can be distinguished into main
attractions and supporting attractions. Both have an important role in forming an integrated tourism
activity. The main attractions in the area of South Dulamayo village agro tourism in the form of
tourism activities of plantation and natural developer. Gardening activities undertaken by most
communities have indirectly formed a tourist attraction with natural conditions surrounded by a
series of mountains make the surrounding land is fertile so that various clove plants, coffee, fruits
can grow well. Attraction agrotourism can also bring in income for farmers and communities
around him. Tourists who visit will be consumers of the resulting garden products, so that
marketing results become more efficient.

b. Amenitas
All tourism activities as well as the distribution of plantation commodities by the people of
Dulamayo village. Equipment is very dependent on the availability of facilities and infrastructure.
Amenitas condition in South Dulamayo Village is not fully optimal because there are still some
road infrastructure inside agrowista object that condition is not good. The results showed that the

and the community quite adequate to meet. However, there is still a need for coordination between
tourist attractions and other facilities such as maps of tourist sites and guides to facilitate tourists

c. Acreebility
The condition of accessibility in Dulamayo Selatan and Gorontalo is generally quite easy in range
from surrounding areas with easy accessibility conditions that will support and strengthen inter-
regional connectivity. All the convenience of accessibility will facilitate activities in a region
including tourism in Gorontalo regency. The main activity in the form of plantation which is at
once packed in agro tourism makes South Dulamayo Village worthy to be taken into account in
giving economic contribution for Gorontalo Regency. It is also supported by easy access so as to
encourage regional development.

d. Additional Services
Additional services in the tourist area of South Dulamayo Village flowers can be the availability
of tourism information center as a place of coordination throughout the series of tourism activities.
Information services related to the activities at the plantation agro-tourism sites are presented
directly to tourists by the tourism service providers from the surrounding community. In this case
the community is considered more informed and can interpret with the related conditions of the
South Dulamayo Village area with all the potential of nature and culture.

Other supporting services are also important in the implementation of agro tourism is a tour guide
in the agro tourism object of South Dulamayo village plantation not only provide information, but
also raises awareness of tourists to be able to respect the nature and local culture that is in rural
areas. The presence of tour guides in South Dulamayo Village is largely derived from the
surrounding community who are involved in the agro-business activities of plantations.

3. Community Agro Tourism Management Efforts in South Dulamayo Village

Community-based tourism development in Gorontalo regency is one of them applied through agro-tourism
activities with the main commodity of Dulamayo village plantation south. Since established as a tourist
village area by the government of Gorontalo regency, the development of the southern village of dulamayo
slowly increasingly visible followed by the participation of the community in building tourism. The whole
process of agro-tourism activities creates a variety of needs for the services of plantation products and
tourism services through the presence of a number of tourists visiting a tourist destination.
One of the stages in a development is the existence management. In the context of community-based
tourism, management aimed at achieving the welfare of the community in the dating. In turn the process of
tourism development will improve the regional economy, opening up new jobs and encouraging regional

of plantation. Overall community participation is very important in the management of agro-tourism
including business actors as well as tourist support services.
Institutions established by farming communities in Dulamayo Village to manage the coordination of agro-
tourism activities and improve the ability of each individual in managing their gardening business is done
by forming farmer groups to become a strong and independent organization and forming an efficient and
perform its function. In order to develop human resources in managing agro-tourism, the community seeks
to improve their capabilities and performance through various trainings held by several agencies and local
communities so as to expand knowledge related to plantation and community empowerment.
The production of plantation commodities in the form of cloves, coffee, and fruits is marketed to various
regions and locally to meet consumer demand by businesspeople and farmers independently. Promotion
facilities become an important element in influencing the development of a tourist attraction that aims to
attract or introduce tourism to the public. Marketing efforts related to agrotourism area in Dulamayo Selatan
Village are done by internal party by farmer group, Village Owned Enterprise (BUMDES), and youth
organization institution so they are also involved in agro-estate management of plantation. Promotion is
also done through cooperation with tourism actors incorporated in KISAPTA (Action Village Care Tour).
The design of the agro-tourism environment of Dulamayo Village in an integrated manner is realized by
the community through the optimization of plantation land for the production of horticultural crops. In
addition, local communities also maintain green agricultural land in order to remain productive throughout
the year and sustainably function as the original function. Other participation is done by the community as
a workforce for both plantation and tourism activities. The people who work through the service providers
and tourist services include tour guides, tour transportation drivers, accommodation and so on. To maintain
the existence of the object of agro-tourism, the community also seeks to provide a place of sale of plantation
products scattered in several locations.
Particular attention from the Department of Tourism and Agriculture Department of Gorontalo Regency to
the South Dulamayo plantation tourism area is one of the supporting factors in the management of agro-
tourism. Villagers are also fostered and empowered through the development of tourism so as to increase
community capacity and participation. It can be argued that agro is a business that requires harmony of all
aspects. Table 1 But in fact each form of agro-tourism management has its advantages and disadvantages

Although community-based tourism development emphasizes community factors as its main component, it
also requires government involvement in its implementation. The community must participate in the
sustainability of agro-tourism activities so that the implementation is not only based on the aspirations of
the government (top down), but also through the excavation of the potential areas for aggression and
aggregate aggression in the community or bottom up. The management of agro-tourism in South Dulamayo
Village is also carried out jointly by involving the role of government as a facilitator to promote the
development of the region, especially in rural areas.
4. Conclusion
Agro tourism is part of tourism development effort in Gorontalo Regency which has big contribution to the
development of the region as well as able to encourage growth for other sectors including agriculture /
plantation so as to support South Dulamayo Village as Tourism Destination (DTW). With that the
characteristics of the natural environment and soial communities in South Dulamayo village strongly
supports the integrated agro-tourism management activities accompanied by a positive response from the
community on the determination of clove plantation, coffee and fruits plantation areas that are formed by
various resources as a potential can be developed to support tourism activity either directly or indirectly.
The condition of Agro-tourism object in South Dulamayo Village as a tourist destination can be reviewed
through attraction, amenitas, acreebility and additional services as a means of increasing the development
of regional tourism by relying on plantation potential as the main commodity product and can contribute to
providing employment opportunities to local communities. Community efforts have provided important
roles for the sustainability of the environment in order to increase local economy and welfare evenly in the
