1. Objective
The present procedure is aiming to define the necessary operations and procedures,
including preparations to be done, personnel and equipment to be deployed in order to
execute the cement stabilized subbase layer and to ensure that the materials and
workmanship are complying with the requirements as stipulated in the technical
specifications.

2. Scope
This method statement covers the requirement for the cement stabilized subbase layer
works up to the bottom of crushed stone base.
This method statement is to be adopted during subbase construction activities for
rehabilitation and improving the existing road and also describes the controlling elements
during the execution.

3. Equipment
The equipment below is the minimum numbers used for the described works.

5. Materials
The Material for cement stabilized subbase are made of Soil/Sand and Cement. The Soil or
sand are from borrow pit or cut shall meet the requirement of the specification of G6 as
below.

And the cement is Ordinary Portland Cement (CEM 32.5) and will be purchased from the
local supplier, the material shall be approved before applied to the site work.

The Cement stabilized pavement layer shall satisfied the requirement for the C3, the details
show as below:

6. Methodology
6.1 Setting out
Prior to the commencement of any physical works, the edge stake for the sub-base layer
shall be set out correctly with the interval of 20m on both side of the road with the GPS. The
elevation also should be measured and marked on the edge stake correctly by using the
automatic level.

6.2 Preparation
Before the commencement of the subbase, the previous layer named selected layer in this
project should meet the specification requirement and get the reception from engineer. The
surface of the selected layer should be cleaned properly.

6.3 Execution general


The materials from the borrow pit or cut will be transported by dump truck and dumped on
site evenly over the entire surface of the layer concerned. Spreading material in restricted
areas will be done in any manner that approved by the Engineer. The material shall be damp.
Primary Compaction (1 pass without vibration) of soil will be done to pre-shape the subbase
layer.

After the layer of soil or sand has been prepared, the cement will be spread uniformly over
the full area of the layer at the prescribed rated of application by hand. Each bag of cement

will be accurately spaced at equal intervals along the section to be stabilised to make sure
the rate of application can be achieved.

Immediately after the cement has been spread, it shall be mixed with the loose gravel for
the full depth of treatment, which means more than 20 cm depth (the exact depth shall be
determined after the trail section). Mixing will be done with recycling machine or reclaimer.

The moisture content of the mixture will be checked after mixing and shall be satisfied the
requirement. The water tank shall be adequate to ensure that all the water required will be
added and mixed with material being treated within 6 hours to enable compaction.

Drum roller will be used for secondary compaction until get the correct density (98%
ASSHTO Density). Grader can be used for cut to the design level if necessary. Pneumatic
roller will be used for finishing off to reach the final density and level for acceptance.

The stabilised layer will be protected against rapid drying out for curing by covering 5 cent
meter sand on the surface for 7 days. Water shall be sprayed on the sand to keep wet where
necessary.

The trial section shall be carried properly before to check the performance of the equipment
and workmanship etc.

6.4 Quality control and Reception


Upon compaction works finalized, a joint survey to check finished elevations shall be carried
out with the consulting engineers. The tolerance of the selected layer elevation is 25mm.
When the finished elevation of the cement stabilized subbase layer satisfies the designed
requirement, the field density test shall be requested and made jointly together with the
Engineer. The subbase layer should be compacted to 98% of modified Maximum Dry Density
(MDD).

Conditions and precautions listed in the project specifications shall be followed as minimum.

All staff involved in the project shall be inducted on the safety, health and environmental
issues associated with the work.

Only trained personnel with relevant experience shall be allowed to handle machinery.

Appropriate Safety Signboards, barriers, and lighting and other safeguards shall be provided
as required by the nature of the location of the works. All operations shall be carried out in
accordance with the safety requirement.

All field personnel will use PPE safety requirements like safety shoes, reflective vest, dust
mask, etc. as required.

The diversion shall be open with all the diversion control measures as showed in the plan
before the execution of the works.

2. Environment
Local Environmental rules would be followed in the borrow pit developing.

Every effort would be made to ensure no environmental pollution complaints from residents
of this area with regard to air and water pollution.

Environmental complaints would be registered in the complaint register as specified in the


Environmental Implementation Action Plan.

Every effort would be made not to disturb prevailing surface water runoff. In case of
prevailing surface water runoff could be disturbed then investigation would be conducted to
find out proper irrigation channeling system.
