1 Does BSNL provides handset?

No.The handset has to be procured by the customer as per his choice from the
market. For handset related queries refer the instruction manual provided by
the manufacturer
2 Type of handset

Any standard GSM handset. At present services will be available in 900MHz


range. In future 1800MHz range will also be available in major cities / towns.
3 What is a SIM card?

"A SIM card is nothing but a small pre-programmed chip, which is inserted into
the mobile handset, and it contains subscriber information that facilitates
interaction between the subscriber and the mobile network"
4 What should I do in case my SIM card/mobile phone is lost?

Please lodge a police complaint. Besides inform to customer care center

service centre where you have taken the connection with the proof of identity
along with copy of FIR.
5 What is the procedure in case my SIM get blocked / locked?

"Generally the SIM get blocked due to wrong entry of PIN number thrice and
wrong entry of PUK number 10 times. In this case the SIM card becomes
irreparable. You may have to purchase a new one. In case SIM get locked /
blocked, please contact customer care center 9415024365 for further guidance
like providing PUK numbers."
6 Can we get user tutorial or help? How?

"New User Tutorial (NUT) is heard on the first time when user accesses the
system. NUT can be replayed in future by dialing 888 from MS, press 8 for help
once you enter in the mailbox"
7 How to make call to landline operator?

TO make a local call to a landline phone dial STD code of the place followed by
the number you want to dial.
8 How to make calls to a pager operator?

Dial the local city code followed by the pager number you want to contact.
9 What is voice mail facility?

This service enables you to receive voice message when the cell phone is busy
or switched off.
10 What are the common access codes for Voice Mail?

Common Access MSC code and 17000 (ex:9415017000) from DTMF PSTN
phone. Direct Access: 17000 from mobile handset (MS).
11 How to deposit the message in voice mail?

" Message deposit services from common access: Call‘17000’, wait for prompt

12 How to record message and change password or language?

to modify and follow IVRS instructions"
13 How to retrieve message?

"From PSTN dial 9415017000 or from MS Dial ‘17000’ wait for prompt and then
press ‘#’. Dial mailbox ID and press ‘#’, enter your password. Listen to system
prompt and press 1 to listen message"
14 How to record Voice and fax ?

"Dial ‘17000’ from the fax machine and dial mailbox ID, at the tone record voice
message(optional) or dial 3 for “fax” (after voice message recording) press
start."
15 How can one do Fax transfer and printing?

"Dial ‘17000’ from fax machine and ‘#’, dial mailbox ID and #, dial
password .Listen for the prompt for the fax message receive and press 1 to
listen the fax header and voice."
16 How can one send E-Mail through his CellOne Mobile?

"Dial 1403 from WAP MS to connect to internet-login to the site

20 How to delivering a message at a future date?

"Dial ‘17000’, and #, dial mailbox ID and #, enter the password. Press 2 for
send, enter destination mobile number or PSTN number with STD code, listen
to system prompt and record your message."
21 Can we integrate External Email account with this mail? How?

Internal accounts with other sites with POP3 support can be integrated with
www.bsnlumn.com So that all the mails coming to other accounts can be seen
from one account only i.e. bsnlums.com.
22 Can we send the message or mail distributed to a number of subscribers? How?

"Dial ‘17000’, and #, dial mailbox ID and #, enter the password. Press 3 to
modify then press 3 for list and the press 2 to create and then follow IVRS
instructions"
23 What is SMS?

"Communicating without actually talking, that’s what this service is all about..
SMS enables you to send and receive messages to cell phone across the
world"
24 How can one sending and receive SMS?

For reading SMS press Menu ànd go to Message and select “Inbox” and select
read the message by up-down button and hang up to come out
25 Flash and Blink messages?

The service helps you to make your message more effective

alternative to normal SMS when you want to catch the recipient’s attention
immediately. The recipient has the option to save the SMS to his inbox
27 What is the maximum length of SMS message?

Maximum lengthy of SMS is 160 characters alpha-numeric. But messages of


more than 160 characters can also be sent in parts of 160 characters
28 What are SMS charges?

You will be charged 60 paisa per outgoing message. SMS is available in all the
countries where cell-one has roaming arrangements. The successful delivery of
messages will depend upon the network of the alliance par
29 Troubleshooting / handling problems: Phone is not working properly?

Possible reason: SIM card not inserted properly. What to do? Insert SIM
properly. Possible reason: Battery low. What to do? Recharge / replace battery
30 Troubleshooting / handling problems: Unable to make calls?

Possible reason: Weak signal What to do? Move to an adjacent location where
coverage is better
31 Troubleshooting / handling problems: SIM blocked?

Possible reason: Incorrect PIN entered thrice. What to do? Contact customer

32 When the airtime and landline charges are to be paid?

"At present there is no separate concept of Airtime, PSTN charges. Now the
charges are including IUC charges"
33 Other charges?

"In addition to the above, you also pay a service tax of 5% on the total bill
amount. The service tax component on the bill amount is collected when you
purchase a BSNL prepaid or recharge card"
34 What is Calling Line Identification Presentation (CLIP)?

This feature allows you to see the phone number of the calling party on your
handset screen. All cards are pre-activated with CLIP facility. The accuracy of
the phone number displayed is dependent on the calling telephone exchange
35 Can we get CLIP facility free of cost?

"No, not for all schemes"


36 What are Call Wait and Call Hold?

"This facility will allow you to receive and hold an incoming call when you are
already talking to another person. This will be indicated by a short beep during
your conversation and the phone number of the incoming call will be displayed
on your mobile phone. To activate enter * 43 # then press Yes/Ok button, for
cancellation enter # 43 #."
37 What is Call Forwarding?

Call can be directed to any other cell phone


38 What is Call Conferencing?

"This facility enables teleconference with up to 5 people simultaneously,


subscription fee for this is Rs.100/- per month"
39 Personal Identification Number (PIN).

"This 4-digit password helps ensure that not just anyone can use your cell
phone. To activate it follow the instructions given in your cell phone user guide.
Once activated you are given a default password 0000, you can change this
password"
40 What is Personal Unblocked Key (PUK)?

"This 8-digit number is used to unblock your SIM card. If the PUK is incorrectly
entered 10 times, your SIM card will get permanently damaged. It will then
have to be replaced by anew one"

CLI-R is a service that allows customers not to reveal their mobile number from
being displayed recipient’s mobile phones. Note: This facility is not provided by
BSNL
42 Do all mobile phones support CLI-R facility?

All the mobile phones can support this service but only certain phones have the
display/ not to display facility.
43 How can one subscribe for CLI-R service?

"This facility is not provided by BSNL, so no question of subscription"


44 "If I have activated CLI-R and I send a SMS to my friend, will my mobile number be hidden too?"

"No, CLI-R cannot conceal your mobile number when you send a SMS"
45 How to download ring tones?

"By using cellOne menu and sending SMS, Type “TOP” in a message sent to
8888 and checks an SMS received from 8888, select ID for the ring tone
preferred. Type “RT ID No” then sent to 8888, check for ring tone."
46 What will be the monthly charges of roaming?

The charges will be real usage charges. But there is a rental of Rs.50/-per
month in case of plan 225 and plan RTP.
47 What is difference between cellular mobile an WLL mobile?

WLL mobile services are basic services whose operation is limited to an SDCA
whereas cellular mobile services have roaming feature in whole of the GSM
network.
48 Can we use WLL mobile handset for cellular mobile services also?

No. WLL mobile handset is operator specific whereas GSM handset is more
versatile. GSM Handset can be used for getting services of any cellular
operator operating with GSM technology by simply changing the SIM card.
49 Is there any provision to get temporary/ casual cellular connection?

Yes. You can get excel Prepaid connection and use it as temporary /casual
mobile connection
50 Is national roaming available with Excel connection? Whether I will be able to avail roaming
facility when I go to New Delhi?

"No. Currently only zonal roaming is available with Excel prepaid connections.
Zonal roaming would entitle you roaming facility in Rajasthan, UP (W),
Uttaranchal, UP (E), Haryana, Punjab and Himachal Pradesh. It means when
excel connection cardholder will go to New Delhi he will not be able to use the
roaming facility."
51 What amount will be charged when subscriber –A at Sitapur of UP (E) Cellular Circle Lucknow
makes a call to subscriber-B at Balia of UP (E) Cellular Circle?

Subscriber – A will have to pay the local call charges only because both places
are in the same license service area whereas subscriber –B has to pay nothing.
52 What amount will be charged when subscriber –A of UP (E) Cellular Circle Lucknow while roaming
at Punjab makes a call to subscriber -B at (a) Punjab (b) Ajmer (c) any location in home PLMN ( UP
East?

Following charges will be applicable


(a) Subscriber –A will have to pay the local call charges as applicable to license
area of Punjab.
(b) Subscriber-A will have to pay the STD charges from Chandigarh to Jaipur.
(c) Subscriber-A will have to pay the STD charges from Chandigarh to
Lucknow.
53 What amount will be charged when subscriber –A of UP (E) Cellular Circle Lucknow while roaming
at Jalandhar receives a call from subscriber -B at (a) Jalandhar (b) Ajmer (c) any location in home
PLMN ( UP East Lucknow)?

In all cases the subscriber –A will have to pay the charge equal to STD charges
from Lucknow to Chandigarh
54 What amount will be charged when subscriber –A of UP (E) Cellular Circle Lucknow while roaming
at Jalandhar making a call to subscriber -B of UP (East) Cellular Circle roaming at (a) Jalandhar (b)
Ajmer?

Subscriber –A will have to pay the STD charges from Chandigarh to Lucknow
in both cases whereas subscriber-B (while receiving the call) will have to pay
the STD charge from Lucknow to Chandigarh for case (a) and Lucknow to
Jaipur for case (b) above.
55 What amount will be charged when subscriber –A of UP (E) Cellular Circle Lucknow while roaming
at Jalandhar making a call to subscriber -B of UP (West) Cellular Circle roaming at (a) Varanasi (b)
Ajmer ?

Subscriber –A will have to pay the STD charges from Chandigarh to Agra in
both cases whereas subscriber-B (while receiving the call) will have to pay the
STD charge from Agra to Lucknow for case (a) and Agra to Jaipur for case (b)
above
56 What amount will be charged when subscriber –A of UP (E) Cellular Circle Lucknow making a call
to subscriber -B of UP (East) Cellular Circle roaming at (a) Meerut (b) Ajmer?

Subscriber –A will have to pay the local call charges in both cases whereas
subscriber-B (while receiving the call) will have to pay the STD charge from
Agra to Lucknow for case (a) and Jaipur to Lucknow for case (b) above
57 I am having problem in sending or receiving SMS.

"In case of problem in sending SMS (first time), please check that correct
service centre number (+919417099997) is selected. For subsequent problem,
check your memory box (Incoming or Outgoing). If problem still continues,
inform help line 9415024365 to arrange needful action"
58 How I can use Voice mail service? Is there any initial deposit?

"There is no initial deposit for availing the facility of voice mail service. Initially,
Voice mail service can be activated by dialing the number 17000 and following
the series of IVRS instructions. The procedure of setting of voice mail-box may
take 8 to 10 minutes time, hence, it shall be tried only when subscriber is free
and can devote this much of time to the system. Once the voice mailbox is
setup, then facility of VMS may be availed by diverting the call to 17000 under
specified requirement."
59 Is there any rental or usage charge for VMS?

"There is no upfront charge, recording charge for VMS. There is no rental for
VMS, however, retrieval of message attracts the outgoing charges as per the
plan selected by the subscribers"
60 Call forwarding tariff is Rs 2.00 per call even to voice mail. As per tariff, message deposit is free.
Call forwarded to voice mail should not be charged.

Call forwarding to voice-mail may be free to B end subsriber i.e. for recording
there are no charges. However call forwarding to another number (same
licenced service area only) @ 2/- shall be charged in each case.
61 In case I surrender the vanity number not being comfortable due to resemblance with enquiry
numbers, the charge collected for the provision of vanity number should be refunded.

The vanity number may be changed to another vanity number in such a case.
However no refund is permitted.
62 Are calls to emergency services free.

All special services, which are free on PSTN, shall also be permitted free to
BSNL's mobile subscribers.
63 VPN services are restricted to Corporate Customers only. Whether it is applicable for companies
not registered under Company Act.

VPN services can be provided to firms not registered under the Companies Act,
after due verification. Such firms or groups must be identified by commonality
of objective (administrative, commercial, religious etc). However this is not
applicable to unrelated individuals.
