The Organising Committee Commonwealth Games

2010 Delhi  (OC CWG Delhi 2010) came into being on 10


February 2005, as a registered society under the Societies
Registration Act 1860. It was resolved by the Commonwealth
Games Federation (CGF) in the General Assembly held in
Jamaica on 13 November 2003 to entrust the organising and
hosting of the XIX Commonwealth Games to the Indian
Olympic Association (IOA). As per Clause 2(C) of the Host
City Contract, signed by the Government of India (GOI), the Government of National Capital
Territory of Delhi (GNCTD), IOA, and CGF, the CGF has delegated the organisation of the
Games to the OC CWG Delhi 2010.

The OC CWG Delhi 2010 has set itself the goal of conducting the best Commonwealth Games to
date, including the provision of impeccable standards of service to athletes, officials and the
general public, in close collaboration with its partners. It hopes to set new benchmarks for other
Host nations with regards to urban sustainable development by showcasing excellent
infrastructure and facilities which could be used by the society and the general public for
generations to come.

Vision

The vision of the Organising Committee Commonwealth Games 2010 Delhi is to inculcate
sports consciousness and culture in every Indian.

Mission

 Build state-of-the-art sporting and city infrastructure for the facilitation of the Games
 Create a suitable environment and opportunities for the involvement of the citizens in the
Games

Functional Areas

Accommodation (ACM)

  Estimating, allocating and ensuring provision of adequate lodging facilities outside  the 
Games Village to stakeholder groups, including VIPs, CGAs, IFs, spectators and
tourists,while accommodating their preferences for quality services and convenience in
cognizance with the guidelines defined by the CGF;
 Conducting brief training sessions for accommodation partners on accommodation 
guidelines, guest related services such as Guest Welcome and the Games planning
process and reporting structure; and
 Finalising accommodation requirements through the booking systems and finalising the
budget with Finance & Accounts; and Communicating allocated accommodation and
services requested by various constituent groups.

Accreditation (ACR)
 Establishing, managing and implementing appropriate accreditation policies and
procedures and Accreditation Information Management System to ensure all access rights
are assigned in accordance with the requirements of each approved function;
 Delivering accreditation cards to eligible and authorised individuals that identify the
holders and visually display the specific access rights and/or other privileges  needed to
by the holder; and
  Limiting the participant’s access to only those areas needed to perform his/her 
function,thus allowing the venue to function securely, efficiently and effectively

Catering (CAT)

 Planning, monitoring and coordination of food and beverage services to all constituent
groups, at all competition and non-competition venues, the Games Village and special
occasions;
 Meeting the special dietary requirements of its customers in the best possible manner,
taking into consideration parameters such as quality of products, religious or racial
sentiments, adequate quantity, variety, duration of catering, cost, etc; and
 Assisting in identification and selection of the right catering contractors/suppliers for the
Games Village and the Venues and monitoring service levels.

Ceremonies (CER)

 Conducting successfully the opening and closing ceremonies that are unparalleled and
unmatched by previous Commonwealth Games;
 Upholding the Indian traditions and its cultural heritage by comprehensively showcasing
India at the opening and closing ceremonies;
 Creating a warm and festive atmosphere conducive for display and exchange of rich
Indian culture for athletes, technical staff, spectators and other stakeholders; and
 Promoting the spirit of the Commonwealth Games through a variety of cultural events so
as to increase people’s interest in  and enthusiasm for participating and creating a
favourable environment for Delhi 2010.
Coordination and Government Relations (CGR)

 Managing information flow between Government Agencies and the OC; and
 Ensure compliance with the clauses of the Host City Agreement with respect to the
coordination commission

Cleaning and Waste Management (CAW)

 Planning, directing and controlling cleaning and waste management services for all
constituent groups at venues and Games Village;
 Providing the contractors with the basic guidelines and procedures for cleaning and waste
management; and
 Contributing to the achievement of environmental and sustainability objectives through
an Integrated Waste Management plan.

Finance & Accounts (FAC)

 Developing general Games Budget and relevant Annual Budget;


 Monitoring revenue and expenditure with the budget;
 Acting as a focal point for budgeting, financial control and financial reporting across
Functional Areas; and
 Assisting all Functional Areas in conducting financial transactions and activities in
consonance with the clauses of the General Financial Rules 2005, CGF regulations,
relevant tax legislation and other applicable statutes

Games Village Development and Operations(CGV)

 Identifying, designing, developing and constructing an appropriate Games Village site for
providing housing facilities to athletes and the team officials;
 Providing a safe, secure, comfortable and welcoming environment at the Games Village;
  Ensuring integrated, cohesive and adequate services (catering, recreational,
administrative and other support services including operational support) to the relevant
stakeholders at the Games Village; and
 Planning for legacy while developing the Games Village.

Queen's Baton Relay (QBR)

 Enhancing visibility and promoting popularity of the Commonwealth Games amongst


local communities;
 Selecting the domestic route in consultation with IOA and CGF including conducting dry
runs of the route in collaboration with state police and local communities;
 Coordinating with local authorities, police agencies, community groups etc. to host the
Relay
 Directing Press Operations activities to promote and support crowd building activities;
and
 Submitting plans of the design and material of the Queen’s Baton to the CGF for its
written consent and approval

Technology (TEC)

 Providing the most mature, seamless, robust and tested technology platform for the
staging and conduct of the Games including provision of Games operations for all
competition and non-competition venues and delivery of all timing and scoring, on-venue
results systems and downstream applications;
 Providing the best in class, user friendly and cost effective range of online services that
redefine the sports experience for all stakeholders at the time of the Games in Venues, the
Village and the city of Delhi; and
 Offering a range of applications and solutions to all Functional Areas of the Organising
Committee for games planning and execution with a focus on meeting specific
requirements within budget.

Legal (LGL)

 Protecting the interests of the OC in the negotiation and preparation of all agreements
which the OC enters into;
 Rendering advice on protection of intellectual property, patents and trademarks
 Providing advice and assistance on all legal matters to the OC and various functions; and
 Seeking amendments in existing statutes wherever necessary to protect OCs interests and
comply with its obligations.

Logistics (LOG)

 Working in collaboration with Procurement to store goods and material as and when they
are delivered;
 Ensuring adequate storage and warehousing of all the materials, goods and products; and
 Facilitating transport and delivery of goods and materials in the Venues and Games
Village from the central warehouse

Press Operations (PRS)

 Promoting a positive image of India by working closely with the domestic and
international media and ensuring their support and involvement in the Games;
 Providing working facilities and essential services (technology, hospitality,
accommodation, accreditation, transport, health, etc) for the accredited press,
photographers and non-rights-holding electronic media covering the Commonwealth
Games; and
  Coordinating the media activities at the MPC, VMCs, competition venues and Games
Village.

Medical and Doping Control (MED)

 Creating an effective and high quality Health Care programme for Athletes and Games
Family;
 Ensuring prompt and efficient medical care including the availability of first-aid and
other emergency medical services for spectators at competition venues; and
 Planning and implementing anti-doping control framework in compliance with the
Federation Medical Commission directives.

Merchandising and Licensing (LIC)


 Identifying the product range to be covered under the Merchandising and Licensing
programme in order to maximise the visibility of the Commonwealth Games Brand
through sale of products bearing marks owned by OC; and
 Identifying, selecting and contracting with the commercial partner for the production and
distribution of merchandises

Office Administration (ADM)

 Providing administrative support services (transport, workforce, IT, etc) to the OC for
ensuring the smooth functioning of the various Functional Areas; and
 Ensuring expansion of office infrastructure (including additional office space, FF&E and
workspaces) as per the operational requirement of the various functions in the period
leading to the Games

Procurement (PRC)

 Formulating a comprehensive plan and a policy for procurement of Goods and Services
for the Commonwealth Games;
 Procuring of goods and services as per defined timelines, locations and quantities; and
 Developing plans for return and disposal of surplus materials in the Post-Games phase.

Protocol(PRT)

 Ensuring that protocol as defined by the CGF is observed across all functions and events
by communicating relevant guidelines.

Planning, Project and Risk Management (RSK)

 Developing a risk management framework for the OC;


 Assisting Functional Areas in conducting operational risk management;
 Assigning responsibilities and defining timelines for development of mitigation plans for
the key risks; and
 Monitoring implementation of the mitigation plans and periodically updating the risk
register

Security (SEC)

 Providing a cohesive framework for Games security with effective security services to all
Games participants and visitors   within budget;
 Providing a robust security organisation, infrastructure and processes aligned to relevant
security and intelligence agencies to ensure a safe Commonwealth Games experience to
all stakeholders in and around competitive and non-competitive Venues, Games Village
and across the City; and
 Coordinating initiatives with all relevant security agencies to deliver effective,
professional, unobtrusive, friendly and helpful security for all Games participants and
visitors.

Spectator Services (SPS)

 Ensuring a safe and enjoyable Commonwealth Games experience for all spectators by
providing information assistance and support services to the spectators.

Sponsorship (SPN)

 Working closely with the sponsorship agent to achieve the budgeted sponsorship
revenues (Cash and Value in Kind) by identifying and negotiating with potential
sponsors;
 Communicating to the sponsors the unique benefits that can be derived by associating
with the Games; 
 Monitoring provision of agreed support services to sponsors at the Venues with respect to
hospitality, Venue signage, recognition, ticketing, accreditation, accommodation, etc; and
 Collecting sponsorships payments and conducting financial closure

Sports (SPT)
 Providing centralised planning for all sports in the areas of sport entries, sport results,
scoring and timing and the development of the competition schedule;
 Providing policy and operational support for all sports including regulations for sports,
provision of equipment, training facilities, etc; and
 Planning and implementing the presentation of each sport through the coordinated use of
announcements, music, video, scoreboards, lighting and entertainment.

Sustainability and Enviornment (SEL)

 Adopting environmental best practices and concepts of sustainable development in the


planning and operations of the Games thereby minimising the negative impact of the
Games on the environment.

Ticketing (TKT)

 Developing a ticketing strategy for the sale and distribution of tickets to be approved by
Games management and the CGF; and
 Managing the distribution and sales of tickets directly with key stakeholder groups
including CGAs, International Federations, sporting bodies, tour operators and sponsors.

Transportation (TPT)

 Providing efficient, punctual and safe transport services to athletes and team officials;
technical officials; accredited media including broadcasters; CGF officials and VIPs; staff
and volunteers of other functions and committees (Games workforce);
 Coordinating with Transport Department, Government of NCT of Delhi, DTC and
DMRC to provide adequate transport arrangements and network to and from the Venues
during Games time to facilitate movement of ticketed spectators; and
 Developing traffic management plan with a view to build existing capacities to meet
defined service levels.

Venue Development and Operations (VNU)


 Providing a Venue with facilities of the highest international sports standards and
catering to the needs of various stakeholders witnessing the events at Games time;
 Integrating all the Functional Areas in the planning process by communicating the roles
and obligations expected from them during Games time; and
 Ensuring sustainability of the Venues for a reasonable period of time by designing a
friendly, safe, attractive environment and with adequate facilities.

Workforce (WKF)

 Attracting and recruiting appropriate and adequate personnel as per the requirements
specified by various functions; and
 Ensuring that workforce members are assigned, confirmed, supported, uniformed,
accredited, oriented, scheduled and informed about their respective roles and
responsibilities at various locations

Communications (CMN)

 Developing an effective publicity and communications programme to be able to position


the event as a prestigious, exciting ‘must attend’ for potential domestic and overseas
attendees; and
 Creating and maintaining high levels of awareness about matters such as the sports
programme (sports, dates, times and Venues), routes to Venues, Games Village and other
sites across the city.

Image and Look (LOK)

 Ensuring consistency in the image and look for the Games; and
 Providing design assistance to various functions.

Legacy (LGY)

 Developing a detailed Legacy plan for all Functional Areas to ensure that the Games are
relevant and central to the long-term development of the Host City; and
 Monitoring performance of the Functional Areas against the standards defined by the
critical success factors in the Legacy Plan.

CGA Relations (CGA)

 Establishing and maintaining relations with the CGF and CGAs of all participating
nations and providing timely communication for the efficient conduct of the Games; and
 Ensuring provision of all required services including accreditation, accommodation,
transport etc, to Games Family members as per HCC.

TV Rights (TVR)

 Facilitating TV rights sales in India and overseas to generate maximum possible revenue;
 Coordinating activities between broadcasting rights sales agents, potential broadcasting
organisations and host broadcaster;
 Overseeing and monitoring the tendering and negotiations process conducted by the
broadcasting rights sales agents; and
 Providing comprehensive support and services to the broadcasters thus enabling them to
exploit their rights to the fullest extent.
