1. SCOPE AND PURPOSE


The purpose of this method statement is to define the procedures to be adopted for the
installation of Stainless Steel Glass Handrails at Staircases for Prototype 10 Villas at Giardino
Village, The Pearl Qatar. Moreover, this method statement will outline safety procedures to be
followed in order to complete work activities in a safe and effective manner.

Gulf Style Group

In light of the attached Organizational charts, please note the scope of work allocation between
the sub-contractor ( GULF STYLE ) and the main contractor (SEC) divided as follows:
GULF STYLE GROUP
- Supply and installation of Roof tile – Ridges and Ends as per the approved material
submittal and client selection.
- Preparation works prior to installation Roof tiles.
- Ensure installation is performed in accordance with this method statement and approved
shop drawings.
- Ensure all labour associated with Roof tile installation are qualified and the works is
being performed up to required quality standards.
- Ensure material delivered on site are in good working conditions and as per the approved
standards, and any damaged material to be replaced.
- Coordinate with SEC safety team and follow site health and safety regulations.

SHANNON ENGINEERING:
- Coordinate with the sub-contractor the manpower and equipment requirements to ensure
work activities are being performed within the approved time schedule.
- Supervise the work and ensure quality standards are being followed.
- SEC safety team to supervise marble and granite tiling works to ensure all safety
regulations are being followed.
- Provide safety induction and toolbox meetings for the subcontractors labour and
personnel to ensure they are familiar with the site regulations.

6. Responsibilities / Supervision
- Project Manager: (SEC)
It is the Project Manager duty to ensure that all necessary safety and protective equipment
are provided along with properly trained and qualified personnel. Moreover, to ensure
that porcelain flooring tiles delivery and installation activities are carried out within
schedule and budget goals.

- Construction Manager: (SEC)


The Construction Manager shall be responsible for providing the required shopdrawings.
Furthermore, he is responsible for ensuring inspections are carried out by the authorized
personnel from the manufacturer. Other responsibilities of the construction manager
include:
- Plan all construction activities on site to achieve the required performance and
ensure all activities are complete within the allowed time schedule.
- Ensure all required permits and documents are available and approved to avoid
any work delays.
- Confirm all shop drawings related to the activity are approved by the consultant.
- Ensure all required material and machinery for all activities are available on site
and approved by the consultant.

- Site Engineer: (SEC)


It is the Site Engineer / Site Supervisor’s duty to organize the work force in a safe manner
and ensure that safety and protective equipment are being properly utilized. Furthermore,
he is responsible for ensuring subcontractors are providing the required qualified
manpower to perform the required scope of work within the approved time schedule.

- Safety Manager: (SEC)


The Safety Manager is responsible for organizing safety officers and supervising the
work to ensure all safety aspects are being monitored and controlled at all times. The
safety manager is also responsible for the following:
- Enforce the implementation of the HSE management system in all areas of the
site
- Support the relevant construction supervisors on all HSE matters.
- Ensure all relevant HSE information and training is provided to all personnel
working on site.
- Providing support to site safety officers advising them on safe working methods
and assisting with training of personnel.
- Collaborate with safety officers and supervisors in assessing training needs for
personnel working on site.
- Attend all relevant meetings and coordinate between higher management and site
safety officers.
- Report HSE findings to the relevant construction personnel as well as higher
management.

- Safety Officer: (SEC)


The Safety Officer is responsible for devising and implementing programs and plans to
safeguard the health and safety of all employees, and to prevent loss or damage to the
existing assets and projects. He is also responsible for:
- Providing support to site safety officers advising them on safe working
methods and assisting with training of personnel.
- Carrying out regular site safety audits and reports and correct unsafe work
practices and potential hazards.
- Investigating and reporting all accidents, near misses, and recommend
prevention measures.
- Ensuring maintenance of good hygienic standards and availability of
safety equipment and first aid treatment.
- Presenting daily safety reports and required documents.
- QA/QC Engineer: (SEC)
It is the QA/QC Engineer’s responsibility to ensure all activities carried out on site
conform to approved method statements, project standards, approved shop drawings and
project specifications. He is also responsible for submitting and supervising work
inspection requests and coordinating with the consultant.

- Safety Officer: Gulf Style


The Safety Officer is responsible for monitoring and supervising all sub-contractor works
and coordinate with SEC safety team to ensure all works are being performed in
accordance with agreed safety rules and regulations for the required works.

- QA/QC Engineer: Gulf Style


Ensure the installation of the Roof tile is as per the approved method statement and
shopdrawings, and ensure the material delivered on site is in good conditions and the
quality is as per project specifications. Furthermore, he is responsible for supervising
works inspections and ensure all comments by the consultant and client are complied.

- Site Engineer: Gulf Style


Arrange manpower by the subcontractor and ensure all workers are performing works
properly, comply with safety rules and regulations, and ensure all works are performed
within the approved project baseline schedule.

7. ACCESS AND EGRESS


All workers shall stick ideally to main access and egress route as agreed and stated during site
induction, the following points must be taken into account to control and maintain Safety and
Quality requirements:
- Safe means of access and egress shall adequately be provided for the workforce
and for moving equipment.
- Routes that provide access and egress should be safe, suitably constructed, kept
free of obstructions, and well maintained and controlled.
- Moving vehicles and equipment should be kept away from pedestrians by
following the guidelines below:
- Entrances and exits - separate entry and exit gateways for pedestrians
and vehicles should be provided.
- Walkways - firm, level, and well-drained pedestrian walkways that take a
direct route where possible should be provided.
- Crossings – wherever walkways cross roadways, a clearly signed and lit
crossing point where drivers and pedestrians can see each other clearly
should be arranged.
- Visibility -sufficient illumination with good lighting should be arranged at
access area.
- Vehicle route and Barriers – installation of a barrier between the
roadway and walkways.

- Aids for drivers - blind spot mirrors should be fixed at the corner areas,
along with reversing alarms and flashing beacons for moving vehicles.
- Signs and instructions - All necessary and adequate signage should be
clearly erected to inform all personnel and visitors of the works in
progress. Furthermore, guiding signage should be erected to indicate
pedestrian routes, potential hazards, first aid point, fire point, muster point
etc.
- Speed limit - speed limit system should be followed (Max 20 Km/hour)
- Active monitoring of premises : All access & egress areas should be
monitored regularly to ensure all access routes and equipment are in good
condition and are free from obstructions and tripping hazards
- Training - safety induction for drivers, workers and visitors should be
provided to explain and demonstrate safe movement inside work premises.

8. LOGISTICS
- Delivery and Storage of Gulf Style workers:
- The materials delivered at site shall be carefully off-loaded as per manufacturer's
instructions by deploying necessary / adequate manpower in such a way that no
damage is caused.
- All the materials shall be handled and stored properly using a forklift at allocated
location of site.
- It shall be ensured that the delivered materials are in compliance with the
approved material submittal.
- All minor components supplied shall be identified and sorted properly.
- The materials shall be stored carefully to avoid any damages due to the
construction activities in a place as per the manufacturer's instructions.
- Material found not suitable for site use shall be removed from site immediately
and replaced with new suitable material.
- Roof tile will be stored properly in located safe areas. Logistics will be properly
maintained in order
- Gas cylinders shall be stored in a closed designated location that is free from
direct sunlight and combustible materials. Hot work is to be avoided at this
location.
- The delivery of Roof tile to site shall be notified 3 days in advance to give SEC
enough time to make the appropriate arrangements for the delivery. Unloading of
material shall be in presence of SEC safety team and in compliance with SEC
safety rules and regulations.

- Maintaining Clean Access/Egress:


The following guidelines must be followed to ensure the roads at the Pearl Qatar stay
clean and obstruction free:
- Responsible personnel at the access/egress point must ensure all vehicles leaving
the site are clean and will not leave any debris, mud, or tier marking on the main
road. A washing station shall be provided at the main gate and operated by SEC
safety team.
- All vehicles, trucks, machinery, and dumping equipment must be well covered to
avoid falling debris on the roads of The Pearl Qatar.
- The safety department should pay attention to dust and flying debris through the
excavation process to avoid environmental hazards.
- Prior to leaving the construction site, all dump trucks are to be fully covered using
dump truck tarp, tightened using ropes, and checked by SEC safety team to ensure
no debris or dust is flying out of the truck.

9. HEALTH AND SAFETY


- Roles and Scope of Work
SEC safety team is fully responsible for arranging, supervising, guiding, and monitoring
all works including equipment, installers, and power tools used during painting works.
SEC foreman will coordinate between tile installers and SEC safety team to ensure the
following:
- Safe access to site and egress from site is available for equipment and delivery
trucks.
- Provide competent flagmen to guide all machinery and equipment and mitigate all
risks associated with the movement of equipment.
- Provide weekly safety inductions for subcontractor personnel to ensure they are
familiar with SEC safety rules and regulations.
- Perform Safety Task Analysis and Risk Reduction Talk (STARRT) procedure
prior to starting any activity to eliminate or mitigate risks associated with the
activity.
- Supervise subcontract works closely and generate progress and safety reports in
order to mitigate or eliminate possible risks.
- PPE Requirements:
As a minimum, the following PPE should be used by staff / Labors;
- Hard hat.
- Safety shoes.
- Safety eye glasses.
- Hand gloves.
- High visibility vest.
- Dust mask.
- Red , Green flags
Any additional PPE as required by local rules or mandatory requirement shall be used.
- Safety Accessories:
- Traffic Cones.
- Warning /barricade/barrier tape.
- Safety signs.
- Igloo water container for drinking.
- First Aid box/ First Aid Station
- Workers rest area
- Portable toilet
- Fire extinguishers
- Sign boards of Emergency contact details/persons

- Site Rules:
- Vehicle and mobile plant operators shall possess a 3rd party certificate and valid
Qatar driving license.
- Safety Induction will be done in accordance with SEC HSE Policy prior to
starting work on site.
- Safety toolbox meetings to be carried out prior to work.
- Before job start, checklist of protective & safety equipment to be use are in order.
- Personal protective & safety equipment as per requirement to be performed by
personnel to do the task.
- Toolbox talk to be convened & attended by all personnel assigned to do the task.
- Work crew will be given instruction on site surveying procedure & all risk
associated with the works and registered attendance.
- Safety personnel & designated responsible person will ensure that all above is
carried out & any other statutory requirements are complied with before any work
initiation.
- All personnel will wear gloves, footwear, high visibility vest, head & eye
protection during work.
- Removal of any obstructive / protruding materials.
- Surveying equipment must be guarded by traffic cones for safety visibility.
- Measures will be taken on dust exposure.
- Emergency evacuation plan in dealing with emergency situations on site.
- All vehicles/mobile plant shall perform pre-start inspection on daily basis under
supervision of SEC and Mega dig foremen.
- Safety precautions during Roof Tile Works:
- All workers shall wear the required PPE including dust mask, hard hat, safety
shoes, gloves, and safety glasses.
- All cutting tools shall be inspected prior to usage to ensure they are in safe
working conditions and comply with SEC safety rules and regulations.
- All workers shall receive required safety induction with regard to stainless steel
handrail works prior to starting any works.
- Working area shall be well barricaded and access shall be restricted to working
area to prevent injury due to falling objects.

12. PROCEDURES / METHOD TO BE EMPLOYED


- Material approval:
Prior to proceeding with any works related to Roof tile, all material shall be submitted
and approved by KEO. A mock up shall be prepared prior to starting works to obtain
final approval by the client.

- Shop drawings approval:


Prior to proceeding with any works related to Roof tile, Shop Drawing shall be submitted
and approved by KEO. The drawing will be checked by KEO Architect, electrical
department, structural department, and mechanical department to ensure no variations
between all disciplines.

- Material Delivered to Site:


The Sub-contractor must ensure that material & items ordered by the SEC for production
use & completed glass balustrade's to be delivered to site prior to site installation, are
properly handled, stored, packaged, preserved and delivered in accordance with the
documented procedure.

- Handling:
The personnel handling such products shall take care during loading, unloading and
during installation so as to prevent any damage. Glass balustrade will be delivered by

pick-up and offloaded via crane or hand, glass balustrade will be covered as to prevent
damage during delivery.

- Storage:
- Physical products shall be stored in the designated storage areas. Currently there are no
items stored that need special storage conditions.
- Roof tile will be stored properly in located safe areas. Logistics will be properly
maintained in order to minimize delay in production time.
- Strategic plan for temporary storage areas to store the delivered materials, tools:
a) Selection big and safe areas for temporary storage area. Put wood in the
downside for protection the material and glass don’t touch with ground
directly.
b) Enclosing material by safety band after delivery, and marking.
c) Delivery material or tools to temporary storage areas by hand or forklift.
The material needs package if use forklift.

- Marking and Delivery:


- Temporary removable sticker shall be fixed as marking identification prior delivery at
site shall be in accordance with that specified in documented procedure.
- SEC shall raise for all the incoming material before the material installation, and raise
material Inspection Report to Consultant for approval.
- Site access is arranged in accordance with approved practices. Availability of
loading/unloading equipment is determined. Transporting of glass balustrade is arranged
using the most appropriate method.
- Every attempt shall be made to ensure that the method used for delivery of the products
is most efficient and safe. Roof tile balustrade are aappropriatelyy protected and packed
securely for transport. Products shall be effectively secured and protected during
transportation and necessary documentation tally with delivery requirements as
specified in documented procedure. Roof tile balustrade and equipment are correctly
loaded, transported and off-loaded at the site.

- Setting out:
All works will be set out according to the approved shop drawing. Contractor shall prepare
the area where the Roof tile are designated. Raising an RFIT – Request for Inspection/Test
for approval of consultant.

- Fixing at Site:
Before we start fixing at site, Gulf Style engineer should contact the site engineer to
make sure the site can be fixed, electrical power, water and scaffold is ready and there
are no other works at Roof area.
- The engineer will go to site to ensure the site is ready
- the engineer will check the Roof to ensure its ready or not, if not, he should
request main contractor to modify.
- Delivery of the material to site.
- Inspection of the material and obtain approval.
- Safety induction for the fixing team.
- Prepare the electrical power and make sure it’s as per safety rules and
regulations.
- The engineer will check the Roof and fix the slope.
- The team start to fix the white wood rowsend columns by steel niles.
- The space between the rows it will be 30 cm and the space between the
columns it will be 1 meter the roof tile will be fix from down to up and the
corner also.
- Cement and sand will be used to fix the corner redges and final.
- The gap between the redges and the roof tile will be painting be the nearest
color.

- Site Area Clean up:


Work area should be cleaned and materials disposed of or recycled in accordance with
project environmental management plan. Plant and equipment are cleaned with checking,
maintained and stored in accordance with manufacturers’ recommendations and standard
work practice

15. HOUSE KEEPING


- A clean working environment will be important part of our approach to the project.
- A cleaning team led by a foreman and directed by the Construction Manager, who in
conjunction with the Safety Officers will coordinate the allocation of such resources as
necessary.
- The Main Contractor will ensure that subcontractor’s working areas are cleaned on a
daily basis. Similarly for working areas of the Contractors appointed by the client.
- Food waste from eating areas will be loaded into rubbish bins, located in the designated
rest areas, removed from the building after each meal and dumped into the waste vehicle
bins.
- Any hazardous waste have been identified will be disposed of in an appropriate manner
in compliance with local Authority regulations.

18. EMERGENCY ARRANGEMENTS


- During the activity all staff must be aware of the ERG for that activity. The Emergency
Response Guidelines are outlined, explained, and reviewed during safety inductions. In
the event of an Injury during this task the HSE Officer shall ensure that first aid treatment
is available for the activity. The casualty shall be treated at the scene in the first instance.
Should further treatment be required, an ambulance should be called immediately by the
HSE officer at the incident, emergency contact information will be posted on various
areas on site and should be clearly visible. (Emergency telephone number: 999)
- In the unlikely event that somebody is struck by debris or the Plant/Equipment itself the
casualty shall not be moved at all unless there is an immediate threat to life by the
location they are in or by the nature of the injuries sustained. Emergency ambulance shall
immediately be called to the scene; in the meantime the Primary First Aider shall ensure
the stability of the casualty. Names & Contact details should be available.

- In the event of a fire during the activity then the fire extinguishers at the scene should be
used to tackle the blaze if possible, all un required staff should be evacuated from the
location to a pre agreed location at the start of the activity. Local fire departments should
be called immediately to assist. All engines and electrical sources should be switched off
and isolated.

- During in any emergency, all other activities in the area shall immediately be stopped
until advised otherwise by the Senior Staff at the scene. Once the emergency has been
evaluated and the immediate threat is controlled the Project Management must be
informed of the incident or accident, this should include SCE and KEO/UDC Consultant.

- The scene should be sealed, either by staff or barriers if possible to ensure that his area
remains the same for photographs and other investigation steps that may be required.
Depending on the nature and severity of the incident the Police may be required to attend
the scene and to carry out their own investigation.

- For investigation purposes all people who were involved in the activity are to identify
themselves to the HSE Officer to assist in the investigation and all the details of the
incident to be properly recorded & documented.

- All staff involved in the activity must be aware of this ERG prior to the start of work.
