PROPOSAL FOR EDEN DISTRICT MUNICIPALITY

Introduction

In the State of the District address, Mr AC Laws, Executive Mayor of Eden highlighted
the key performance areas for local government that include:

• Basic Services and Infrastructure,


• Financial Viability and Management,
• Institutional Transformation and Management,
• Local Economic Development (LED) as well as
• Good Governance and Public Participation.

He further emphasized that the District Growth and Development Strategy will be the
gravitational point of coherence for the whole of local government. Underpinning the
GDS is the development of a programme of action that is based on a shared growth path.
In view of the objectives of the programme of action, Hamba Nati proposes a phased
approach in taking forward the fulfillment of the stated objectives and supporting the
same with strategic interventions that can contribute to the Growth and Development of
the Eden District Municipality.

Background

Hamba Nati made a presentation to a full sitting of the Eden District Municipal Council
on Monday 7 May 2007 highlighting key elements that could contribute to the Growth
and Development of the Eden District Municipality and the envisaged programme of
action. Whilst the proposed interventions are made in the context of the envisaged
programme of action, it takes cognizance of the following realities:

Eden is the largest district within the Western Cape Province with the
 Largest number of local municipalities within the district
 Largest population outside the Metro
 the District is predominantly urbanized with increase in urbanization of 39%
during the last two census periods
 All local municipalities except Oudtshoorn have shown an increase in urban
population
 Migration is a key challenge in the district particularly to the coastal towns,
resulting in a burden on municipalities in terms of service delivery provision
 The Unemployment rate in the district in terms of census 2001 stood at 26,5
percent higher than provincial average
 Eden is pressured to supply skilled labour, with approximately 26 per cent of the
population over 14 with 7 years or less education
 Although 136 682 jobs were created in the district between the two census periods
(1996-2001), 49,213 (%) of the unemployed in the province resided in Eden DM
in during the same period
 HIV/AIDS poses a key challenge with three of the five towns In the Western Cape
with highest incidence of HIV/AIDS, being within the boundaries of the district

GROWTH AND DEVELOPMENT PROPOSAL

Whilst the proposal is based on a defined programme of action, it is critical that the
various elements of the Growth and Development Strategy be rolled out in phases. The
phases are envisaged as follows:

Phase 1. Desk-top review of District GDS, local economic development framework and
strategic interventions

Phase 2. Organising strategic interventions, including BBBEE Summit and Investment


Summit and related initiatives

Phase 3. Facilitate Strategic Partnership(Economic Development Agency) establishment


 Development Agency
 Destination marketing Organisation
 Urban Revitalisation Precincts

Phase 4. Review and/or formulation of Sectoral Development Strategy and


implementation plans augmented by:

 SMME sector support programme


 Development zones and industrial hubs
 Mega Projects

Whilst the first phase is under review, it is located in a broader framework of local
economic development initiatives culminating in the phase 2 Black Economic
Empowerment Summit at the end of June and the Investors Summit the last week in July.

BROAD BASED BLACK ECONOMIC EMPOWERMENT

Objective of the BBBEE Summit


The BBBEE summit seeks to:
1. Assess the extent to which the objectives of the BBBEE legislation has been
embraced and implemented in EDM
2. Promote the implementation of BBBEE in EDM
3. Provide institutional support for BBBEE initiatives
4. Provide a forum for advocacy of BBBEE and
5. Provide a forum for addressing challenges of BBBEE in the 1st and 2nd economies

Interventions
Leading up to the summit and to facilitate the effectiveness thereof, it is envisaged that
the following interventions will be undertaken:
1. Review and/or develop a BBBEE policy for the Eden District Municipality
2. Review and/or develop a Black Economic Empowerment strategy and
implementation plan for EDM
3. Eden Economic Sector Focus Group
4. Eden Informal Sector Workshop
5. BBBEE Survey
 Management & ownership
 Human Capital Development-Employment Equity
-Skills Development & training
 Corporate Social Investment

6. SMME Intervention: Business Support Programme


 Identification of SMME database
 Qualification of SMMEs for business support programme
 Motivation for fast-tracking of SMME business support
 Communication of support programme, process and implementation

7. Launch of Business Support Portal

Whilst the SMME Business support initiative is an important intervention to address


sustainability and integration into the mainstream economy, it is of little consequence
if EDM is unable to measure and report on the efficacy of the interventions. For this
reason Hamba Nati and its strategic partners have developed a methodology that
addresses and tracks the development of each of the qualifying SMMEs through the
process of implementation. Through the creation of a web portal Hamba Nati will
enable the Executive Mayor or whomsoever he nominates to fulfill the function to
access the following information hosted on the web-portal:

 The status of the beneficiary SMME


 What business support interventions/initiatives have been identified
 What resources have been allocated against a specific SMME beneficiary.
 What progresss has been made against the critical milestones

This management information will be available at the click of a button and will enable
the Municipality to make the required interventions.

8. BBBEE Summit Event

The BBBEE Summit will be the culmination of the events leading up to the Summit. It is
envisaged that the BBBEE Summit will bring together entrepreneurs from both the
formal and informal sectors of business and address the following issues:

 State of empowerment in the Eden District Municipality


 Review of Current Empowerment/BBBEE initiatives
 Identification of Empowerment Opportunities-Big Business
 Identification of Empowerment opportunities for the second economy
-Learnerships
-Public Works projects
-Informal trade: stimulation and capacity building
-services industry
-home-based industry
