Executive summary

The purpose of this report is that the student can get a glance about the practical life andthrough
this experience makes his mind according to his own interest. I choose LahoreElectric
Supply Company for my Internship; because I have Three Years Diploma of Associate
Engineer (D.A.E) and Bachelor Degree (B-Tech) in Electrical Technologytherefore I
preferred this sector. Lahore Area Electricity Board was reorganized into onesuch corporatized
entity under the name of Lahore Electric Supply Company

n d H u m a n Resources related reports are also a part of MIS section. The Lahore Electric Supply
Co.is now fully harnessing the advantages of Management Information System and in almostall
studies from detailed monitoring of LESCO’s defaulters to Analysis of
Electricitytariffs; computer centre has become focal point for generating information imperative
for management policy formulation. In addition, processing of special reports for Authorityand
various WAPDA formations is carried out by the computer centers. The division-
wise computerized receivable reporting and monitoring system providing t
w e n t y different arrears analysis reports have been expanded to provide tariff wise
information.These reports have been further extended to support monitoring at the sub division
level.L E S C O ’ s M I S s ys t e m h a s b e e n i n s t r u m e n t a l i n i m p l e m e n t i n g t h e i n s t r
u c t i o n s . T h e incentive packages were promptly and uniformly implemented giving timely relief
to theagriculturist and industrial consumers. Since it is an engineering firm therefore
numeroussoftware for System Planning, Distribution, and Load Management and for
Design of Distribution system in consumer area is used. In Lahore Electric Supply Co I
emphasizedon the Database management system and Management information system.
During theinterview and questionnaire I get a lot of knowledge and practical skill,
and I want toshare this experience with you. In this report I have written my suggestions, my
feelingsa n d a l s o w h a t I g o t f r o m a l l t h i s i n t e r n s h i p t r a i n i n g . T h i s r e p o r t
consists of

Brief Introduction:
The environment and structure of the power industry throughout th
e w o r l d a r e undergoing dramatic change. The power sector is moving from monopoly to
privatizationand from integration to disintegration. To keep pace with this change, the Government
of Pakistan approved a Strategic Plan in 1994 as a consequence of which the power wing
of W A P D A h a s b e e n u n b u n d l e d i n t o 1 2 C o m p a n i e s f o r g e n e r a t i o n , t r a n s m i s
s i o n a n d distribution of electricity.I n D e c e m b e r 1 9 9 8 , t h e W A P D A A c t w a s
a m e n d e d , w h i c h a l l o w e d t h e c r e a t i o n o f Pakistan Electric Power Company (PEPCO),
and unbundling of WAPDA’s Power

t i n g a r e a b o a r d s ) ; three (3) generating companies (comprising 11 of WAPDA’s
generating plants); and National Transmission and Dispatch Company (NTDC).Various
Regions of WAPDA were performing the local areas electricity distributionservice.
Then the Area Electricity Board (AEB) Lahore, on the eight AEBs in Pakistan,was
established under the scheme of Area Electricity Boards in 1982, in order to
providemore autonomy and representation to provincial government,
elected representatives,industrialists, agriculturalists and other interest groups in functions
of the AEBs.Lahore Area Electricity Board was reorganized into one such corporatized
entity under the name of Lahore Electric Supply Company (LESCO.) with effect from
22-03-1998,with the aim of commercialization and eventually privatization.
Overview of the Organization:
LESCO’s area of responsibilit y covers Civil Districts of Lahore, Kasur, O
k a r a a n d Sheikhupura.Lahore Electric Supply Co. comprises of the following seven
distribution OperationCircles, one Construction and one GSO Circle, as detailed below:

Brief History:
The restructuring programme of WAPDA's Power Wing is based on the new
strategic policies of the GOP and endorsed and supported by the donor institutions. The aim of
thistransition is to install corporate and business culture through: adopting of good
business practices, enhancing productivity and efficiency, including customer orienta
tion andservice culture, improving quality of services setting performance targets, reducing
costs,t h e f t a n d w a s t a g e . T h i s w i l l b e b a s e d o n e x t e n s i v e u s e o f i n f o r m a t i o n
t e c h n o l o g y, m a n a g e m e n t i n f o r m a t i o n s y s t e m s , a n d m o n i t o r i n g a n d p r u d e n t
d e c i s i o n - m a k i n g . It has been decided that some of the functions currently being performed by
WAPDA areof national importance and will therefore continue to remain with
WAPDA/GoP in thelargest interest of the country.P E P C O h a s b e e n f u l l y e m p o w e r e d
and is responsible for the management of all
thea f f a i r s o f c o r p o r a t i z e d n i n e D i s t r i b u t i o n C o m p a n i e s ( D IS C O s ) ,
f o u r G e n e r a t i o n Companies (GENCOs) and a National Transmission Dispatch Company
(NTDC).
Thesec o m p a n i e s a r e w o r k i n g u n d e r i n d e p e n d e n t B o a r d o f D i r e c t o r s ( C h a i r m
a n a n d s o m e Directors are from Private Sectors). All Entities have the physical possessions of
all their operational assets.On 24th Feb. 2007 Ministry of Water & Power notified
NEPRA approved Tariff for allDistribution Companies replacing unified
WAPDA Tariff.L e g a l A g r e e m e n t s s u c h a s B u s i n e s s T r a n s f e r A g r e e m e n t s , O p e
r a t i o n D e v e l o p m e n t Agreement, Energy Supply Agreement, Business
Supplementary Agreement and FuelSupply Agreement etc. are executed between
Lahore Electric Supply Co. and CorporateEntities to facilitate commercial
operations.Regulatory instruments like Grid Code, Distribution Codes, and
Performance Standardfor Distribution Companies and Transmission Companies were drafted
and got approvedfrom NEPRA in 2007.

Nature of the Organization:
In exercise of the powers conferred on the National Electric Power Regulatory Authorityu n d e r
Section 21 of the Regulation of Generation, Transmission and
D i s t r i b u t i o n o f Electric Power Act 1997, the authority grants the license to the
Lahore Electric SupplyCo. for the Distribution Services of Electric supply and make sale of
Electric power to theconsumers in the services territory and concession territory subject to and in
accordancewith the terms and conditions of the NEPRA.According to the license issued to
the Lahore Electric Supply Co. the company have
to p r o v i d e t h e e l e c t r i c s u p p l y t o t h e i r D o m e s t i c , B u l k , C o m m e r c i a l
a n d i n d u s t r i a l consumers.
