Subject: Senate Standing Rules Change

The Capitol LGBTQ Association congratulates the California State Senate for taking another step
towards a more inclusive workplace. The California State Senate has revised its Standing Rules
to remove binary and exclusionary language regarding dress code on the Senate Floor,
beginning with the 2019-2020 legislative session. The Association is proud to have worked with
Senate President pro Tem Toni Atkins’ office, as well as the California Legislative LGBT Caucus,
to remove this prescriptive language from the Senate Standing Rules. Earlier this year, the
California State Senate and Assembly provided the option to include pronouns on legislative
business cards. We hope that these rule changes encourage a more welcoming environment for
nonbinary, transgender, and gender nonconforming individuals in California’s State Capitol.
