Iowa Prison Convicting Drug Offense Descriptions

Introduction
An often used ineffective slogan is that the prisons are full of first time low level drug offenders. It is
ineffective because it can be shown to be false and many people know that. However, the proof that it
is false is not readily available or easy to use. I prepared the following tables to make the Iowa drug
offense data more readily available.

The reason it is difficult to use is there is no standard way to describe the offense each state has their
own system and they make extensive use of abbreviations. In the following tables I copied the
descriptions used the end of fiscal year report and one of the most frequently used abbreviations is
defined in footnote. Many of the others are fairly obvious.

Examination of the tables shows that there are second offenses and third and subsequent offenses listed
so the offender was convicted two, three or more times for the same offense. We have no information
about prison commitments in federal or other state prisons so the new commitments only tell that it was
the first time they were committed to an Iowa prison. A hallmark of drug offenders is they have a high
percentage of prior commitments with respect to other offense types.

Discussion
Review of the tables shows that we are re-convicting and re-incarcerating the same drug offenders a
sign that what we are doing is not working very well.
