INSTRUCTIONS TO TENDERERS IN e – TENDERING IN

PORT DIRECTORATE TENDERS

TENDER No.02/2010-11 A & B


1. Aspiring bidders who have not requested or obtained the user ID & Password for
participating in e-tendering in Port Directorate, may now obtain by emailing the
details prescribed in the website www.keralaports.abcprocure.com. Alternatively any
person can send a request for user ID and password through letter / mail / fax to

reach them on or before 25th September 2010.
2. A training programme on e-tendering will be conducted for the aspiring bidders at the
pre bid meeting date and the date of training program is 23-09-2010 .If there is any
change in date that will be posted in the e-tendering website as part of tender
documentation. Those prospective bidders who wish to undergo training should reach
for the prebid meeting in time. However you are requested to inform this to us
through our e-mail portsdir@asianetindia.com. at least one day before

4. Bidders can access the e-tender from 20-08-2010..
5. Those who are not well versed with computers and e-tendering procedures can come
to the Head Office of Port Directorate one day before the tender closing date and
contact Ms. Beena, D-section in the Directorate of Ports or Chief Mechanical
Engineer in the Directorate of Ports . All the required help and facilitation will be
provided for submission of tender through electronic mode.
6. Last date for the submission of completed tender document in the e-tender website is
1.00 P.M on 01-10-2010. All mandatory fields / spaces in the tender document or
schedules should be filled up.
7. The Technical bid of both the tender will be opened at 2.00 P.M on 01.10.2010. The
price bid of the tender will be opened at the Directorate of Ports at 4.00 PM on 01-10-
2010. Tenderers or their authorized representative can attend the price bid opening.
There will not be any separate communication on this in the normal circumstances. If
for any reasons, more time is needed for technical evaluation, a separate price bid
opening time will be communicated through e-mail to the bidders who have
submitted their bids on time.
8. E.M.D should be in the form of Demand Draft drawn in favour of “Director of Ports
payable at Thiruvananthapuram,” or in any other acceptable form as detailed in the
Tender Notice.
9. Bidders can access tender documents on the website, fill them and submit the
completed tender documents into electronic tender box on the website itself. The
Tender cost / EMD details should be filled, Tender cost / EMD should be sent by
courier/post/hand delivery to the Directorate of Ports, Thiruvananthapuram-33 so as
to reach before 1.00 P.M on 1-10-2010 and scanned copy of the DD/Bank Guarantee
to be uploaded along with the tender submission.
10. Any document submitted through post / courier / by hand is at the risk of bidders (i.e.
Port Directorate is not responsible for any delay / loss) bids submitted online in the
website before the due date and time and completed in all respects without causing
any confusion alone will be evaluated.
11. Corrigendum will be published in the website for all modifications / corrections, if
any, which may be read before submitting the tender.
12. If any tenderer wants any clarification, help or assistance, they can contact Ms.
Beena, D-section in Directorate of Ports over phone (9446173983) or by e-mail / fax /
letter. A user’s manual can also be sent to any registered tenderer for additional help
for participating in the e-tender, if needed.
