1 At the appropriate place in title VIII of division A,
2 insert the following:
3 SEC. lll. None of the amounts appropriated or
4 otherwise made available by this division may be used to
5 grant, deny, or revoke access, or eligibility for access, to
6 classified information except in accordance with the proc-
7 esses and procedures under the following:
8 (1) Executive Orders 12968 and 13467, as such
9 Executive Orders were in effect on August 15, 2018.

1 (2) Part 147 of title 32, Code of Federal Regu-
2 lations, as such part was in effect on August 15,
3 2018.
4 (3) Applicable department and agency regula-
5 tions that govern access to classified information
6 and due process requirements.
