1. PURPOSE/SCOPE
1.1 Purpose

This document defines the career path system for non-exempt Direct
Labor Production Operators and Technician employees at Cypress. It will
help to align the employee's and manager's expectations for contributions
at various levels and allow for self evaluation and career management. It
provides managers with a framework for career guidance, coaching and
promotions and provides a method to promote the desired norms and
values throughout the employees.

1.2 Scope

All Fab Production Operations and Technician (non-exempt DL)


employees at Cypress US locations and Production Operators for Back
End Manufacturing.

2. RESPONSIBILITIES
2.1 It is the Human Resources Department's responsibility for defining this
process.

2.2 It is the Manager's, Review Board's, and Site Human Resources


Department's responsibility for performing this process.

2.3 It is the Site Human Resources Department's responsibility for maintaining


records for this process.

7.1 Career Path

The establishment of a career path system at Cypress gives the non-


exempt employees the clear opportunity for continued growth along
technical or managerial paths. An overview of the various levels is given in
Appendix 3 and at the beginning of each family of job descriptions in
Appendix 4.

7.2 Why a Career Path System is Important

A Career Path enables managers and the executive staff to establish,


recognize, promote and reward behavior that they feel is associated with
success. For a high technology company to keep its edge, it is critical to
promote excellence and to provide employees with the tools to develop
themselves. Over the long term, a Career Path System can be used to
influence the culture. One way this occurs is by example; i.e. role models.
Due to the profound effect such a system can have, it follows that paying
careful attention to the grading criteria and adherence to the
accompanying standards is critical.

In the short term, the Career Path System provides developmental paths
for non-exempt employees who might otherwise become under utilized or
lose motivation due to stagnant expectations. Having an absolute,
unambiguous standard of expected contribution at different levels can be
a powerful performance motivator. The opportunity for being recognized
for achievement in an area can also be an employee retention factor.
Other benefits from this system involve aligning an employee's and a
manager's expectations for contributions at various levels. In particular:

1. Employees are given a method for self-evaluation and career


management,

2. Managers are given a framework for career guidance, coaching, and


promotions,

3. Human Resources is given less ambiguous positions and equitable


salary grades, and

4. Executive Staff is given a method to promote desired norms and


values throughout the company.

There can also be misuses or abuses of this system that over time can
make it ineffective for both employees and their managers. In particular, if
the criteria used for rating individuals on the career path are inconsistent
with success as defined by company core values, then it can become an
ambiguous status symbol. A company's systems need to be consistent to
be effective. The credibility and usefulness of the Career Path System is
also reduced if it is used strictly as a reward rather than as an opportunity
for promoting behavior and setting high standards. A review board is
required to maximize its effectiveness.

7.3 Generic Criteria for Each Level in Each Career Path

This matrix is designed to assist in defining the levels of positions in each


of the career paths. A position may be measured against specific,
identifiable factors, which will be applicable across the various non-exempt
positions. These criteria reflect norms and work strategies promoted by
the company. The criteria include: responsibilities, developmental goals,
quality requirements, performance requirements, education, and
experience.

8. OPERATING PROCEDURES AND RESPONSIBILITIES


8.1 CHOOSING A CAREER PATH

It is important that both the employee and the manager participate in


choosing a career path. Employees must ask themselves what their
career goals are. Managers must give their employees a straightforward
assessment of how they are viewed by others. Together they must
consider the available options and the expectations associated with them.
Finally they must develop a realistic plan to reach the objectives.

8.2 PLACEMENT ON CAREER PATH

New Hires: In general, hiring should be at the lowest level to allow for
development of good peer relations and for career development for the
new hire. Individuals must meet all the criteria listed in quality
requirements, performance requirements, education, and experience
areas and be able to perform the responsibilities of the position.
Continuous Improvement requirements will be implemented as
Continuous Improvement concepts become utilized throughout the
corporation. During the interim, employees may be promoted without
meeting criteria for Continuous Improvement requirements, as the
opportunity to participate on a Continuous Improvement team may be
unavailable to the employee. The appropriate grade level should be noted
on the offer approval form and must be approved as part of the offer.
Human Resources will review the placement to ensure accuracy and
consistency. Placements will be reviewed at the completion of the Initial
Performance Review (see spec 27-00041).

Initial Placement of Current Employees: The criteria listed for each level is
that of an employee proficient in the position. Individuals must meet all the
criteria listed in quality requirements, performance requirements,
education, and experience areas and be able to perform the
responsibilities of the position.

8.3 CAREER PATH REVIEW BOARD

Each site will have its own Review Board. Placements will be reviewed
collectively on an annual basis by the Human Resources Managers from
all sites to ensure consistency.

The Career Path Review Board will be made up of:

1. The Department V.P. or designate

2. The Site Operations Director or equivalent

3. The Site Manufacturing Manager or equivalent

4. The Site Director/Manager of Human Resources or designate

The Review Board will meet annually to review promotions. Special


session of the Review Board can be called as needed to address
exception situations. The decision to call a special session rests with the
Department V.P. and the Site Director/Manager of Human Resources.

8.4 EMPLOYEE NOTIFICATION OF PLACEMENT AND APPEAL PROCESS

Employees will be notified of their initial placements and subsequent


promotions by their immediate supervisor in a closed door one-on-one
conference. Employees will receive the appropriate letter notifying them of
their placement as well. Employees will have ten working days to appeal
their placements to their immediate supervisors. Appeals will be directed
to the Site Director/Manager of Human Resources and will be reviewed by
the Review Board as noted above.

8.5 SALARY GRADE RANGES

Each Site Director/Manager of Human Resources will develop and


maintain the site specific salary grade ranges. Salary grade ranges will be
reviewed annually by the Review Board.

8.6 MODIFICATION/ADDENDUM TO JOB DESCRIPTIONS

Job descriptions may require periodic updates due to changes in company


policies or values or due to changes in business conditions. Modifications
to job descriptions will be reviewed by the Review Board before being
submitted for formal spec modification. Addendums to job descriptions
may be attached to address site specific job duties within a job
description. Addendums to job descriptions will be reviewed and approved
by the Review Board. Such addendums will be maintained at a site level.

Individual Continuous Improvement Activity - Details and Instructions:


The Direct Labor Non-Exempt Career Path Spec (65-09014) requires employees to meet a set of
expectations under the header of "Continuous Improvement Requirements." Most often, these
"Continuous Improvement Requirements" are achieved through active participation on an SPC team.
For those unable to actively participate on an SPC team, there are numerous individual activities that
may constitute "Continuous Improvement" activities that meet the career path spec requirements. It is
expected that the proposed Individual Continuous Improvement activity will require 2-3 hours of the
employee's time per week, for a minimum of 1 quarter.
It is important to note that initiating an Individual Continuous Improvement Activity does not guarantee
the employee has met the Continuous Improvement Requirements in spec 65-09014. The Non-
Exempt Career Path Review Board will determine whether or not the Individual Continuous
Improvement Activity objectives have been met, in addition to all other criteria detailed in the spec.
