A. INTRODUCTION 1. This manual contains all the elements of Caribbean Sun Airlines, Inc. Flight Attendant Manual. The description of the Manger of In-flight position and the associated Duties and Responsibilities are also included. For complete procedures on manual control refer to chapter 1 of the General Maintenance Manual or General Operations Manual. The procedures contained in the Flight Attendant Manual may not cover all cases or events, but are designed to provide guidance for most situations. As always there is no substitute for common sense and good communication.

GENERAL Federal Aviation Regulation 121.133(a) requires Caribbean Sun Airlines, Inc. to prepare and keep current manuals for the use and guidance of flight, maintenance, ground operations and management personnel in conducting our operation. All company manuals are printed in English. Any manuals in other than printed format (maintenance CD-ROM, microfilm, etc.) will be retrievable in English. Caribbean Sun Airlines, Inc. Manual System contains instructions and information necessary to allow personnel to perform their duties and responsibilities with a high degree of safety. [FAR 121.135(a) (1)] 1. The policies and procedures in Caribbean Sun Airlines, Inc. manuals are not intended to be contrary to applicable Federal Aviation Regulations, applicable foreign regulations, Caribbean Sun Airlines, Inc. procedures, FAA approved Operations Specifications or safe operating practices. If it is found that a conflict exists, the FAR will take precedence. Any apparent errors or conflicting information should be reported to your supervisor and a Publication Recommendation form CSA-0002 must be completed. [FAR 121.135(a) (4)]

B. GENERAL (Continued) 2. The Director of Operations, Director of Maintenance and Director of Quality Control has the authority to establish and modify the policies and procedures for their area of responsibility in the manual system. There will be no delegation of authority to modify these policies and procedures. The department with the responsibility for control of the contents and or, for obtaining revision service for each manual is located in paragraph “T” of this chapter. The Master copy of all manuals will be maintained in the Technical Publications Department at the principal base of operations, which is located in Miramar, Florida. A complete set of maintenance manuals will also be maintained by the Director of Quality Control. All manuals developed by Caribbean Sun Airlines, Inc. are of the same format. Each manual includes an assigned control number, a record of revisions, record of temporary revisions or bulletins as appropriate, list of effective pages (LOEP), and a table of contents. Each page includes the date of the last revision, the revision number, and the name of the manual to which it belongs. [FAR 121.135(a) (3)] Technical Publications Department personnel will monitor and review all company manuals to assure that the format is standardized. Employees assigned to work in the Technical Publications Department will have at least the following qualifications: a) Be able to read, speak, write, and understand English. b) Understand the responsibilities associated with and vested in the Technical Publications Department. c) Have an in-depth knowledge of the Caribbean Sun Airlines, Inc. Manual System and publishing software.

B. GENERAL (Continued) 7. Personnel encountering situations not specifically covered by Caribbean Sun Airlines, Inc. manuals will contact their immediate supervisor prior to performing the related function. Under no circumstances will personnel use unauthorized manuals within Caribbean Sun Airlines, Inc. Caribbean Sun Airlines, Inc. personnel will only use authorized company manuals in the performance of their duties and responsibilities. Caribbean Sun Airlines, Inc. initial training will include a discussion on the prohibition of using other manuals.

MANUAL SYSTEM The Caribbean Sun Airlines, Inc.’s manual system is formatted as follows: 1. Title Page: Includes the air carrier name, manual name, manual number, issued to (blank for entry of a name or department), date issued. 2. Record of Revisions: Provides space for recording revision number, date of revision, date inserted, and revision inserted by. Revisions are effective upon date of revision.

C. MANUAL SYSTEM (Continued) 3. Temporary Revisions (as appropriate): Provides space for recording insertion of temporary revision and shows current revision status. Revisions are effective upon date of revision. 4. Table of Contents: Located in the front of each manual and lists the subject by chapter number, section number, and page number. 5. List of Effective Pages: Located in the front of each manual and lists the page number, revision number, and effective date. Caribbean Sun Airlines, Inc. will insert a block for the FAA approval/acceptance of each manual on each LOEP page. 6. Bulletins Provides space for recording insertions of bulletins. Bulletins are effective upon receipt. Bulletins are located in the last Appendix of each manual (as appropriate).

MANUAL ORGANIZATION Manuals are organized into various numbered chapters separated by tabs. Each chapter has a Table of Contents located at the front of the chapter. 1. Page Numbering The chapter numbering system shall consist of the following three items, a chapter number, followed by a section number, followed by the actual page number. If the section number changes the page number restarts at 1. EXAMPLE: Page: 1.2.1 (Chapter 1, Section 2, Page 1) or Page: A.1.1 (Appendix A, Section 1, Page 1) 2. Forms: May be inserted as they are addressed in the text of the manual, referenced to a form section within the manual or to separate forms manuals.

TECHNICAL PUBLICATIONS RESPONSIBILITIES The Directors of Operations, Maintenance and Quality Control are responsible for the manual revision process, the distribution and tracking of revisions to Caribbean Sun Airlines, Inc. manuals. They will ensure that proposed manual revisions are coordinated among department heads to ensure content consistency throughout all manuals. They will ensure that the Technical Publications Department issues the applicable Caribbean Sun Airlines, Inc. manual to each person requiring manuals for the performance of their duties and responsibilities. All manuals and manual revisions will be reviewed by the Technical Publications Department to assure the format is standardized.

E. TECHNICAL PUBLICATIONS RESPONSIBILITIES (Continued) 1. The Directors of Operations, Quality Control, and Maintenance may delegate their responsibilities to a qualified assistant; however such delegation does not relieve them of the ultimate responsibility. No person assigned a Caribbean Sun Airlines, Inc. manual may delegate the responsibility to keep that manual current unless the person delegated is trained in the manual revision procedures.

MANUAL HOLDER RESPONSIBILITY Assigned manual holders are directly responsible for the control, revision and protection of the manual and its contents and any reading devices assigned if any parts of the manual are in digital form. Manual holder responsibilities include outsourced organizations (specified individuals) that are recipients of Company manuals. Each manual holder is required to read over each revision and or bulletin before inserting in their manual. Manual holders must update their manual [FAR 121.137] and return the transmittal in a timely manner per instructions in form CSA-001. The Pilot in Command (PIC) is responsible for assuring that the required manuals that are carried onboard are current and available for each flight.

GENERAL REVISION PROCEDURES Caribbean Sun Airlines, Inc. has established a Technical Publications Review Board (TPRB) consisting of the Director of Operations, Chief Pilot, Manager of In-flight, Director of Maintenance, Director of Quality Control, Director of Safety, Representative of Technical Publications, and pertinent department managers. The Director of Safety will chair this review board.

G. GENERAL REVISION PROCEDURES (Continued) 1. There are many different situations that may generate a need to revise a manual (i.e. Corrections to the manual, change in regulatory requirements, recommendations for improvement, etc). When a revision to a Caribbean Sun Airlines, Inc. manual is requested, Form CSA-0002, Publication Recommendation, is completed and submitted to the appropriate department head (Refer to Sub-section L of this chapter for Form CSA-0002). If the Department head justifies the recommended change, Form CSA-0002 is given to the Technical Publication Department Manager or designated Writer, along with any other changes needed. After the revision is prepared in the Caribbean Sun Airlines, Inc. standard format, it is reviewed by the department head for any remaining changes and given back to the Technical Publications department. The Technical Publications Manager or Writer forwards the revision to the Director of Safety who will determine what interfaces if any are necessary with other company manuals. If the proposed revision affects other manuals or company processes, the Director of Safety will convene the Technical Publications Review Board. a) The Technical Publications Review Board will decide what interfaces are necessary to assure content consistency across all manuals using the interface matrix table and, review all current bulletins to determine if they should be included in the revision. The Technical Review Board will also determine who has the primary responsibility for the proposed revision. The assigned department head will institute the formal revision process. b) The Technical Publications Review Board will determine if the revision requires training. If training is required, the appropriate department head will develop and implement the training. The department head will ensure this training is accomplished prior to the implementation of the revision.

If the Director of Safety determines that the proposed revision has no effect on any other company manual or process he will recommend that revision go forward without convening the Technical Publications Review Board. Prior to submission of the revision to the FAA., the Technical Publications Department will ensure the revision is in the Caribbean Sun Airlines, Inc. standard format. Each proposed revision would contain the following: a) Tracking number (Revision number and date). b) Form CSA-0001, Revision Transmittal / Highlights page(s) briefly describes what changes have taken place to the revised page and indicates the page(s) to be removed and replaced. The CSA-0001 Form is signed by the manual holder, dated and returned to the Tech Pubs Department. c) Two copies of the List of Effective Pages (LOEP). d) A vertical bar placed on the left hand margin of each page to indicate the revised portion of e) A copy of the revision will be forwarded to the FAA for approval/acceptance as required. f) When the revision is found acceptable to the FAA, the FAA will sign both copies of the LOEP’s in the space labeled FAA approved or accepted.

g) One copy of the LOEP will be returned to Caribbean Sun Airlines, Inc. for copying and insertion into the affected manual(s). h) The FAA will retain the second copy of the LOEP. i) The Technical Publications department will distribute the revision.

G. GENERAL REVISION PROCEDURES (Continued) 6. The department head in conjunction with the person responsible for the modified or revised process or procedure will monitor the checks and restraints designed into the process or procedure to access the impact of the revision. An adverse impact will prompt further discussion and appropriate action to ensure that the desired results are sustained and preserved.

PERMANENT REVISIONS CONTROL PROCEDURES For the purposes of permanent revision control, each revision will be assigned a revision number by the Technical Publications Department. The first two digits of the revision will signify the year the revision was released. The second set of digits will indicate the next numerical sequence available, starting with the number 01 for each year. As an example Rev 02-01 would be the first release issued in the year 2002. Rev 02-05 would be the fifth release issued in the year 2002. Permanent manual revisions will be printed on white paper in the Caribbean Sun Airlines, Inc. standard manual format. When processing a permanent revision, all Bulletins to the revised manual will be reviewed by the Director of Maintenance, Director of Operations and the Director of Quality Control to determine if they should become part of the revision at this time.

I.

BULLETINS When an accepted manual requires an immediate revision, a bulletin to the manual will be issued on yellow bond paper in the Caribbean Sun Airlines, Inc. standard manual format. For safety reasons, Caribbean Sun Airlines, Inc. may issue a revision of an emergency nature without first coordinating with the Principal Operations Inspector. In such cases the POI is notified of the bulletin at the earliest practical opportunity. Under normal conditions the POI will review and accept the bulletin before it is issued. Each manual authorized to use bulletins will have a Bulletin section at the back of the manual. Bulletins will be inserted in the order issued, i.e. oldest on the bottom. Bulletins are not authorized for use on approved documents. Bulletins are valid until rescinded or made part of a permanent revision. 1. For the purposes of Bulletin control, each Bulletin will be assigned a revision number by the Technical Publications Department. The header will show that this is a Safety or Flight Operations Bulletin. A “XXX" prefix will signify which manual that the bulletin is for –The first two digits will signify the year the Bulletin was issued. The second set of digits will indicate the next Bulletin numerical sequence available, starting with the number 01 for each year. As an example GOM 02-01 would be the first Bulletin issued in the year 2002. GOM 02-05 would be the fifth release issued in the year 2002. The Technical Publications Department will maintain a Master Roster of Bulletins for all assigned manual holders. When a Bulletin has been distributed and the (Form CSA– 0001) has been returned the Technical Publications Department will enter the date the bulletin was placed into the assigned manual by the manual holder. When a bulletin is adopted and included in a permanent revision the Technical Publications Department will enter the Permanent revision number on the Master Flight Operations Bulletin List. This will indicate that the Bulletin is included in the permanent revision.

CD-ROM FORMATTED MANUALS [FAR 121.133 (b), 121.137 (c)] 1. Caribbean Sun Airlines, Inc. may elect to maintain certain publications on CD-ROM in addition to hard copy. All electronic manuals are produced in read-only format so not to allow changes by any unauthorized individual. Manuals on CD-ROM type media will be distributed and maintained as follows: a) Authorized locations will be assigned manuals and appropriate computer equipment. b) The assigned Representative/Supervisor shall be responsible for ensuring the CD-ROM media and computer are maintained in acceptable operating condition. c) Revisions to CR-ROM media will be accomplished by complete replacement of the CD-ROM discs. d) A list of current CD-ROM discs are enclosed with each shipment. e) Manuals on CD-ROM are issued by Revision/edition. Each revision/edition includes issued to and changes made in a manual subsequent to the previous edition. f) Upon receipt of new revisions CD-ROM, previous edition are returned to Technical Publications.

g) Temporary revisions to a manual on CD-ROM may be issued in paper editions and distributed by Technical Publications to each manual set assigned. Manufacture temporary revision are distributed by the Maintenance Tech Analysis. (1) Paper (yellow) revisions will be filed in the “CD-ROM Supplement" binder located at each CD-ROM computer position. The Representative/Supervisor shall put a “hash” mark on the label of the CD/ROM to signify that a temporary revision exists in the selected media.

J. CD-ROM FORMATTED MANUALS (Continued) NOTE: Particular attention should be made when writing on the CD-ROM label, as the top of CD-ROM discs are the most delicate portion of this type media. The use of a felt tip pen is preferred. (Whenever “a CD-ROM” is viewed the Supplement Binder is to be checked for revisions. These revisions will be incorporated in the next film edition. The paper copy is removed from the supplement binder when the new edition is available at the reader position. Technical Publications will be responsible for distribution of all revisions. Personnel that are assigned to that Manual would be accountable to ensure all revisions issued are installed in the Supplement Binder.

Changes to manuals are briefly described in the highlights section: a) On the Transmittal for CD-ROM media. b) In letters transmitting revisions on paper. c) In the preamble of temporary revisions issued on paper.

Technical publications will ensure that all information from previously issued temporary revisions are included in the permanent revision process. If temporary revision(s) are not included, the temporary revision will remain in effect and maintained in the supplement binder.

MANUFACTURER’S MANUAL REVISION Caribbean Sun Airlines, Inc. subscribes to Manufacturer's revision service to ensure the manufacturer's manuals are kept current. 1. The Technical Publications Department will revise the manufacturer's manuals following the procedures prescribed by each manufacturer. All permanent revisions are sent out to the appropriate manual holders for insertion into specified manuals. Temporary Revisions are used to promptly insert a change into a vendor or manufacturer’s overhaul/component maintenance manual and vendor or manufacturer’s overhaul/component parts manual, until the permanent issue is prepared. a) Temporary Revision will be listed on the Record of Temporary revisions when inserted into each manual. b) The Temporary Revision Transmittal Sheet will be signed and returned to Tech Pubs Department for inclusion on the Master Roster Temporary Revision (MRTR). c) When a Temporary Revision is adopted and included in a permanent revision the manual holder will sign the removed by date block of Record of Temporary revisions.

d) The Technical Publications Department will review the MRTR within thirty days to ensure all Temporary Revision's have been inserted in the manuals. If the Technical Publications Department does not receive this form they will contact the manual holder's manager to determine the status of the manual revision. For each manufacturer’s manual issued to the FAA, copies of all manufacturers’ revisions will be forwarded to the appropriate FAA Office for insertion in the revised manual.

MANUAL AUDITS The Director of Operations, Director of Quality Control, and Director of Maintenance will ensure that the Technical Publications Department conducts an audit to all manual holders during the months of January and June. 1. Twice a year the Technical Publications Department will conduct an audit. This department will distribute to all manual holders a copy of the master list of manuals designating their current revision status. Each manual holder will review the list and make sure that each manual assigned to them is current thus ensuring consistency. The master list will then be signed by the manual holder and returned to the Technical Publications Department within fifteen (15) days of receipt of the list. Random audits are conducted throughout the year and the same procedures and reports will prevail. The current revision status of each manual used within the Operations Department will be listed on each flight release issued by Dispatch, thus ensuring on a continuing basis the currency of all operations manuals. Each Crewmembers manual(s) will be inspected for condition and currency during re-current training. Within the Maintenance Department, supervisory personnel will periodically check assigned manuals at worksites for currency and availability. The results of the audits performed during January and June are forwarded to the Director of Safety. During the first quarter of each year the Technical Publication department will conduct an LOEP audit on each Master Manual. This audit will be conducted by matching the LOEP to the current pages in their assigned manuals. When the review is completed any incorrect LOEP listing or revision pages will be corrected in the next revision.

DISTRIBUTION/AVAILABILITY [FAR 121.135 (b) (24), 121.137 (a) (1) (3)] A master list is kept in the Technical Publications Department listing the distribution of each manual. This list will contain the manual number, manual type media, revision number, revision date and the assigned vendor and/or individuals the manual was issued to (FAR 121.137). 1. The Technical Publications Department will attach a manual revision/bulletin highlights transmittal form (Form CSA-0001) to each revision. The individual accomplishing the revision will sign and date the Revision Transmittal Highlights FORM (RTHF). The signed form is sent to the Technical Publications Department immediately after inserting the revision. The Technical Publications Department will maintain a tracking list of all revisions distributed. All revisions must be inserted by the due date on the transmittal (CSA -0001). The Technical Publications Department will report to the appropriate department head and the Director of Safety of any RTHF forms not received within 30 days of issuance. The appropriate department head will initiate corrective action to remedy the deficiency. NOTE: 3. Due date is approximately 15 days after the distribution date.

Manuals will be returned in good condition at the time of terminations or a replacement charge of $50.00 will be assessed. Distribution of Caribbean Sun Airlines, Inc. manuals will be determined by the respective department head, this will ensure each manual issued is appropriate for the particular job classification to be performed. The Technical Publication will distribute manuals accordingly.

PROCEDURES TO ENSURE ON-DUTY PERSONNEL HAVE ACCESS TO MANUALS Each employee including outsource organization personnel must have all required and necessary manuals and associated reading devices accessible while performing any assigned duty with Caribbean Sun Airlines, Inc. This is to include any computers required to access manuals in electronic/digital format. 1. 2. 3. 4. Proper usage, maintenance and upkeep of reading devices are the responsibility of the assigned manual holder. MANUAL SYSTEM PROCESS MEASUREMENT The Director of Safety and the Technical Publications Department will evaluate Caribbean Sun Airlines, Inc. Manual System annually as described in the Internal Evaluation Program. Special attention is given to work environments to determine if out dated electronic manuals have been retained. NOTES 1. The following notes described herein are to explain the proper terminology and meaning of certain words used throughout Caribbean Sun Airlines, Inc. manuals. Words importing the singular include the plural. Words importing the plural include the singular. Words importing the masculine gender include the feminine. "Shall" and “will” are used in the imperative sense. "May" is used in a permissive sense to state authority or permission to do the act prescribed, and the words "no person may" or "a person may not” mean that no person is required, authorized, or permitted to do the act prescribed. "Includes" means "includes but is not limited to". 2. Notes, Cautions, and Warnings The following definitions apply throughout all the manuals: NOTE: Notes are used to present explanations, comments, and conditions beyond that of the text in order to provide a further explanation and understanding. Cautions Are Used To Bring Attention To Conditions That Can Cause Damage To The Aircraft And Related Equipment. WARNINGS ARE USED TO BRING ATTENTION TO CONDITIONS THAT CAN CAUSE INJURY OR DEATH TO PERSONS.
