Resolution No. 2018-114, Making Appointments to Terms of Various Lengths to the


Community Activities and Cultural Commission, the Harrison Memorial Library Board of
SUBJECT:
Trustees, and the Planning Commission.

RECOMMENDATION:
That the City Council Ratify Appointments to the Harrison Memorial Library Board of Trustees, the Forest and
Beach Commission, and the Planning Commission.

BACKGROUND/SUMMARY:
City Boards and Commissions perform a valuable service to the City by providing means by which the City
Council can obtain advice, opinions, and recommendations of City residents and other members of the
community. For this cycle of appointments or re-appointments, the City Council has been presented with a total
of five scheduled Board and Commission vacancies with terms ending September 30, 2022 except for the
Harrison Memorial Library Board where terms shall end in three years on September 30, 2021.

Mayor Dallas and Mayor Pro Tem Theis, the ad hoc committee, interviewed applicants for board and
commission vacancies on Tuesday, September 25, 2018. All applicants demonstrated a strong commitment to
service and a desire to serve the Carmel-by-the-Sea community. The ad hoc committee was appreciative of all
community members of diverse backgrounds and exceptional skill sets, who filled out an application and
participated in the interview process.

After much deliberation the ad hoc committee has identified the following individuals as qualified and ideal
candidates to fill the vacancies and recommends the appointment of the following candidates to Boards and
Commissions with terms ending

- +Linda Calafiore, Reappointment to Community Activities & Cultural Commission


- +Judy Refuerzo, Reappointment to Community Activities & Cultural Commission
- *Tim Blomgren, Reappointment to Harrison Memorial Library Board of Trustees
- *Phil Pardue, Reappointment to Harrison Memorial Library Board of Trustees
- +Christopher Bolton, Reappointment to Planning Commission
* Three-year term through September 30, 2020.
+ Four-year term through September 30, 2021.
FISCAL IMPACT:
None.

PRIOR CITY COUNCIL ACTION:


Council ratifies appointments to fill annually occurring vacancies for terms expiring September 30 of each year
at its October regular meeting. Throughout the year the Council also takes action to ratify appointments to
Boards and Commissions to fill unanticipated vacancies.

RESOLUTION NO. 2018-114


MAKING APPOINTMENTS TO TERMS OF VARIOUS LENGTHS TO THE
COMMUNITY ACTIVITIES AND CULTURAL COMMISSION, THE HARRISON
MEMORIAL LIBRARY BOARD OF TRUSTEES, AND THE PLANNING COMMISSION.
WHEREAS, each year during the month of October, the City Council must fill
vacancies on City Boards and Commissions created by unforeseen events or by term
rending dates; and
WHEREAS, the Month of October, 2018 has seen five vacancies all created
by the end of terms; and
WHEREAS, all of the Trustees and Commissioners have expressed a strong
interest in continuing to serve on the respective Boards and Commissions; and
WHEREAS, the City Council wishes to acknowledge their exceptional service
and devotion to the City of Carmel-by-the-Sea, and is resolved to continue their
dedicated service;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL DOES
HEREBY FIND AND ORDER THAT:
Tim Blomgren is reappointed to the Harrison Memorial Library Board for an additional
three-year term ending September 30, 2021, and that
Phil Pardue is reappointed to the Harrison Memorial Library Board for an additional
three-year term ending September 30, 2021, and that
Linda Calafiore is reappointed to the Community Activities & Cultural Commission for an
additional four-year term ending on September 30, 2022, and that
Judy Refuerzo is reappointed to the Community Activities & Cultural Commission for an
additional four-year term ending on September 30, 2022, and that
Christopher Bolton is reappointed to the Planning Commission for an additional four-
year term ending on September 30, 2022.

THE-SEA this 2nd day of October, 2018 by the following roll call vote:
