President’s Letter
August has arrived which means our third community meeting of the year is just around the corner. We’ll meet at
Harbel (5807 Harford Road) at 7:30 PM on Tuesday, August 14th. Stacey Jefferson, policy manager for Behavioral
Health System Baltimore, and Erika McCray will be speaking with us about a group home in the 3300 block of Ailsa
Ave. We will hear from Leaders of a Beautiful Struggle about their efforts to establish an Arts and Entertainment
district in Penn North. We will also hear nominations and hold a vote for any interested in filling vacancies on the
board of the Waltherson Improvement Association. Please consider volunteering and joining us in our efforts to
improve the neighborhood.

In local business news, Donut Alliance (4311 Harford Road) and H&H Outdoors (5406 Harford Road) are now open
for business. Stop by and check out these new local businesses.

On a sad note, I’m sure many of you are aware of the passing of Pam Wallace who recently served as the healthy
neighborhoods coordinator for Hamilton-Lauraville Mainstreet. We’ll miss her energy and enthusiasm for our
neighborhood. She was always promoting and selling our neighborhood to prospective homebuyers throughout
the city and she will be greatly missed.

Hope everyone has a great last few weeks of summer. I’ll see you all at the August community meeting.

NECOP – Northeast Citizens on Patrol
In Northeast Baltimore we have a district wide Citizens on Patrol program called NECOP. The reasoning behind the
COP program is that regular neighborhood patrols can make criminals feel uncomfortable and drive them out of
our neighborhood. Communities with regular NECOP patrols, such as the North Harford neighborhood, also see
significantly less crime than communities with inactive patrols.

Participants meet at the Northeast Police station at 1900 Argonne Drive near Morgan State and an officer will give
you a direct number to keep them in contact with the Police. You would then proceed to patrol the neighborhood
in your car. Patrols normally go out each Thursday and Friday from about 7:30 - 10:30. Anyone interested in the
