A RESOLUTION of the Baltimore County Council encouraging the owners of the White

Marsh Mall to immediately increase visible security and to evaluate the implementation of a

mandatory parental guidance policy at the White Marsh Mall on Friday and Saturday evenings

after 5:00 pm.

WHEREAS the White Marsh area is a regional shopping destination on the east side of

the County, and two of the largest retail destinations in the area include The Avenue at White

Marsh and the White Marsh Mall; and

WHEREAS these retail destinations have contributed greatly to the economic vitality of

the area, creating jobs, retail shopping opportunities, and serving as a walkable, social hub for

gatherings of families and friends; and

WHEREAS these retail destinations have become a meeting place for young patrons

without adult supervision, particularly in the evenings and on weekends, resulting at times in

large groups of young people moving through the retail areas unattended, and causing

confrontations within the various groups; and

WHEREAS the gathering of unsupervised young people culminated in an incident in an

area between The Avenue and the White Marsh Mall on Saturday night, August 4, 2018, in

which an altercation spread between the retail destinations and surrounding properties, causing a

chaotic scene with an estimated crowd of 60 to 100 unattended teenagers, and more than 36

officers from four precincts, the Aviation Unit, as well as the Maryland State Police responding,

and resulting in the arrest of two adults and seven juveniles; and

WHEREAS the County Council believes it is now appropriate for retail establishments in

the White Marsh area to increase visible security and to evaluate implementation of a weekend

parental guidance policy, all in an effort to ensure the safety of the young patrons as well as other

patrons; and

WHEREAS similar policies, known as “Youth Escort Policy” and “Parental Guidance

Required” were implemented at The Avenue at White Marsh in 2005 and at the Towson Town

Center in September 2016, respectively, in which visitors 17 years of age and younger are

required to be accompanied at all times by a parent or supervising adult age 21 or older on Friday

and Saturday after 5:00 pm, now therefore be it

RESOLVED BY THE COUNTY COUNCIL OF BALTIMORE COUNTY, that the

owners of the White Marsh Mall are encouraged to immediately increase visible security and to

evaluate the implementation of a mandatory parental guidance policy at the White Marsh Mall on

Friday and Saturday evenings after 5:00 pm.
