Delaware Department of Education CSP Grant Executive Summary

In 1995, Delaware established legislation for the creation and operation of charter schools. The
purpose of charter school law in the state of Delaware is, "to create an alternative to traditional
public schools operated by school districts and improve public education overall by establishing a
system of independent "charter" schools throughout the State." Over the last twenty years, the
number of charter schools in Delaware has grown to include 24 schools servicing 16,000 of the
139,000 students attending public schools in the
state. All 24 schools have been in operation for

The goal of the Delaware CSP Grant is to
enhance education for all students to ensure they Improve

Objective 1: Increasing the number of high-
quality charter school seats available to students across Delaware by 19.5% by providing sub
grants for the planning, program design, and initial implementation of new charter schools along
with expanding, and replicating, highly effective charter schools;

Objective 2: Sharing best practices between charter schools and other public schools, and;
Objective 3: Evaluating and enhancing the impact of charter schools on student achievement,
families, and communities and support efforts to strengthen the charter school authorizing process.

In order to meet these objectives, Delaware will implement the following targets:

Target 1: Increase and expand the number of high-quality educational opportunities for
Delaware’s students by 12% through sub grants for the expansion and replication of highly
effective charter schools in Delaware;

Target 2: Increase and expand the number of high-quality educational opportunities for
Delaware’s students by 7% through sub grants for the planning and program design for new charter
schools;

Target 3: Increase parent engagement and awareness of school choice opportunities with a focus
on educationally disadvantaged student populations;

Target 4: Foster partnerships to share best practices among Delaware’s public charter schools and
traditional school districts to raise achievement for all students in the state, particularly for
educationally disadvantaged students;
Target 5: Support efforts to strengthen the charter school authorizing process by enhancing the
evaluation tools used by authorizers to report on the impact of charter schools on student
achievement, families, and communities.

To accomplish this goal, the Delaware Department of Education is requesting $10.4 million dollars
that would result in the strategic, well-planned, and well-developed sustainable growth of charter
schools in Delaware, improvement of authorization practices for all authorizers, and the sharing
of best practices across schools to improve education for Delaware students.
