a) Introduction
Organizational Leadership & Involvement of PLHIV & Key Population
Association for Helping the Helpless (AHH) was legally registered in District
Administration Office of Kailali (DAO Reg. No-379/056) under NGO registration act and
is affiliated to Social Welfare Council. As per the vision, AHH started to work directly
with People Who Inject Drugs (PWID) from the beginning of its establishment. The
leadership/board members of the organization are emotionally attached with the
PWID/PLHIV community and working for their health right and other needful services for
them. PWID and PLHIVs are also representing in the sub-committee of the organization
to manage the project in different districts, which has directly influence in the targeted
intervention program for PLHIV and PWID. AHH has representatives from marginalized
groups, in vital posts of Board. Board is included by PLHIV Board Advisor.
AHH has special provision for PLHIV and key population while recruiting human
resources. AHH has nominated PWID and PLHIV network member as a responsible to
lead the PWID and PLHIV focused program. PLHIV and current/Ex-Drug users and
Migrants/Spouses of the migrants have been part of AHH both in volunteer and paid
staff member in senior positions. It is the pioneer organization in the regions to involve &
mobilize PLHIV and the beneficiary/community members with defined role and
responsibilities in the organization for the prevention, treatment, care & support program.
b) Organizations' working experience with HIV & AIDS
AHH was established with the campaign of HIV prevention especially with focus on
keeping the young people away from drugs. As stipulated in constitution (Bidhan), it has
been working in the field of HIV prevention and gradually switching towards treatment,
care and support services for PLHIV. It has almost of 18 years of extensive working
experience in the field of PWIDs and HIV/AIDS program. Besides educating the hard to
reach and marginalized populations (especially PWIDs and migrants) for the prevention
of HIV and STIs, it has been providing treatment, care and support to PLHIV through
CCC.
AHH has worked with multiple donor agencies (UNDP, Aus AID, Save the Children,
UNODC & NCASC/AMDA) to implement the HIV AIDS related prevention, treatment,
care and support programs. It has established functional coordination with district line
agencies especially DPHO and DACC while managing the CCC for PLHIV, harm
reduction services for PWID and BCC for migrants and their spouses. It has established
strong referral and linkages with other needful services (HTC, STI, ART, eVT & CABA
support) in both regions. It has operated CCC and PWIDs program in Dhangadhi and
Nepalgunj in partnership with Save the Children /GF since 2009. AHH has specific work
experience in Harm Reduction project, Comprehensive Package for IDUs and HIV AIDS
Program for IDU (PWIDs Program) with different partners since 2002.

3. Program Management
a. Program Management Structure:
AHH has its own organizational management structure to run the organization maintaining
line of authority and responsibilities. A Program management committee will be formed by
AHH Board. Under the direct supervision of Program management Committee, there will be
Program Coordinator who will take overall responsibility of this project .Admin/finance Officer
will take overall responsibility of finance & administrative. There will service sites in the
district under direct supervision of Program officer .Program Officer/ supervisor verifies the
data which is compiled by DIC Incharge and MIS Officer. The priority will be given to ex-drug
users in in-reach & peer education .Para medical staffs will be recruited in DIC, CC & CHBC
services. AHH will give priority to PLHIV while recruiting staff as far as appropriate for them
to perform the services.

3.2 Financial recording, reporting and management


A) Project financial

AFO (Administrative and Finance Officer) is a responsible staff for the project’s admin
and financial recording, reporting and management for the project purpose. By
responsibility, AFO works under the direct supervision of Program Manager.
 AFO maintains vouchers for each transaction with essential supporting
 AFO prepares monthly/trimester financial reports and maintain the hard copy
properly for future purpose.
 AFO also maintains records using electronic accounting software (here with
consultation of save the children)
 AFO ensures the electronic back up of ledger and financial report for safety purpose.
 After the approval of Program coordinator, the reports is finally submitted to the
donor (here Save the Children) and AHH management on regular basis.
B) Organization Financial Management
AHH has its own administrative and financial policy. This financial policy helps for
smooth management and control of financial transaction and documentation of the
organization. AHH has Admin and Finance Officer (AFO) at center office who will look
after the project admin and finance part. AFO supports to maintain financial recording
and management for the project purpose and produces financial reports on regular
interval (monthly & trimester basis). AHH hire internal auditor who will helps to maintain
documentation up to date. AFO ensure back up of hard copy and electronic copy of
financial reports.
AHH conducts annual audit of all organization expenditure by hiring external auditor on
competitive basis. AFO submits the annual financial report to Treasurer. The treasurer
presents the annual financial report and audit report to AHH general assembly.
