1.0 INTRODUCTION

Proper commissioning and testing of new Control Cable is an important issue to prove
that Control Cable has been properly shipped and correctly erected and installed. This
work instruction highlights the necessary steps related to proper commissioning of
Control Cable in HV and EHV substations.

All Control Cables must be tested in the factory before delivery to the site and must be
tested by commissioning contractor at site after installation for processing to begin in the
on-site Commissioning and testing phase. Commissioning tests at site is done to prove
that:

 No Control Cable was subjected to any damage during transportation.


 Each Control Cable has been installed correctly.
 Each Control Cable is working in coordination with other equipment, as specified.
 All installed Control Cables are safe for putting into service.

2.0 RESPONSIBLITIES

- Anyone working in testing location during commission stage must follow the safety
requirements as per SEC rules and CSD employees are responsible for applying safety
rules in all places which they working in.
- Project site engineer is responsible for committing the contractor to prepare testing
and commissioning places to be done in proper climate conditions as per Company
policies, procedures and accepted temperatures the relays, devices and test
equipment can be tested or operated within it.
- All CSD staff are responsible for testing activities according to approved specification
and design
- CSD engineer/technician shall not start any test for Control Cables until providing the
following and the Testing Contractor engineer is responsible for all providing:

o Approved test forms.


o Factory Tests certificates.
o Approved schematic drawings.
o Protection requirement.
o Test equipment valid calibration certificates.
o Contractor engineer approved qualification certificate.

- Its responsibility of the CSD Engineer/Technician to check and witness all activities
required for Control Cables following all of this work instruction.
- CSD Engineer/Technician is responsible for recording status of any test for Control
Cables in its check list and test form as per the following work instruction.

cables are secured.
6. Check that all cable trays are secure and correctly grounded.
7. Check all cables are securely supported throughout.
8. Check the path/separation of control & power cables
9. Visual inspection, size and rating confirmation.
10. Size checking against rating required.
