a new Board of Control to manage priorities. New council size 26 and Mayor = 27. This governance plan
makes Council more efficient, and ensures that each corner of the city has strong representation
at the highest levels. The Deputy Mayors/Board of Control will be appointed on day one when taking office
rather than waiting until the next election for it to take effect.
