Henry G. Cisneros is the Chairman of the CityView companies, dedicated to producing workforce homes in America's cities.
From 2002 to 2005, he was Chairman of American CityVista. From 1997 to 2000, he was President, Chief Operating Officer
and a director of Univision Communications Inc., the Spanish language television network. From 1993 to 1997, he served as
Secretary of Housing and Urban Development under President Clinton. He served as Mayor of the City of San Antonio, Texas
from 1981 to 1989. Mr. Cisneros has served on the board of directors of KB Home, and he is currently a member of the
boards of CityView, LLC, New America Alliance, and the San Antonio Hispanic Chamber of Commerce, among others. He is a
member of the Board of Trustees of The Enterprise Foundation and an honorary life director of the National Civic League.
He is a graduate of Harvard University.

Highlights of the panel discussion with Mr. Cisneros at will decline. On almost every front Latinos are now

ON BEING AN AMERICAN LATINO: Latinos who work and
live and are citizens of this country, are first and
foremost Americans. We may have a cultural identity
with Latin America, and many things of which we are
proud of -- heritage, family, religious roots, etc. --, but
our lives and loyalties are tied to the United States. Our
legal framework, our understanding of the economic
system, our incentives and opportunities, are all tied to
the American way. Our progress and competitiveness
are judged against the American way. Our success and
any progression to leadership will in a large measure be
tied to how we contribute to the American system. This
is true of every group that has come to this country.
Sometimes this is difficult for people from Latin America
to understand, because we look the same and we share
the same heritage, roots and traditions. But we are
placed in this world in a different context, having made a
decision to stay and belong, and a commitment either by
birth -- as in my case --, or by choice, legally, to the
United States.
ON THE NEW ROLE FOR LATINOS: Our role in the United
States is changing. The United States will be shaped by
its Latinos. The traditional population is aging, the
Latino population is young. The traditional population
is going to be less a part of the workforce, the Latino
population is going to be a big part of it. It is our
children who populate the schools.
We are now numerous and populous enough that we will
move the needle for the United States on almost every
indicator there is. If our middle class doesn’t grow, the
American middle class doesn’t grow. If our educational
statistics don’t improve, American education statistics
So here is the issue for American Latinos: if we believe the
United States is a great country -- and I do --; if we believe
it has made important contributions in the world -- and I do
--; and if we believe it is a good thing for this country to
remain strong, it will not remain strong in the latter years of
this century without the Latinos of the United States making
an extraordinary contribution at every level.
Henry Cisneros participated in Vanguardia Latina
2007 touching eloquently on a topic that is at the
core of our dialogue. The relationship between our
two worlds, the Latino and the Latin American, is a
complex one. There is a divide, a gap, not exempt of
anxieties. It is not easy to bridge these two realities,
to understand, communicate and cooperate.
We have always thought about the Latino presence as limited
to our community and our interest, or in terms of what the
country should do for us for humanitarian or social justice
reasons. But we are now in a very different place. What
matters now is that what we do for our community shapes
the very destiny of the United States itself. All the more
reason for our country to understand why our children need
to be educated, why we require economic progress, etc.
ON THE VIEW FROM LATIN AMERICA: The other side of our
sensibilities is the view from Latin America. There are some
who say the goal should be some Pan American structure,
where all the Americas are somehow governed together and
we seamlessly erase borders, in a European-style
arrangement. That is not going to happen, for reasons of
American nationalism and for reasons having to do with
income, systemic and historical differences.

As governments and political leaders in Latin America
change we have to figure out how our interests are
served, and then relate to those changes. But within our
own calculation of what is in our interest, and what is in
the American interest because we are representatives of
a larger entity, which is the United States.
ON HIS PERSONAL VIEW: My mother was born in Mexico.
My grandfather was involved in the Mexican Revolution,
and lived in the United States until he was 93. I love
many things about Mexico: heritage, art, music, cuisine,
sensibilities, courtesies, language. All those beautiful
things influence my life and my family. I am who I am
partly because of that relationship to Mexico.
But I am also aware that the many people who choose to
come to the United States from Mexico do so because
they believe they can probably live a better life here.
Many come just to survive. I love Mexico, but I am sober
about the failures of the Mexican system. The question is
how do we help people live a better life without buying
into every aspect of that system and ignoring its flaws.
When I argue for immigrants or for a better relationship
with Mexico I am viewed with suspicion by some in my
own country who think I am arguing for a foreign power
and alien people. This will get more complex; there will
continue to be questions of loyalty. There will be some
level of prejudice for a long time to come. VL
