REQUEST FOR PROPOSAL Vermont Regional Planning Commissions

INTRODUCTION The Vermont Association of Planning and Development Agencies (VAPDA), acting on behalf of the 11 regional planning commissions, desires to contract for services to review each regional planning commission’s financial and management structures to improve performance and attain improved outcomes. As part of this effort, a report must be prepared documenting where each RPC is on these structures, suggesting service delivery improvements or expansions, and recommending operational efficiencies and savings. The report will also document the results of stakeholder interviews on RPC performance and will provide RPCs with a written template for annual performance surveys of clients. The Product will be presented, at a minimum, to each RPC Board, the Agency of Commerce and Community Development (ACCD) and the Vermont Legislature. BACKGROUND The Vermont legislature has charged the state’s 11 regional planning commissions with finding ways to improve performance to meet the requirements of recently passed legislation which calls for the improvement of “economic development results while spending less in fiscal years 2011 and 2012” . The regional planning commissions are also charged with striving ‘to achieve a sustainable annual increase in nonpublic sector employment and in median household income, as well as a statewide stateof-the-art telecommunications infrastructure.” SCOPE OF WORK 1. 2. 3. 4. Assess the statewide organizational capacity of regional planning commissions as a group by conducting 18-20 state level, stakeholder interviews in person. Identify strategies and techniques for statewide coordination. Create performance standards and peer accountability mechanisms that are consistent statewide yet recognize the unique nature of each regional planning commission. Explore national and statewide models for stronger integration, coordination and leveraging of regional planning commission’s programs and services.

guidelines for future peer reviews. In addition, the Report shall documents the stakeholder survey results and shall provide a written client survey instrument that RPCs can use on an annual basis. Products are due March 31, 2011.
