Now, I’d like to ask you about some State Questions that will be on the November ballot.
18. State Question 793 adds a new section to the Oklahoma Constitution that says no law
shall infringe on optometrists' or opticians' ability to practice within a retail mercantile
establishment, discriminate against optometrists or opticians based on the location of
their practice, or require external entrances for optometric offices within retail
mercantile establishments. No law shall infringe on retail mercantile establishments'
ability to sell prescription optical goods and services. The Section allows the Legislature to
restrict optometrists from performing surgeries within retail mercantile establishments,
limit the number of locations at which an optometrist may practice, maintain optometric
licensing requirements, require optometric offices to be in a separate room of a retail
mercantile establishment, and impose health and safety standards. Knowing this, would
you say you:
1. Strongly support 85 21.0
2. Somewhat support 111 27.3
3. Support 196 48.3
4. Don’t know/No opinion/Refused [DNR] 113 27.8
5. Somewhat oppose 44 10.8
6. Strongly oppose 53 13.1
7. Oppose 97 23.9

News9/Newson6 General Election Baseline, September 2018

19. State Question 794 would amend the constitution to grant victims’ rights to crime victims
and those directly harmed by the crime, in a manner equal to the defendant’s rights,
including the expansion of court proceedings at which a victim has the right to be heard,
the addition of a right to reasonable protection, the addition of a right to proceedings
free from unreasonable delay, the addition of a right to talk with the prosecutor, and
allowing victims to refuse interview requests from the defendant’s attorney without a
subpoena. Knowing this, would you say you:
1. Strongly support 175 42.9
2. Somewhat support 107 26.4
3. Support 282 69.3
4. Don’t know/No opinion/Refused [DNR] 91 22.5
5. Somewhat oppose 15 3.7
6. Strongly oppose 19 4.6
7. Oppose 34 8.3

20. State Question 798 would add a provision to the Oklahoma Constitution to change the
manner in which the Governor and Lieutenant Governor are elected. If approved,
candidates for Governor and Lieutenant Governor from the same party, starting in 2026,
would run together on a single ticket and voters cast one vote for their preferred ticket.
Knowing this, would you say you:
1. Strongly support 90 22.0
2. Somewhat support 82 20.0
3. Support 172 42.0
4. Don’t know/No opinion/Refused [DNR] 92 22.6
5. Somewhat oppose 62 15.3
6. Strongly oppose 82 20.1
7. Oppose 144 35.4

21. State Question 800 would add a provision to the Oklahoma Constitution creating a new
trust fund, where 5% of revenues from the gross production tax on oil and gas, starting
July 2020, would be deposited and increasing by .2 percent per year. After July 2020, 4%
of the fund’s principal would be deposited each year into the State’s general revenue
fund. Principal would be calculated by using an average of the fund’s annual principal for
the five years before the deposit. No more than 5% of the fund could be used to pay
interest on bonds issued by the state or local governments. Knowing this, would you say
you:
1. Strongly support 56 13.6
2. Somewhat support 96 23.6
3. Support 152 37.2
4. Don’t know/No opinion/Refused [DNR] 148 36.2

6. Strongly oppose 60 14.8

News9/Newson6 General Election Baseline, September 2018

22. State Question 801 would provide a means for voters to allow school districts to expand
the permissible uses of ad valorem tax revenues to include school operations. Currently,
ad valorem tax revenues may only be used to build, repair, or remodel school buildings
and purchase furniture. This measure would amend the Constitution to permit voters to
approve such a tax to be used form school operations deemed necessary by the school
district. Knowing this, would you say you:
1. Strongly support 134 33.0
2. Somewhat support 99 24.4
3. Support 233 57.4
4. Don’t know/No opinion/Refused [DNR] 60 14.8
5. Somewhat oppose 45 11.0
6. Strongly oppose 68 16.8
7. Oppose 113 27.8
