1. PURPOSE/SCOPE
1.1 Purpose
This document defines the career path system for non-exempt Direct
Labor Production Operators and Technician employees at Cypress. It will
help to align the employee's and manager's expectations for contributions
at various levels and allow for self evaluation and career management. It
provides managers with a framework for career guidance, coaching and
promotions and provides a method to promote the desired norms and
values throughout the employees.

In the short term, the Career Path System provides developmental paths
for non-exempt employees who might otherwise become under utilized or
lose motivation due to stagnant expectations. Having an absolute,
unambiguous standard of expected contribution at different levels can be
a powerful performance motivator. The opportunity for being recognized
for achievement in an area can also be an employee retention factor.
Other benefits from this system involve aligning an employee's and a
manager's expectations for contributions at various levels. In particular:
There can also be misuses or abuses of this system that over time can
make it ineffective for both employees and their managers. In particular, if
the criteria used for rating individuals on the career path are inconsistent
with success as defined by company core values, then it can become an
ambiguous status symbol. A company's systems need to be consistent to
be effective. The credibility and usefulness of the Career Path System is
also reduced if it is used strictly as a reward rather than as an opportunity
for promoting behavior and setting high standards. A review board is
required to maximize its effectiveness.

PHYSICAL DEMANDS:
New Hires: In general, hiring should be at the lowest level to allow for
development of good peer relations and for career development for the
new hire. Individuals must meet all the criteria listed in quality
requirements, performance requirements, education, and experience
areas and be able to perform the responsibilities of the position.
Continuous Improvement requirements will be implemented as
Continuous Improvement concepts become utilized throughout the
corporation. During the interim, employees may be promoted without
meeting criteria for Continuous Improvement requirements, as the
opportunity to participate on a Continuous Improvement team may be
unavailable to the employee. The appropriate grade level should be noted
on the offer approval form and must be approved as part of the offer.
Human Resources will review the placement to ensure accuracy and
consistency. Placements will be reviewed at the completion of the Initial
Performance Review (see spec 27-00041).
Initial Placement of Current Employees: The criteria listed for each level is
that of an employee proficient in the position. Individuals must meet all the
criteria listed in quality requirements, performance requirements,
education, and experience areas and be able to perform the
responsibilities of the position.
Each site will have its own Review Board. Placements will be reviewed
collectively on an annual basis by the Human Resources Managers from
all sites to ensure consistency.
10. RECORDS
10.1 Letters notifying employees of placement will be kept in the employee's file
maintained by the Site Human Resources Departments.
10.2 Storage location and retention period for records is specified in procedure
00-00064.
