NCCR is application software and requires a valid licence in the BSC. The target cell of the cell re-selection can be selected by the network or autonomously by the MS. Network-Controlled Cell Re-selection (NCCR) introduces the possibility for the network to control timing and target cell selection in cell re-selection. the network decides when the MS changes cell and what is the target cell. With NCCR there are the following cell reselection criteria: . Quality Control triggers NCCR when the serving cell transmission quality drops even if the serving cell signal level is good. PCU overload protection NCCR enhances the PCU overload protection in two ways. NCCR moves the MSs from network-controlled to autonomous cell reselection. In a lower level PCU overload situation. Currently NACC is supported for intra-BSC cell changes. In a higher level PCU overload situation. Network-Controlled Cell Re-selection NC0 The MS will perform an autonomous cell reselection. it is possible that some MS vendors have not had the chance to test their products in actual networks and that their products may not work properly when ordered into NC2 mode. but NC2 is ordered by sending a PACKET MEASUREMENT ORDER message to a particular mobile station. or in case PBCCH is used. NC2 The MS sends neighbour cell measurements to the network and the network commands the MS to perform cell re- selection. 4. The network control mode is broadcast in the NETWORK_CONTROL_ORDER parameter in the SI13 and SI2quater messages on BCCH.3. NC1 is not supported by Nokia BSC.

PACKET MEASUREMENT ORDER is sent to all mobiles. PACKET MEASUREMENT ORDER is sent to mobiles that are Release 4 or later. For more information. If the value of NCCR control mode is 'NC2 Release 97 Onwards'. If the value is 'NC2 Release 4 Onwards'. the MS remains in NC0 mode. the PCU may order the MS from NC2 mode to NC0 mode by sending a PACKET MEASUREMENT ORDER. the PCU does not order a MS that is in RR packet idle mode to NC2 with the PACKET MEASUREMENT ORDER message. Ordering MS to NC2 mode in RR packet idle mode If Inter-System Network-Controlled Cell Re-selection (ISNCCR) is not enabled. The MS support for 3GPP Rel99 is indicated in the Revision Level Indication field in the MS RAC IE. the PCU checks the MS 3GPP release support and sends a PACKET MEASUREMENT ORDER if needed. If any of the fields under Additions in Release 4 are present in the MS RAC IE. If the value is 'NC2 Release 99 Onwards'. The PCU receives the MS RAC at TBF establishment. If the PCU receives the MS RAC during TBF.3. the PCU sends a PACKET MEASUREMENT ORDER message on the PACCH. PACKET MEASUREMENT ORDER is sent to mobiles that are Release 99 or later. If the MS does not send an acknowledgement. The PCU polls for a PACKET CONTROL ACKNOWLEDMENT. If the MS still does not acknowledge the polling. the PACKET MEASUREMENT ORDER is transmitted again. Ordering MS to NC2 mode in RR packet transfer mode If the MS is in RR packet transfer mode.3 Ordering MS to NC0 mode In some situations that have resulted from abnormal procedures. If the MS RAC is not received (one phase uplink access or DL-UNITDATA PDU without MS RAC IE). 4.

1 MS neighbour cell measurement reporting The Network-Controlled Cell Re-selection uses cell adjacencies that are defined by the operator (using the command class EA ). . the NCCR uses adjacencies that are included in BA list defined by operator (using the command class EB ). The PCU does not poll for a PACKET CONTROL ACKNOWLEDMENT. For more information. If the PBCCH exists. the PCU sends a PACKET MEASUREMENT ORDER message on the PACCH. If the PBCCH does not exist. The PCU then sends the PACKET MEASUREMENT ORDER in the assigned block. see Double BCCH Allocation List . the information is delivered in the SI2/SI2bis/SI2ter/SI2quater messages. the PCU first assigns a single downlink block to the MS with an IMMEDIATE ASSIGNMENT message on the CCCH assuming the MS to be in non-DRX mode. The PCU receives a measurement report when NCCR is not enabled. The PCU waits for the reports for three and a half times the length of the reporting period or at least 15 seconds. The PCU has not received measurement reports from a MS that is in packet transfer mode.

the PCU adds 10 dBs to each GSM neighbour cell RXLEV value before using it in NCCR algorithms. In the PACKET ENHANCED MEASUREMENT REPORT. the MS reports the RXLEV values for the serving cell and as many cells (successfully decoded and allowed by the BSIC) as it can include in the message. In the PACKET MEASUREMENT REPORT. If the control mode indicates NCCR support for part of the 3GPP release MSs only (in other words. 1800 reporting threshold (RT18) . The PEMR enables the MS to report more neighbours and offers better control on multiband/multirat reporting. the number of which is indicated by the multiband cell reporting parameter. the report type is sent to the appropriate mobiles in the PACKET MEASUREMENT ORDER message. Functionality of Network-Controlled Cell Re-selection There are two types of measurement reports: PACKET MEASUREMENT REPORT (PMR) and PACKET ENHANCED MEASUREMENT REPORT (PEMR). the MS reports the RXLEV values for the serving cell and six strongest neighbour cell carriers for which the BSIC has successfully been decoded and is allowed. 1900 reporting threshold (RT19) . if the value is NC2 Release97/99/04 Onwards). 900 reporting threshold (RT9) . 1800 reporting offset (R18) . At the beginning of an averaging session. other RLC/MAC control blocks. The MS reports neighbour cell measurements using a reporting period assigned by the BSC. In other words. it makes a channel request (in case PBCCH does not exist) or a packet channel request (in case PBCCH exists) for a single block and sends the measurement report in the assigned block. respectively. or delivered to individual mobiles in PACKET MEASUREMENT ORDER messages. When the MS is in RR packet idle mode and has a measurement report to send.

that is. the PCU must know the MS EGPRS capability. 4. In order to know which power budget and data transmission quality criteria threshold parameters to use. it considers that it can stop monitoring the MS after the MS has not sent a measurement report in RR packet idle mode for a certain period of time.5 Quality Control cell change triggers Quality Control measures the MS-specific radio interface block error ratio (BLER) and bitrate per timeslot quantities that are used as cell change criteria. The power budget criterion is based on the RXLEV values received in the measurement reports sent by the MS. 4. For more information on Quality Control functionality. With Enhanced Quality of Service. The PCU runs power budget algorithm every time it receives new measurement report. the Quality Control also monitors the PFC- specific radio interface throughput that is used as a cell change criterion. A segment-level parameter NCCR number of zero results indicates the maximum number of zero results from GSM cells that are omitted when the measurement results of the adjacent cells are averaged. see (E)GPRS in BSC .

The operator can also set the BSC to avoid cell re-selections for MSs that have streaming traffic class PFCs.1 Power budget criterion The power budget criterion ensures that the MS is always commanded to perform cell re-selection to a cell with the minimum path loss.008. power budget criterion algorithm is run before data transmission quality criterion target cell selection.6. Furthermore. Target cell selection is performed when the Quality Control NCCR criterion triggers and after that. always when a new PACKET (ENHANCED) MEASUREMENT REPORT message is received. if needed. power budget criterion can be used to allocate EGPRS resources efficiently. The figure below describes the power budget NCCR criterion process. The operator can prefer intra-PCU cell re-selections. Network-Controlled Cell Re-selection The PCU Quality Control monitors the transmission quality and triggers the NCCR in case the monitored quality degrades. The power budget criterion includes the C31 and C32 criteria of 3GPP TS 45.
